2004: 1st national conference on commendation of Studious
Families (later known as Learning Families)
2007: 2nd national conference on commendation of
Studious Families and Studious Clans (321 families and
70 clans representing 3.5 mil. SF & nearly 3,000 SC
nationwide, respectively.

2014: VALP was assigned by PM to carry out Project 281
(BLS Framework [stage 2]s component-7) on Promoting
LLL in families, clans, communities to 2020 (criteria for all
models; pilots; evaluation; large scale) shifted from
studious (attitude) to learning families/clans (action)

5. Future direction
Expand the model of learning families, clans and community in
the whole country by 2020, 70% of all families, 60% of all
clans and 60% of all communities nationwide recognized as
learning families, clans and communities.
CLC improvement one of VALPs crucial tasks to 2020:
VALP & MOET continue to implement projects/ activities to
strengthen and consolidate CLCs to provide LLL for all in the
communities (SDG 4) (2017: CLCs criteria)
VALPs key role in partnership & networking with all existing
sectors, units, organizations at localities (CLCs & others)
In collaboration with MOET: continue the evaluation and ranking
of learning communities at commune/ward/sub-town level
according to Circular 44/MOET, 2014; 15 criteria and 54
indicators)
