Study of relationship between employees training and performance

BACKGROUND OF THE STUDY

Current and future staff at all levels of the all organizations requires self-effective, creative, skilled,
resourceful and courageous work force. Training provides knowledge and both individual
employee and organization benefits which make worth of investment. Necessary training who
receives better performance his or her job. The training and development builds employee's
confidence and understanding of responsibilities of job and work place. Training helps individual
as well as organizational goals. Training and Development improving quality of employee
performance, increasing productivity of the employees, develop human resources technical skills,
personal growth and behavioural skills within the organization, healthy working environment,
improving the morale of the employees, and improve positive attitudes towards profit orientation
leads to effectiveness of employee performance. Develop employees new skills to full fill the gap
between the training and the expected performances.

Issues on training and development are basically aroused due to, lack of senior management
commitment, failure to identify and understand the specific needs of trainees, non identifying
specific objectives, failure to provide inadequate training, during training activity incurring
employee injury and discriminatory information during training session.

Both employee training and the performance mainly focus on business goals, employee
satisfaction, develop human resource, Job related gaining skills, improving the quality of work,
outcome of employee performance, develop human relations and minimimized the
misunderstandings and conflict within the organization.

INTRODUCTION TO EXPORT AND IMPORT DEPARTMENT.
Ministry of finance and Planning of Sri Lanka

The ministry is responsible for formulation of national economic and financial policies and
strategies of the country. Formulation of fiscal policy and macro fiscal policy management,
preparation of national development plan and management of financial resources, management of
national tax policy and effective use of government revenue and coordination with the Central
Bank on the formulation of monetary policies and overall macro-economic management are some
of its other responsibilities

Under this Ministry the Export and Import Department will give a big support to achieve the Ministry of
finance and planning goals. The Department of Import and Export Control established as a separate
Department by the Act No. 01 of 1969 with a view to control import of goods into the country and export of
goods from the country.

This Department was played a major role in the economy of the country as almost all the imports and exports
were being subjected to the license requirement. There were lot of restrictions for imports and exports and
therefore, the volume of work performed by the Department was very heavy before 1977.

In terms of open Economic Policy commenced in the year 1977, most of restrictions for imports and exports
were liberalized.

There are five main Divisions.
Administration Division
Policy Division
Accounting Division
License Division
IT Division

Administration Division
The Controller of Imports and Exports is the Chief Executive Officer of the Department. A Deputy
Controller and Assistant Controllers are under him.

The Deputy Controller is directly responsible to the Controller of Imports and Exports in relation to
general administration of the Department.

Policy Division
The Hon. Minister In Charge of Import and Export trade makes regulation in relation to imports and
exports trade in time to time on policy decisions make by the government. Publishing and
implementation of such regulations are the areas covered by Policy Division. This division is directly
under the Controller of Imports and Exports.

Accounting Division
Deputy Controller (Finance) is directly responsible to the Controller of Imports and Exports in relation
to accounting system of the Department.
The main function of Accounts division is collecting revenue, accounting and credit the revenue
collected to Government revenue.

IT Division
At present a network has been developed for issuance of licenses. Main function of the IT Staff is
developing the system to facilitate to enhance the productivity.

License Division
The main function of license units is issuing license for goods that are subjected to import / export
control license requirement. Debiting the license after receiving goods on that license is another
important function performed by a license unit.

Block Licenses

Licenses issued for a specific value (as per the request of the importer)for a specific time period (for
one year) to import drugs. These are issued for commercial purposes only.

Special conditions


o Applicants must have transacted at least 3 years with the Import and Export Control
Department prior to apply for a block license.
o One block license is issued for one bank and applicant can get any number of block
licenses for different banks.
o Value of the license cannot be exchange between licenses.
o Extensions possible for 3 months maximum. Applicant should request for extensions
before the expiry date of the license.
o These licenses are not alienable.

Partial Licenses

Normal licenses issued to import given amount of items. Usually these are valid for six months
period and can be extended as per the request.

Amendments

1. HS codes of the items, bank, quantity, validity period and value of the license can be
amended.
2. In cases of amendments original license should submitted to the Import and Export Control
Department.

Documents needed to get a partial license

1. Three Copies of the Performa Invoice


2. Three copies of the indent form
3. Business registration certificate
4. Approval letter from the relevant authority

Debiting
Debiting of the import license is done by the Import & Export control Department after goods are
arrived to Sri Lanka.

2. Commercial Invoice with relevant bank endorsement
3. Originals of Bill of Lading( B/L) or Airway Bill (AWB) (Original copy of Delivery order in
the absence of original B/L or AWB )
4. Certificates of relevant authority for registration and importation of the item
5. Documents to fulfill the conditions of the license
6. Original Import License

02. RATIONALE OF THE TOPIC

This study is being undertaken as a research proposal to full fill the requirement of the study on
relationship between employees training and performance.

The research identifies a suitable organization either Government or Private and whether there is
training and development policy for its staff and what sort of procedure has been followed as per
the instructions and guidance given by the organization.

In the organization, training programme is supported to measure skills and attitudes and refresher
training update undergone by the employee and whether there improvement of the previous
knowledge and how it effects to the employee performance. In every organization should concern
about the employees training, develop employees skills knowledge and attitudes. How training
will influence with employees performance.

03. RESEARCH QUESTION

Most of the Organizations do not use proper procedures for employee training and development.
Since there is lack of training for employees related to their jobs, most of employees do not have
expected outcome related to their job position. Hence, the organization shall introduce appropriate
training programmes to develop once skills, knowledge, attitudes, decision making, and
interpersonal relationship into certain extent. The intention of the researcher is to study whether
the organization has identified the proper relationship between its employees training and the
achieved performance.

04. LITERATURE REVIEW

This project report will understand the suitable techniques of training and how it is influence to
employees performance which are conducting by the Export and Import Department current staff
whether satisfied or not with that training methods and employee performance. It is essential to
follow the theories and the concepts of training process, self-learning, training cycle, performance
management, and motivation researches which are related to the concepts and theories and the
related Therefore literature review will describe concepts and theories and concepts through the
previous research articles.

Most employees have some weaknesses in their workplace skills. A training program allows you
to strengthen those skills that each employee needs to improve. A development program brings
all employees to a higher level so they all have similar skills and knowledge. This helps reduce
any weak links within the company who rely heavily on others to complete basic work tasks.
Providing the necessary training creates an overall knowledgeable staff with employees who can
take over for one another as needed, work on teams or work independently without constant help
and supervision from others.

Through the various training techniques and influence employee performance will be searching
selected theories under this research. Literature review chapter as theories and research articles,
journal and magazines.

05. REASERCH OBJECTIVES

To study the company has a training and development policy.

To ascertain where the company has proper training programs

To decide most effective training methods and techniques.

To identify the relationship between employee training and performance.

SCOPE
Scope is to identify the traning and development policy, training methods, develop employees
skills, traning locations, training process and relationship how the training influence with the
employees performance.
