Feature Description-Background
The popularization of smartphones has brought with it the demand for more combined services. Due to PS services on the network, the
coverage for combined services shrinks and the number of signaling procedures for combined services increases, leading to a higher
call drop rate for combined services.

Feature Description-Application Scenarios
This feature applies to CS+PS multi-RAB scenarios, and for CS+PS multi-RAB strategy is chosen to be:
Initial rate type configuration for the PS BE service in the combined service is set to DCH8k. When a large data to be transmit, the PS can
be reconfigured to DCH/HSDPA or HSPA. When there is no data to be transmit, the PS can be reconfigured back to DCH8k.
If CS+PS multi-RAB strategy is set to the following Strategy, this function is not suggest to use:
Configuration 1: Setting the bearer channel type and access rate for PS BE services to DCH0K and prohibiting rate increase for PS BE
services [SET UFRCBeInitBitrateTypeforCsPs=DCH0K; & SET UCORRMALGOSWITCH:
DraSwitch2=DRA_CSPS_0K_RATE_UP_SWITCH-0;]
Configuration 2: Setting the bearer channel type and access rate for PS BE services to DCH channel and prohibiting reconfigure to

1&MAP_CSPS_PS_DL_USE_DCH_SWITCH-1;]
Configuration 3: Setting the bearer channel type and access initial rate for PS BE services to DCH 0K, allowed to reconfigure to HSPA
