SUMMARY REPORT

Ocular Inspection of the Ormoc City Slaughter House and


Bagsakan Area conducted last May 25, 2017
We, SP Members Mario Rodriguez and Tomas Serafica conducted an
ocular inspection of the Ormoc City Slaughter House and the Bagsakan Area
last Thursday May 25, 2017 pertaining to matters and issues brought up by
the City Health Department after they visited the same offices relative to an
order from the City Vice Mayor who acted on a complaint raised by several
Barangay officials on the over-all cleanliness and sanitation of both areas.
We arrived at the Slaughter House 9:00 o clock in the morning. We
were received by the officer in Charge mr Mandras and our assistant City
Veterinarian, Dr Corong. It is at Barangay Macabug, Ormoc City and has
been operational since 2006. The concerns that were raised by the City
Health Department on a report they submitted to the offices of the City
Mayor and Vice Mayor were: no water supply; intolerable foul smell; absence
of proper toilets and hand washing facilities; presence of great number of
house flies, damaged and condemned sewerage treatment system that was
emitting repugnant odor, abundance of swine manure in the holding pen
area.
During the visit, we did not notice the strong foul odor as reported.
When queried about the very bad smell reported by the CHD, Mr Mandras
responded that the foul odor before was caused by the wicked concoctions of
rotting flesh, bone particles and internal organs, and animal waste coupled
with insufficiency of water supply at the time. Since his meeting with the
Mayor and the Vice Mayor they have installed a more organized system of
treating the animal wastes plus more regular washing of the entire area. The
availability of sufficient water has greatly helped in this aspect.
Upon query on the water system, Mr. Mandras responded that the
deep well operated by ORWASA but found inside the Slaughter compound
was damaged early May, 2017 and in fact ORWASA put in a new pump. It
became operational a few days ago and it has contributed much to the
maintenance of cleanliness in the area. The pump actually supplies water to
the Slaughter house and Brgy Macabug. Brgy macabug has level 3 house
connections for water. Mr Mandras also notified us that ORWASA and the
Slaughter house has no formal arrangement on the water pump operations.
The Slaughter house pays for the electricity of the pump, ORWASA pays for
the pump operator and the slaughter house does not pay for its water.
However, recently, it received a collection notice from ORWASA in the
amount of P350,000.00
On issues raised by the City Health regarding report on more than a
few house flies in the Slaughter House ,upon query of SP Member Rodriguez
on what caused the said problem, Mr. Mandras responded that the area is
surrounded by poultry industries which was not controlled by poultry
operators.
Another issue raised by the City health department which pertains to
inoperational water faucets and inoperational comfort rooms , Mr. Tito
Mandras noted that the sid facilities have not been operational during the
visit of representatives of City Health Department because there were
stoppage of water supply at that time thus making the Comfort rooms and
faucet inoperational.
Upon further query on the schedules of operations of the Slaughter
house, the personnel responded that the operation will start usually 10:00 o
clock in the evening and end in 6:00 o clock in the morning, and start
delivery of meat to the marking in the morning. They further added that
they already sent request to and budget breakdown the City Mayors Office
for the rehabilitation of facilities in the Slaughterhouse so it will have its
operation on daytime and delivery at night time.
SP Member Serafica and SP Rodriguez proceeded to survey the
Bagsakan area of fishes and other sea foods at Brgy. Alegria Ormoc City.
There noticeable foul smell in the area and inoperational comfort rooms
.The Bagsakan building which was financed and build by an NGO was not
used as bagsakan area due to wrong design. SP member tomas Serafica
noticed that there were more than stray dogs in the area and advised the
personnel of the area to seek assistance of the City veterinary office to catch
the nuisance stray dogs.
