Review and understand all relevant documentation pertaining to the project
including scope of services, conditions of contract, project execution plan,
project schedule etc. Work within standard project cost engineering procedures.Ensure that these procedures fulfil client requirement and develop additional project specific procedures where necessary Prepare activity plans to accomplish all work required by the procedures and to ensure sufficient manpower availability Direct and control the work of Cost Engineers assigned to the project as appropriate Assist the Manager, Cost with appraisals of Cost Engineers assigned to the project as appropriate Liaise with Client Project Control personnel as necessary Prepare man-hour, material quantity and cost budgets from the cost estimate, and update them on approval of contract changes and budget transfers Disseminate budget information to all operating groups, providing clarification and additional information where necessary and ascertaining commitment to budgets as the cost target Generally instilling cost awareness in the project in the project organization such that capital costs are controlled and changes to work scope are identified and quantified Obtain from operating groups, the latest information pertinent to cost analysis and ensuring its accuracy and completeness. Attending meetings concerning cost matters Maintain a comprehensive material and construction quantity control and reporting system to include the current status of budget, material take off and forecast quantities Liaise with Project Planning Engineer on analysis of project status. Reviewing the impact of cost and schedule changes Identify and analyzing deviations and trends against the budgets. Investigating such deviations with the relevant group and advising Project Manager/Project Control Manager of issues requiring corrective action Review overall project status and forecasts with Project Manager/Project Control Manager as required Prepared and issue Cost Action Reports to Manager, Cost as required Prepare Contract Profit Reports and associated back up for review with both Project Manager / Project Control Manager and Manager, Cost Prepare monthly man-hour backlog report for review with Project Manager / Project Control Manager Ensure reconciliation on a quarterly basis between project cost reports and Accounting Department cost and billing information Prepare final project statistics and advise on effectiveness of procedures and systems for possible developments on future projects Skills / Qualifications Minimum of 6 years industrial experience Minimum of 1 years leadership experience Minimum of 5 year cost experience
