II. PARTICIPATION
1. This competition is open to all colored belts and black belts in good standing with the Philippine
Taekwondo Association.

2. All instructors must field in a minimum of 10 participants per chapter. A written explanation
addressed to Grandmaster Sung Chon Hong is required if the minimum number of participants
cannot be reached.

III. REGISTRATION

V. FREESTYLE POOMSAE
1. Freestyle Poomsae should be based on Taekwondo techniques with composition of music and
choreography.
2. Composition of Poomsae:
a. Number of Poom: Each performance shall be composed of 20 to 24 poom.
(Composition of 1 poom shall be no more than 5 motions.)
b. Technique: Each performance shall be composed of attacking and defending techniques
of Taekwondo with 60% foot techniques and 40% hand techniques.
c. Music is required.
d. Performed techniques must be within boundary of Taekwondo.
3. Categories (15 years old and above):
a. Individual Male
b. Individual Female
c. Mixed Pair (composed of 1 male and 1 female)
d. Team (composed of 5 players 3 male, 2 female or 2 male, 3 female)

VI. SYNCHRONIZED POOMSAE


1. Number of participants: 7-9 members per team
2. ONLY players ages 14 years old & below are allowed to join
3. Attire: No limitations
4. Required techniques
a. Front kick
b. Side kick
c. Roundhouse kick
d. Double side kick
e. Jumping front kick
f. Flying side kick

NOTE: These techniques must appear at least once throughout the performance. Teams may
perform other techniques for as long as the required techniques appear in the performance.
Corresponding deductions shall apply for techniques not performed by the team.

VII. METHOD OF COMPETITION

A. Colored belts

The combined cut-off system and competition system shall be applied in this competition.
1. Eliminations: Contestants shall perform the required poomsae for the elimination round and 50%
shall be selected for the competition style system based on their points and ranking.
2. Competition style: Two participants will perform their poomsae at the same time based on their
match number on the fight diagram. At the end of the performance, the winner shall be determined
based on majority decision of the judges. The winner will move to the next round until the finals.

B. Black belts

The combined cut-off system and competition system shall be applied in this competition.
1. Eliminations: Contestants shall perform the required poomsae for the elimination round and 50%
shall be selected for the competition style system based on their points and ranking.
2. Competition style: 8 finalists will be randomly drawn. Two participants will perform their poomsae
at the same time based on their match number on the fight diagram. At the end of the performance,
the winner shall be determined based on majority decision of the judges. The winner will move to the
next round until the finals.

Note: The organizer may revise the cut-off system in the case when there are less than
sixteen participants for the division.

VIII. DURATION OF CONTEST
Recognized Poomsae: The time limit for the performance of the required Poomsae in all events
(Individual, Team, and Pair) shall be 30-90 seconds.

Freestyle Poomsae: The time limit for the performance shall be 60-70 seconds.

Synchronized Poomsae: The time limit for the performance shall be 110-120 seconds.

IX. SCORING CRITERIA


1. Recognized Poomsae
a. Accuracy (4.0)
i. 0.1 point shall be deducted each time a contestant does not perform the basic
movements or the pertinent Poomsae accurately.
ii. 0.3 points shall be deducted each time a contestant makes a major mistake.
b. Presentation (6.0)
i. Speed and power 2.0
ii. Control of power, speed and rhythm 2.0
iii. Expression of energy 2.0

2. Freestyle Poomsae
1. COMPOSITION OF FREE STYLE POOMSAE
a. Number of Poom: Each performance shall be composite of 20 to 24 poom
(Composition of 1 poom shall be no more than 5 motions)
b. Technique: Each performance shall be composite of attacking and defending
techniques of taekwondo with 60% foot techniques and 40% hand techniques.
c. Music & choreography shall be choice of a contestant. However, it should not contain
any political, social and religious contents.
d. Performed techniques must be within boundary of Taekwondo.

2. DIVISION
a. Individual: Male / Female
b. Pair
c. Mixed Team: Composition of 5 members (including more than 2 males & 2 females)

3. DURATION OF CONTEST
The time limit for the performance of the Freestyle Poomsae shall be 60-70 seconds.

4. SCORING CRITERIA
a. Scoring shall be made in accordance with the rules of the WTF.
b. The types of foot techniques designated by WTF Poomsae Committee are as follows;

1. Jumping kicks Side kick (in case of pair and team division, entire team members
must perform this technique)
2. Multiple kicks in a jump Front kick (at least one member of the team must
perform this technique)
3. Turning kicks - Spinning hook kick or turning kick (at least one member of the team
must perform this technique)
4. Performance level of consecutive kicks - Kyorugi style kick (at least one member
of the team must perform this technique)
*3~5 bouncing steps on a spot is mandatory before executing the Kyorugi style kicks.
5. Acrobatic kicks - Any acrobatic action performance with kick(s)(at least one
member of the team must perform this technique)

** Point shall be awarded only if athletes perform the techniques in the above order (Article 5.2).
** Each foot technique shall be up to five run-ups.
** The following stances must be included in the performance at least once
Dwitkubi, Beom seogi, Hakdari or Ogeum seogi, Kkoa (Ap or Dwi) seogi, Kyotdari seogi

3. Synchronized Poomsae

a. Originality and Creativity of Composition 20%


The form must be an original composition that displays creative sequences and must be
generally Taekwondo in character.
NOTE: Repetition of previous performances, copying one long set of
movements from the regular poomsae or copying the sequence of other
teams local and international are strictly prohibited. This defeats the
principle of creativity.

b. Synchronization of Movements 20%


Team members must perform synchronous and coordinated movements thus creating
an attractive and pleasing composition appropriate to the music.

c. Correctness of Movements 20%


The composition must be generally Taekwondo in character. This means that a greater
part of the composition consists of Taekwondo movements.
*Dance, gymnastics, acrobatic movements etc. may be integrated into the
composition to accentuate Taekwondo movements and provide points of interest,
however, these movements should not consist the greater part of the composition.

d. Timing, Power and Balance 20%


Movements must be executed with timing and balance to produce powerful movements;
strong shout (if any).

e. Eye Focus, Concentration, Overall Impact 20%


Correct eye focus, concentration throughout the form and generally impressive overall
performance; neat appearance and courteous manner.

X. GENERAL PROVISIONS
1. Competition Codes of Conduct: The PTA Competition Codes of Conduct shall be strictly enforced.

2. Competition Rules: For all other matters not provided in these competition ground rules, the
current WTF Poomsae Competition Rules and Interpretation, shall apply.

3. Uniform: COLORED and BLACK BELTS are required to wear the WTF standard poomsae dobok.

Winning contestants in these categories shall be awarded the following:
First Place - Gold Medal + Certificate
Second Place - Silver Medal + Certficate
Third Place (2) - Bronze Medal + Certificate

XII. OVERALL WINNER


Trophies shall be given to the top three (3) chapters based on the medal tally of all official poomsae
categories. Team event victories shall be considered as one medal in the overall tally. In the case of a
tie, the chapter with the most number of participants will win.
