SENIOR PROGRAMME MANAGER (WPE)

Oversee the day-to-day implementation of IRCs Womens Empowerment program


activities
Develop and monitor spending plans and work plans to ensure the program is
implemented according to schedule and budgets, and that program objectives and
targets are met. This involves working on cash projections and other financial tools.
Build relationships with other implementing partners and with the WE Research team to
ensure harmonic programme implementation across provinces and successful research
activities.
Supervise 5 IRC-run Women Community Centres (WCC) in Nowshera, by ensuring their
optimal physical conditions, ensuring they are equipped and well supplied for programme
activities, coordinating teams and services operating in the WCCs according to monthly
and weekly service schedules mindful of the needs of the beneficiaries, implementing
any WCC relocation if needed. The services provided in the WCCs at the moment are:
life skills for adolescent girls and their caregivers, GBV case management,
literacy/numeracy skills, vocational trainings, legal support, group counseling and
recreational activities.
Supervise community enagagement in the 5 communities where WCCs are in place,
through community activities and information/communication campaigns, to ensure
awareness and acceptance of safe space services. Support the teams work on key
outreach activities around women and childrens rights.

Establish a system for programme accountability and beneficiary feedback in the 5
locations, in collaboration with the IRC MEAL team.
Collect, analyze and disseminate project data and information through regular
assessments with women and girls for problem analysis, planning and advocacy with
other stakeholders; based on this information, ensure adequate adjustments and
changes to programmes design and implementation in coordination with the Programme
Coordinator.
Recruit staff in conjunction with Human Resources Department and carry out
performance evaluation according to IRCs schedule and guidelines.
Supervise WE staff and volunteers directly, as well as interns and consultants as
needed.
Recommend and implement a capacity building plan for WE staff based on documented
capacity needs assessment exercise.

SENIOR CHILD PROTECTION MANAGER

Lead the overall design and implementation of child protection programming, providing
technical leadership and management in accordance with best practice and IRC policy;
Oversee the collection and analysis of information relating to child protection programming,
including monitoring the child protection issues/other human rights violations to inform
protection responses and programme interventions;
Look into the ways to mainstream child protection into other IRC projects by contributing to
program design, monitoring and evaluation;
Monitor child protection aspects of other sectors and advise in establishing cross-cutting
strategies and integrated programmes in collaboration with the Protection M&E Manager;
Support the development and delivery of technical trainings for IRC child protection and
partner staff to ensure a high quality standard of implementation;
Provide ongoing training and technical support and guidance to the Child Protection
Managers, and ensure all program staff adheres to best-practice principles in all aspects of

PROGRAM MANAGER CHILD PROTECTION

Management of Child Protection program implementation in Iraq ensuring that proposed


results are achieved on time, within budget and in compliance with donor regulations.
Provide technical leadership on program implementation methodologies in line with good
practice. Manage program budgets including monthly budget forecasting and quarterly
budget revisions.
Work with relevant government and non-government partners to strengthen capacity on
child protection programming and advocate for improved child protection systems and
policies.

PROTECTION COORDINATOR

Implement all programme activities using an Age, Gender, Diversity Mainstreaming
(AGDM) approach;
Ensure that Protection interventions incorporate best practice and are implemented
equally in the different projects and areas;

Closely coordinate with donors protection component staff and provide regular updates
under the guidance of the Programme Manager;

tools into the programme components to support accountability, donor reporting

agreements by ensuring quality reporting on Protection activities;

in order to avoid under / over-spent situations;

Monitoring & Evaluation Officer

Coordinate weekly with field teams to determine priority tasks. Ensure field teams are
aware of all M&E tasks and reports.
Conduct at least four site visits during the project implementation phase for each grant in
assigned area (consensus meeting, bidding ceremony, site visit, indicator verification
visit)
Produce a routine monitoring report (RMR) according to an approved template for each
site visit prior to the indicator verification visit
Accurately interpret Bills of Quantities (BoQ) and grant database file shared by head
office to determine indicators for which the Officer will be evaluating projects.

sites for verification of indicators
Identify lessons learned, constraints, and project impacts based on determined theme
and/or sector for inclusion in FERs

for conflict affected IDP in Kacha Garhi camp, Return area of Buner and Jalozai
Camp, Pakistan.

PROTECTION MANAGER

Manage a team of Protection field clerks/Protection Officers, Community Services and


Registration team and prepare work plans for these staff.
Support the IDP protection activities by providing on job IDP protection trainings to
protection staff;
Establishment of Legal centers and providing of legal guidance and counseling to the
affected community.
Support protection staff in collecting information on IDP population movements, forced
return and arbitrary arrest;
Gather and analyze information on human rights developments in Pakistan that affect
the rights of IDPs;
Supervise the registration team to provide registration to the IDPs.

Prepare monthly and if necessary ad hoc reports detailing protection concerns, efforts to
mitigate or eliminate them, issuing recommendations as necessary;
Represent IRC at meetings with other NGOs, UN agencies and local authorities that

Advocate the rights of IDPs in different clusters and forums
Attend the bi-monthly Camp Coordination and Camp Management (CCCM) meetings in
Jalozai camp
Coordinate with relevant sectors to ensure the availability of necessary services for the
IDPs, and specifically for Extremely Vulnerable Individuals (EVIs), , both staying in the
camp and returning to their areas of origin
Address administrative, logistical and financial issues as necessary.
Draft regular progress reports to the project donor.
Perform other duties as requested.
