BeforetimezoneswereintroducedinRussia,eachlocationinthecountryobserveditsownsolar
time.ThefirstmovetostandardizetimeinRussiawasin1880,whenMoscowMeanTimewas
introducedinandaroundMoscow.BasedonthesolartimeatMoscow'slongitude,itwas2hours,
30minutes,and17secondsaheadofGreenwichMeanTime(GMT),whichwasthentheworld's
timestandard.
Inotherpartsofthecountry,citiesstillobservedtheirownsolartimeuntil1919,whenthecountry
wasofficiallydividedintoseveraltimezones.Thelocaltimeineachtimezonewasnow
determinedonthebasisofGMT.
DecreeTime
In1930,followingaperiodwithseveraltimezoneshifts,clocksinalltimezoneswereuniformly
turnedforwardby1hour,effectivelyestablishingyearroundDSTacrosstheSovietUnion.This
measure,referredtoasDecreeTime,wasintendedtosaveenergy.
Duringthe1980s,agrowingnumberofregionsabolishedDecreeTime,andin1991,itwas
revokedacrosstheentirecountry.However,itwassoonreinstatedinmanyareas.Forexample,
thestandardtimeinMoscowchangedfromUTC+3toUTC+2in1991onlytobereturnedto
UTC+3in1992.DecreeTimealsoremainsinforceinsomeoftheSovietUnion'sformer
republics.

RecentTimeZoneChanges
AfterthedissolutionoftheSovietUnion,Russiareshuffleditstimezoneboundariesanumberof
times.In2011,bothDecreeTimeandseasonalclockchangeswereofficiallyabolishedacross
thenation.Instead,RussiaobservedpermanentDSTuntil2014,whenthecountryreturnedto
yearroundstandardtime.
