BUILDING AN INNOVATIVE,
TRANS-BORDER, INTEGRATED
DESTINATION IN BORNEO

BACKGROUND
O n the island of Borneo, the ecotourism industry is a
reality and has the potential to become a major com-
ponent of green economy. In the Heart of Borneo especially,
ecotourism can build on the common natural and social-
cultural assets of the interior of the island and leverage on
the combined strengths and distinctive offers of the Heart
of Borneo in the three countries (Brunei Darussalam, Indo-
nesia, Malaysia), and capitalize on the powerful name and
symbol that Heart of Borneo (HoB) has both nationally
and internationally.

HoB represents a unique place to develop and support a


world-class, innovative, trans-border, green destination for
ecotourism in South East Asia with integrated packages
linking Brunei Darussalam, Sabah, Sarawak, and Kaliman-
tan. There is a long border between Indonesia and Malay-
sia, common ethnic traditions and cultural history across
the border. Ecotourism is one example where cooperation
across the three countries can clearly strengthen the ef-

Development in HoB, Indonesia presented a proposal on
Green Ecotourism as appears in Annex 14. The Meeting
agreed to the proposal on Green Ecotourism from
Indonesia to conduct a series of workshops, and to extend
invitations for the first workshop to be hosted by Indonesia.
The Meeting agreed to further discuss the details of the
proposal at the Ad-Hoc Task Force on Green Ecotourism,
including the proposal to declare Visit HoB Year 2018.

However, a stronger common vision needs to be built


among all stakeholders (governments, private sector, and
communities) across the three countries, and special policy
and infrastructural conditions need to be developed and
enhanced to support more integration and a new model
of green ecotourism that maximizes revenues for local
governments and communities, and minimizes social and
environmental costs. The strength of the offer of HoB as
an integrated ecotourism destination depends also on the
application of common standards for ecotourism services
and management, with particular attention to green or
environmentally-correct practices and professional, and
continuous support for strengthening local organizations,

promote self-reliant enterprises, and establish fair part-
nerships between local communities and tour operators in
ecotourism development.

The role of the private sector becomes essential to lead the


development of an ecotourism industry that is at the fore-
front of green, sustainable and fair practices in partnership
with governments and local communities. The ecotourism
industry must be profitable and be effectively managed to
be able to offer green and sustained economic prospects for
the future of the island of Borneo.

It is proposed that the first of a series of workshops on


ecotourism be hosted in the new province of North Kali-
mantan. During the development for the general planning
for tourism development in the province, the government
has recently stated (March 2016) the importance of HoB
and the presence of Malinau as Conservation District as
opportunities for the targeted kind of ecotourism that could
be prioritized and developed in North Kalimantan.

The first HoB Green Ecotourism will focus on building a


common understanding among the three countries and
representatives of the three main actors (private sector,
government, and communities and Indigenous Peoples) on

the terms of reference and framework for policy and action


to support the declaration of Visit HoB Year, and reinforce
the common commitment to building transboundary desti-
nations in HoB.
