1.1. Overview
The purpose of Project Planning (PP) is to establish and maintain the set of plans that
define project activities.

1.2. Goals
The goals of this policy are to ensure that:
1. Project plans are based on <Company_Name>'s standard business practices.
2. Stakeholders are involved in project planning and committed to the project.
3. Plans are maintained throughout the project lifecycle.

1.3. Scope
This policy applies to all <Company_Name> system and software development projects.

1.3.1. Exemptions
Projects with less than 750 anticipated billable hours are exempt from this policy.

1.4. Policy
1. Project management shall establish estimates of the project's scope, work products, effort,
and cost at the start of the project.
2. Project plans, tailored from the <Company_Name> standard business practices, shall
include a budget and schedule, project risks, and the means of data management, training,
and stakeholder involvement.
3. Project managers shall obtain commitments from project stakeholders.

1.5. Standard Practices
<Company_Name> projects are to follow the standard business practices for PP as
outlined in the <Company_Name> Project Management Process or a tailored version of
that standard process.

1.6. Responsibilities
Project managers are responsible for implementing this policy on their projects.
The Software Engineering Process Group (SEPG) is responsible for implementing this
policy across the organization and for managing the processes engendered by this policy.
