What is material control system

Material control is the main component of the process of material

management. Materials control is of the most importance for smooth
and uninterrupted functioning of an organisation. Material control is a
systematic control over purchasing, storing and consumption of
materials, so as to maintain a regular and timely supply of materials, at
the same time, avoiding overstocking. Material control refers to the
management function concerned with acquisition, storage, handling and
use of materials so as to minimise wastage and losses, derive maximum
economy and establish responsibility for various operations through
physical checks, record keeping, accounting and other devices. In simple
words, material control refers to the various measures adopted to
reduce the amount of loss of materials at the time of receiving, storing
and issuing the raw materials. Material control in practice is exercised
through periodical records and reports relating to purchase, receipt,
inspection, storage and issuing direct and indirect materials. Proper
control over material can contribute substantially to the efficiency of a
business.

How implement an effective material control system
In today's market, there is increasing demand for customized products,
either through customers choosing from a large type of options, or even
through companies custom-design products for individual orders.
Manufacturers that have to supply such high-variety or custom-design
products are try their best to implement effective material-control
tactics on the shop floor.

Then we present a step-by-step procedure for implementing POLCA in a

factory. Using examples from the implementation of POLCA at several
plants, we address practical issues such as computing the number of
POLCA cards needed, determining the quantum of work a POLCA card
represents, and addressing part shortages. We also discuss the manifold
performance improvements that have resulted from these
implementations, including reduction in lead time and WIP, increase in
percentage of on-time deliveries, and a boost in employee satisfaction.

Controls can be either preventative or detective. Preventative controls

attempt to deter or prevent undesirable events from occurring.
Separation of duties, proper authorization, adequate documentation,
passwords and physical control over assets and even traffic signs are all
examples or preventative controls.
Detective controls attempt to detect errors or irregularities which have
already occurred. Reviews, analyses, reconciliations, periodic physical
inventories, audits and surveillance cameras are all examples of
detective controls.
Both types of controls are essential to an effective material control
system. From a quality standpoint, preventative controls are essential
because they are proactive. However, detective controls play a critical
role providing evidence that preventative controls are functioning
effectively.

Based on the top there, my comment is if a company have to
implement the material control system which is effective. First
the company have to allocation the job to all the worker who
are working in material department.
For example, worker A is responsible for counting the number
all material in the stock every day. Worker B is counting the
budget of purchase material.
In addition to, company have to set up the budget to control
the material use. For example, one of the factory is produces
1000 kind of goods. And the material were using 10 types to
produce a good. The factory have to use more than 10000 of
material. So the material department have to set up a system
to control the material.
