couple of domains. This decision was made based off of interviews, observations, testing, and
interactions with Jace is multiple areas just as home and Toddler Lab. Part C will provide
services during Toddler lab and at home based on the needs of Jace. It is also recommended that
he will be able to receive special services.

Summary
Through observations, testing, and interviews, Jace is a 23 month old toddler with developmental
delays in communication and is an atypical child in the social and emotional domain. Both areas
showed some concern. Jace does not give eye contact consistently to people even with parents.
Jace does not use words to communicate with others. He is able to express his wants and needs
in other ways such as showing people what his wants but he also has delays with is receptive
language such as pointing or copying. The other domain areas such as cognitive and motor he is
developing for his age appropriately for now. His self-help skills are showing some concern but
he is still developing them and is making progress even while during the testing and observations
that had been done. Jace will be officially enrolled in the Toddler Lab Program at Brigham
Young University- Idaho which is where he will be able to help build all his skills and work on
his developing domain areas with others his age. Jace is recommended for eligibility for Part C
services under IDEA because of development delays in the social and emotional and
communication domains.
