MAINTENANCE AND INSPECTION OF LIFE SAVING APPLIANCES

To: OWNERS, MANAGERS, MASTERS AND OFFICERS, SURVEYORS AND


CLASSIFICATION SOCIETIES,APPLICABLE TO ALL CAYMAN FLAG SHIPS AND
YACHTS IRESPECTIVE OF GT.

1. Background

This notice offers general guidelines for the maintenance inspection and testing of
life saving appliances on Cayman Flag vessel and it is not intended to replace the
requirements of the appropriate International Conventions in force.

2. General Guidelines for Maintenance and Inspection:

Operational Readiness:

Before the ship leaves port and at all times during the voyage, all life-saving
appliances shall be in working order and ready for immediate use. If life saving
appliances are under repair, then suitable alternative arrangements approved by the
Cayman Islands Shipping Registry should be made to ensure an equivalent level of
safety is maintained

Weekly Testing and Inspection:-

All Survival Craft, rescue boats and launching appliances inspected to ensure
they are ready for immediate use.
Lifeboat and rescue boat engines run ahead and astern
General emergency alarm system tested
Public address system tested

Monthly Testing and Inspection:-

All lifesaving appliances including lifeboat and rescue boat equipment to be


inspected, using checklist for onboard maintenance
Examination and testing of fixed radio installation and searchlight equipment in
boats
Batteries charging correctly from dynamo when engine running

3 Monthly Testing and Inspection

Water spray systems on lifeboats tested in accordance with manufacturers


instructions and then flushed through with fresh water.

Annual Testing and Maintenance

Every inflatable liferaft, inflatable lifejacket, inflatable boat, rescue boat, fast
rescue boat (RIBs) and hydrostatic release unit (other than a disposable unit) and
Marine Evacuation System shall be serviced at an accredited service station1

Bi-annual Testing and Maintenance

Every davit launched inflatable liferaft, inflatable boat or inflatable rescue boat,
must be subject to 10% overload static test suspended from lifting point.

Maintenance of fall wires

Falls used in launching shall be turned end for end at intervals of not more than
30 months and be renewed when necessary due to deterioration of the falls or at
intervals of not more than five years, whichever is the earlier

Periodic Servicing of launching appliances and on-load release gear

Launching appliances and on-load release gear Shall be serviced at recommended


intervals in accordance with the instructions for on-board maintenance.
Launching appliances shall be subject to a thorough examination at intervals not
exceeding 5 years and on completion of the examination be subjected to a
dynamic test of the winch brake with a proof load of not less than 1.1 times the
maximum working load at maximum lowering speed.
Lifeboat on load release gear shall be subjected to a thorough examination and
test during the annual cargo ship or passenger ship safety survey by properly
trained personnel familiar with the system; and operationally tested under a load
of 1.1 times the total mass of the lifeboat when loaded with its full complements

liferafts were found to be beyond the service interval. If there is no suitable liferaft service station at the port of call when
the liferaft service interval expires then either: the liferaft should be serviced before the expiry date, or Operators should
apply to the CISR for an extension prior to the expiry date.

Rotational deployment of marine evacuation systems

In addition to the servicing intervals required for marine evacuation systems


(MES), each MES shall be deployed from the ship on a rotational basis so that
each system is deployed at least once every six years.
