Executive Summary
The District Disaster Management Plan is a key part of the emergency management. It will
play a significant role to address the unexpected disasters that occur in the district effectively.
The information available in DDMP is valuable in terms of its use during disaster. Based on the
history of various disasters that occur in the district, the plan has been designed as an action
plan rather than a resource book. Utmost attention has been paid to make it handy, precise
and accurate. This plan has been prepared based on the guidelines provided by the National
Institute of Disaster Management (NIDM). While preparing this plan, most of the issues,
relevant to crisis management, have been carefully dealt with. During the time of disaster
there will be a delay before outside help arrives. At first, self-help is essential and depends on
a prepared community which is alert and informed. Efforts have been made to collect and
develop this plan to make it more applicable and effective to handle any type of disaster.
Details of inventory resources are given an importance in the plan so that during disaster
their optimum use can be derived. The important shelters, most necessary equipments,
skilled manpower and critical supplies are included in the inventory resources block-wise. List
of medical doctors, control room of various departments, ambulances, blood banks, public
health centers, government and private hospitals have been included in this plan.
As a whole, this is a genuine effort of district administration to develop the plan and if you
have any suggestions and comments, be free to convey the same so that we can include them
in the next edition. We are thankful to all the institutions and persons who have provided us
the vital information in time

CHAPTER 1
INTRODUCTION
GEOGRAPHY
This district consists of eight taluks viz. Cuddalore, Panruti, Kurinjipadi, Chidambaram,
Kattumannarkoil, Virudhachalam, Veppur and Tittagudi of which Cuddalore, Kurinjipadi and
Chidambaram are coastal taluks lies in the heavy wind and cyclone zone while other five taluks in the
flood prone zone.

The Cuddalore region experiences a hot and tropical retarded monsoonic climate
characterized by small daily range of temperature, humid weather and moderate rainfall. There is no
clear cut demarcation of seasons and the months from March to June is considered as summer and
December to February as cooler months.
Cuddalore is highly Cyclone prone zone of the Eastcoast and its neighborthood falls under
rainfall surplus category and the temperatures vary between 19.9 C to 26 C. in the winter season and
31 C to 42 C in the summer season. The district gets rainfall mostly in the months of October to
December from the Northeast monsoon recording which accounts for 72 percent of the total amount
of rainfall.

Blood Bank: -
The cases which required blood transfusion should immediately be referred to the nearest
Government Hospital where blood bank is functioning. The name of the Government Hospitals where
blood bank is available in the district are furnished below.
Teams are formed at various level to take Public Health and Preventive Medicine measures to
control and break down the chain of transmission of infection during crucial period of flood and
cyclone and Epidemic.

CHAPTER 2
Heavy rains showers during the months of October, November and December inundates
low-lying areas, coastal areas and the areas nearby major irrigation sources. Cyclones are also part of
the North East monsoon. Due to floods, sudden outbreak of several water borne diseases was also
experienced in the past. This Action Plan has to be implemented keeping in mind the following
hazards which also include natural calamities like Drought, Tsunami and Man-made disaster like
Chemical Pollution, Fire accidents etc.
Cuddalore has always been classified as a multi-hazard prone district. Cyclones and floods
have wreaked havoc in the district several times in the past few centuries. The district also falls
within the Zone-3 with respect to earthquakes.
The problem owes its genesis to the location of the district. The district has a coastline of
approximately 52.5 Kms. Therefore the district is vulnerable to the cyclonic depressions and the
resultant rains, which cause floods.
Cuddalore District has an area of 3,698.68 Sq.Km. Comprising of extremely fertile and well
irrigated lands benefiting from water draining over fields and through major and minor river systems.
The district however suffers from the flooding when excess water flows down these local rivers and
over the fields due to Northeast monsoon rains in the river basins and in the district itself.
The drainage is poor and the encroachments over the drought years have lead to a scenario
where, even rainfalls, which are slightly above normal, can cause floods disrupting the normal course
of work. Coupled with this is the perennial problem of low water carrying capacity of the lakes.
Natural disasters often tend to set the clock back in time further accentuating the problem
as they lead to serious disruption of the functioning of a functioning of a society causing widespread
losses. These losses far exceed the affected society`s ability to cope with it using its own resources.

The villages furnished below are in the shore of Bay of Bengal. During the monsoon period
village may fall in trouble of cyclone. Flood and Cylone shelters are available in some of the villages
among them at the period of crucial occurrence the people may be accommodated in the shelter. A
few villages are situated in bank of Veeranam and Perumal lakes those villages are also at risk during
the period of flood/cyclone

INSTITUTIONAL MECHANISM
The district Disaster Management Organisation has been formed with the Collector as its
Chairman, the District Revenue Officer as vice- Chairman and the following officers are the Official
members.

Permanement VHF Sets Are Available In Costal Taluks In The Following Offices
Mobile Wireless Sets Are Also Fixed In The Vehicles Of The Following Officers.
The broadcast in this system will commence with a peep sound. Soon after that there will be
two minutes silence. During this period, the set operator should prepare himself to take down the
message that would be broadcasted through this system. As soon as he has taken down the message
he should communicate the message to all concerned at once for taking necessary immediate action.
As message would be broadcasted at any time, during the period of bad weather it is absolutely
necessary that responsible Assistants are posted in turn system to attend to this important item of
work, round the clock. The Tahsildar Chidambaram and the Pt. Un. Commissioner, Parangipettai
should take necessary action to communicate warning messages received immediately to all
concerned as and when received during the monsoon period.
All the officers, who are entrusted with flood relief operations, are requested to avail of this
facility by having a close contact with the officers where the set has been installed ascertain the
weather position and plug into the action as circumstances warrant.
On receipt of warning message from the meteorological Department in the Collectors office,
the same will be communicated to the R.D.Os, the Tahsildar and the (BDOs) Panchayat Union
Commisioners. The Tahsildars and Pt.Un.Commissioners will on receipt of the first warning, which is
issued as far as possible 48 hours before the storm and wind and follow bad weather, communicate
the same to their subordinates and follow it up with the instructions received from the Revenue
Divisional Officers.
The second stage of the warning issued 24 hours prior to the commencement of the expected
bad weather and subsequent bulletin will be broadcasting through AIR. These bulletins will be
broadcasted at frequent intervals by interrupting routine programme and will contain the latest
information about the position and intensity of the storm, its movement and details of the expected

adverse weather. When the storm comes within the coverage of the coastal radars it is continuously
tracked and whether bulletins on the same are broadcasted every hour from the nearest AIR Station.
When the communication channels with the metrological Center at Chennai breaks down
during disturbed weather conditions and facilities of obtaining latest information about cyclone
warning over phone from the nearest cyclone detection indoor stations may be availed of. This phone
numbers are enclosed in the Annexure.
CHAPTER 4
M I T I G A T I O N PLAN
4.1 CONCEPT OF MITIGATION:
Mitigation embraces all measures taken to reduce both the effect of thehazard itself and the
vulnerable conditions to it, in order to reduce the scale ofa future disaster and its impacts. Mitigation
also includes measures aimed atreducing physical, economic and social vulnerability.
CHAPTER 5
RECOVERY AND RECONSTRUCTION PLAN
5.1 REHABILITATION:
Immediately after the rescue operations are over, the rehabilitation process has to be taken up.
A quick assessment of damages to house eligible for grant of remedy of families who have lost their
lives should be done.. The RDOs should earmark a separate staff for carrying out intensive
enumeration of (1) People area (2) Cattle dead (3) damages to the houses/ damages to crop etc. in
Form 20. A duty chart should be neatly drawn involving all revenue personnel and earmarking area
if possible in batches of revenue staff should be listed out and kept ready to depute them to the
affected area as soon as the calamities are over. As far as possible, the personnel assigned with
rescue operation may be left out from enumeration work, as the enumeration will have to be
undertaken quickly and simultaneously. As and when the assessment of damages is over the
payment of cash doles takes place. Issue of free rice and distribution of clothing shall follow
according to standing orders on the subject amended from time to time.
Relief amount: -

As per the existing rule (G.O.Ms.No.380, Revenue (DM-2) Department dated 25.10.2012) a
relief amount of Rs.1,50,000/-is given for loss of life. The Tahsildar is responsible for granting this
amount to the affected family within 24 hours after ensuring that the death is due to the disaster and
collection the necessary document like death certificte, F.I.R and post mortem certificate.
In respect of fully affected family for the purpose giving one Dhothi and Saree to be supplied
to each affected family, The Manager, Co-optex, Cuddalore will be keeping in reserve sufficient
number of sets at their sales depots. The moment a Cyclone / Flood hits the district and the damages
are known, it should be possible for the RDOs to estimate within 24 hours to asset to approximate
number of houses/families might have been affected and the number of sets of clothing required.
The RDOs should arrange to collect this information from the Zonal Officers and place their indent
direct to the Manager, Co-optex, and Cuddalore. The co-opetex will arrange to issue instructions to
their sales depots to supply the required number of dhothis and sarees to the Tahsildars concerned
who in turn will arrange to take delivery of the cloths and distributed them to the eligible persons.
As regards, relief to weavers and fishermen, the Assistant Director of Handloom and Assistant
Director of Fisheries usually arrange to assess the loss sustained by the members of the community
and the relief is granted through these departments. In order to avoid delay and to get up to date
information, the RDO should arrange to get the information through the Zonal officers about affected
weaver (i.e) number of weavers affected, number of looms lost and details of other damages if any.
So also the Zonal officers of Firkas should make a quick assessment of the damages to the boats and
nets and loss of Lives of fishermen. The RDO should arrange to get the information relating to the
two communities daily and include it in the house enumeration, separate statistics should be
obtained for weavers and fishermen on necessary separate registers maintained so that they can be
checked up with the handlooms and fisheries department before finalising the patterns of relief and
quantum of relief is judged.

Similarly for the loss of cattles also enumeration is done and relief granted after obtaining the
postmortem report from the Joint Director of Animal husbandry. The veterinary Doctors should
visit the villages and where the loss of cattle stock is reported and conduct the postmortem and then
only the owners can get the relief amount. The rate of relief grant for cattle loss as per
G.O.Ms.No.630 Revenue (N.C.III (2)) Department dated. 29.10.2007 which is enclosed in the
Annexure.
A preliminary and immediate assessment of the damages of crops and the relief measures
required should be reported to the Collector by the Joint Director of Agriculture, Cuddalore so that
the Government can be approached for necessary funds etc., As it has been usually the practice to
move seeds from his office to the places affected, the J.D of Agriculture Cuddalore as soon as the
calamity is reported, chalk out programme for the movement of the seeds and pesticides etc and
arrange to move them to the needy areas with sufficient quantity. Similarly the J.D of Co-operative
Societies in consultation with J.D Agriculture should move the stock of fertilizers to the affected areas
immediately. As regards crop damages, the assessment is done by the J.D of Agriculture and D.D of
Horticulture and relief assistance given as per G.O.Ms.No.630 Revenue (NCIII (2)) Department dated.
29.10.2007 which is enclosed in the Annexure.
After the occurrence of the Disaster, the quantum of damages pertaining to other
departments are also assessed immediately to give the required assistance and to take up the
restoration works.
Based on the assessment received from the concerned department about the damages,
requisite funds are requested from the Government and on receipt of funds reconstruction and
restoration the respective department peruses works

CHAPTER 6
RESPONSE PLAN
The trigger mechanism envisage that on receiving signals of a disaster happening or likely to
happen, all activities required for the mitigation process are energised and activated simultaneously
without loss of any time and the management of the event is visible on the ground. The primary
objectives of the Trigger mechanism is to undertaken immediate rescue and relief operations and
stabilise the mitigation process as quickly as possible.
The Trigger mechanism is in fact is a preparedness plan in which all the participating officers
and agencies know in advance the task assigned to them and the manner in which they have to be
prepared themselves to respond. As such the organisation and planning has already been taken care
of. The resources are identified including manpower, materials and equipment. The performers
should have adequate delegation of financial and administrative powers and have the mandate for
accomplishing the task.
Generally the activities will include evacuation, search and rescue temporary shelter, food, drinking
water, clothing, health and sanitation, communications, accessibility and public information. All these
major activities, which are common in all types of disaster, will require sub division and preparation of
sub action plans by each specified authority. They will be required to list all requirements and their
availability within the prescribed response time.
To sum up, the trigger mechanism is an emergency quick response mechanism like ignition
switch, when energized , spontaneously sets the vehicles of management into motion on the road of
Disaster mitigation.
The District Collector who is the chairman of the Disaster Management Organisation activates
the trigger mechanism in the district. Immediately, on receipt of warning message he starts issuing
receiving information to and from all the departments, which each department is expected to pass on.
Standard operating procedures (SOPS) of various departments are given in Part II However, key
response activities of various departments are given below:-

A copy of the plan is furnished to all members of the Disaster Management Organisation and
other stakeholders. It is up to the officers at all the levels to rise up to the occasion in providing relief
restoration of damages and rehabilitation of the victims are achieved within the quickest time possible
and by the easiest manner. The aim is to provide immediate relief to the persons in need of it. All
departmental officers will ensure that the duties and responsibilities assigned to them are carried on
without any further order at every stage and they need not wait for orders at every stage. RDOs and
the Tahsildar will clarify the instructions to the concerned officials in the vulnerable areas and fix the
responsibility. Materials required facing any situation well in advance as briefly narrated below.
Lighting in the event of cyclone the first and foremost need will be the provision of alternate
arrangements for lighting, as the electricity will naturally fail. The Tahsildars are requested to assess
the requirements of generators (1) to serve their officers (2) and subordinate officers (3) other
essential services and arrange to send advance intimation to all the proprietors intimating them that
they should keep their generators ready for handing over the department at short notice for tiding
over the situation. In fact, if the cyclone is imminent the generators may be brought to the offices and
fitted so that the failure of lighting arrangements may not stop relief operations.
Staff:-
During the months of October, November and December, ordinarily leave should not be
granted to any government servant unless it is very essential. The residential address of all the
members of staff in the various Government officers should be collected and made available in the
Taluk offices where from the manpower will have to be utilized in case of an emergency.
The injured and wounded persons due to wall collapse of the houses are sent to the
Govt.Hospital and PHC by the revenue authorities. Once the people are evacuated under the orders
of the Collector or Divisional level Relief officer they should be retained at the Camps until further
orders.
Food packet should be supplied according to the yardstick prescribed by the Government. If
there are number of shelter homes in the Taluk central kitchen may be located from where food
packets could be prepared and supplied to the shelter home. The VAOs are the custodians of the
vessels to be used for cooking. They should assess the availability of the cooking vessels well in
advance.
The noon meal centers available in the villagemay be utilised for the central kitchen. But
proper thought should be given to whether the food packets can be transported to the shelter homes
from the central kitchen without any difficulty and whether any road facilities lorries or vans
available to transport the food packets and a conscious decision is taken in this regard. If not, suitable
steps may be taken to prepare the food packets for shelter homes separately. The food should be
supplied twice a day following scale of ration as detailed in the table below:

The Special Tahsildar (Civil Supplies) / Taluk Supply Officer should see that the required food
articles are drawn from the nearest fair price shops or from the operational godown of the TNCSC if
necessary. They should also see that adequate quantum for use at the time of emergency if any. The
food packets should be supplied in an individual with the assistance of the police. The firka level relief
officers are responsible for taking the food packets from the central kitchen to t he shelter homes.
The Divisional Zonal Officers in consultation with the Collector should decide the period of stay of the
people in the shelter homes over phone.
In case of receipt of warning messages of severe cyclone, Fishermen are advised by the AD of
fisheries not to venture into sea for fishing. When calamity occurs immediate action should be taken
to cut of the power supply to avoid loss of lives. To restore the traffic the wind fallen trees are cut
and removed byusing power saws and cranes by the highways department. Road erosion and culvert
damages are immediately attended by the Highways Department and restored by putting sand bags
and erecting casuarinas poles. The fallen electrical poles and Tele communication poles have to be
restored within 4 hours by the TNEB, Telecom departments by taking steps on war footing manner.
Daily figures on number of house affected, number of persons removed to safer places,
number of persons missing or dead, number of cattle lost, the amount of cash relief paid, number of
clothing distributed and the quantum of feeding arrangements made and number of breaches in river
banks noticed and the nature of flood, whether subsiding rising and whether there is any rice inflow
of water into irrigation sources should be reported.
The Tahsildar should arrange for reporting the rainfall particulars to the flood control room
exactly by 8.30 A.M. every day. This job should be given more care and the Tahsildar should see that
any rainfall particulars are properly gathered and furnishing to the Collector without fail.

Relief and Rescue operations occur during and immediately following a disaster. They are
designed to provide emergency assistance to victims of the event and reduce the likelihood of
secondary damage. The five basic stages of response to an emergency or disaster are (i) Notification /

Warning., (ii)immediate Public Safety, (iii) Property Security, (iv) Public Welfare and (v) restoration.
The length of each stage depends upon the emergency situation.
Notification / Warning is the first stage of response. Warning should be issued to two
specific groups:-
1) The general Public and 2) departments or agencies who must respond to the
emergency.
In most emergency situations the loss of human life and property from a disaster can be
substantially reduced by timely issue of warning to the community likely to be affected from the
disaster. Similarly, providing a quick response immediately after the disaster can substantially reduce
the suffering of the affected people. Those in the immediate danger area should be informed by
more direct means using public address systems. Those departments, individuals or agencies, which
must be alerted, should be informed according to the emergency preparedness plan. The people who
are expected to respond must be given enough information so that they know what to do.
Immediate Public Safety deals primarily with providing emergency medical services, search &
rescue and evacuation from the disaster area. The primary concern is for safety of the people and
treatment of those who are injured.
Property Security: - This stage deals primarily with the protection of property in the
community. Primarily local police carry out the actions in this stage. The police should see that
property is safe and looting or vandalism does not occur. The fire department aids in prevention of
further damage to surrounding property. The Public Works / Highways Department / Local Urban or
Rural bodies may also play and important part by providing manpower, removing debris or providing
street barricades.
Public Welfare consists of two main operations caring for the people after the emergency and
assessing damage. This stage is where it is most important that all the services work closely. During
the public welfare stage the prime concern is about mass care for injured, shelter for the homeless,
food and clothing for those in need. During this stage assessment of the damage is necessary in order
to obtain allotment of funds.

STANDARD OPERATING PROCEDURES
ROLE AND ACTION PLAN OF VARIOUS DEPARTMENTS
To open control room in Collectorate, Revenue Divisional Offices, and Taluk Offices
and District Headquarters.
To form a Special team under Zonal officers with mike fitting vehicles in order to rush
to the vulnerable areas immediately.
To Co-ordinate all the departments in such a way that the services of various
departments reach the needy in time.
Communication:
During the Monsoon period wireless sets have to be set up in Veeranam, Wellington
Reservoirs as done previously since the third reservoir and an Anaicut at Kullanchavadi limits
and Sethiyathope are having police station. VHF sets very near.
All the police stations have the jurisdiction over the rivers of Vellar, Manimuthar,
Kedilam and Pennaiyar, Malataru should always in an alert position to receive and disseminate
the message of flood alert to the concerned Officers of Revenue, P.W.D and Police so as to
enable them to make necessary rescue measures.
The Following Are The Police Stations Where The Above Rivers Run:
The Inspector of Police, Armed Reserve and Deputy Superintendent of Police (Armed
Reserve) should keep ready the boats and life savings jackets for sudden action.
Prevention and protection of travelers from the operation of anti-social elements.
All Station House officers should have a list of Bridges which are very weak and that
could get damaged during the flood like K.V.Kurichi-Puthur Low bridge in Vellar which would
make the anti-social elements to damage the bridge frequently so as to collect huge money
from the poor passengers for sporting them from and to the other end.

The Divisional Fire Officer, Cuddalore will render all assistance to the flood duty officials in
the evacuation of marooned people to safer places with the help of boats/catamarans etc., . The
following types of rescue are rendered mainly by fire service during floods and cyclone.
o Rescue of large number of people who are caught in flash flood or people who are
stranded in marooned places.
o To be in state of alert to meet any kind at emergency.
o To keep many number of life jackets ropes, etc., and with modern equipment like
combination tools.
Project Officer, D.R.D.A. is to activate the co-ordination between multi various departments in
the event of flood/cyclone. He is liaison officer for the various voluntary organization of this
district for getting assistance from them and to distribute them to the needy people in the flood
affected areas.
All Block Development Officers and Deputy Block Development Officers will be instructed to
be in Headquarters during Cyclone or at the time of flood.Flood control room will be opened in all
Panchayat Unions. to attend any emergency case and such as sand bags plugs will be kept
available.
All Technical staff in the Engineering wing may also be instructed to be available during the
period to attend any breach in the roads or damages in the culvert. To keep watch over the roads
under their control. To keep ready the equipments needed for attended the breaches.
In respect of village Panchayats, the Presidents will be advised suitable to follow the
arrangements made by the Block Development officers of the respective Union.
All Block Development officers will be instructed to provide sufficient quantity of medicine
available in the rural dispensaries, Primary Health Center staff and Rural Dispensary staff may be
alerted during these seasons so as to take preventive measures against the contagious disease. To
make arrangements to clean the drinking water supply in the rural areas by chlorination. To be
ready to transport drinking water to the affected areas if needed.
The Extension Officer (AH) working in the Panchayat Union will be made available in Union
office to attend any emergency outbreak.
The Asst.Project Officer and Asst. Divl.Engineer will be attached to each block to over see the
relief operation during the time of Natural calamity.

c. To give immediate information through wire less if excess inflow of water in river and
channel is noticed.
d. To strengthen the weak portions and vulnerable points in the water courses.
e. To watch the possible breaches in riverbanks by setting up mobile teams with
adequate number of staff.
f. To keep sufficient number of sand bags along with transport facility for instant
mobilisation to the vulnerable places.
There are 1400 Fair price shops in this district run by the Co-operative Societies
controlled by the Joint Registrar of Co-operative Societies Cuddalore. The people evacuated
from the affected area will be provided with prepared food for this purpose. The District Supply
Officer should have close contact with the Senior Regional Manager, TNCSC and Joint Register of
Co-operative Societies and ensure that the adequate stock of rice, sugar and kerosene is kept in
all the storage points through out the district. He should ensure that one months minimum
stock of all the essential commodities to be kept ready in all the TNCSC Godowns and in all the
above Fair Price and two months stock may be stored in the Taluk Godowns wherever possible
and additional 15 days stock of all essential commodities to be kept in all the Godowns and shops
of coastal vulnerable points already identified.
He should also ensure that all the fair price shops are kept open in all the days including
Sundays during cyclone flood hit seasons.
The District Supply officer, Cuddalore will see that the stock of kerosene allotted for this
purpose to this district is not surrendered till the Monsoon is over.
The Taluk Tahsildars are empowered to place indent to the FPS for getting essential
commodities for the preparation of food pockets to the flood affected victims. The Panchayat
Union Commissioners should place their requirement to the Taluk Tahsildar for the preparation of
food to the flood affected people.
The Senior Regional Manager, TNCSC, Cuddalaore will move all the essential commodities and
store rice, sugar, kerosene, salt, Candles, Matches, lanterns edible oil etc.
He has been requested to see that one month minimum stock of all the essential commodities
to be kept in all the TNCSC Godowns and in all the fair price shops. Two months stock will be
stored in all the Taluk Godowns wherever possible. Additional 15 days stock of all essential
commodities should be kept in all the Godowns and shops of coastal vulnerable points already
identified.

The Joint Registrar of Co-operative Societies has been requested to see that the adequate
essential commodities of sugar, rice, kerosene, wheat are moved to all the fair price shops run by the
cooperative societies He should also see that one month minimum stock of all essential commodities
should have been moved to all the coastal vulnerable points shops already identified. He should also
ensure that the stock of candles, hurricane lamps and matches are available in all Fair price shops
for sale at reasonable prices. He should also ensure that all the Fair price shops are kept open in all
days including Sundays during cyclone/flood hit seasons.
To ensure that adequate stock of rice, sugar and kerosene at all storage points throughout the
district (atleast one month minimum stock should be kept) in co-ordination with Senior Regional
Manager, TNCSC, Cuddalore.
To ensure that all the fair price shops kept open all the days without stock out in co-ordination
with the Joint Register of Co-operative Societies.
1. To keep ready sufficient quantity of medicines such as drugs and surgical textiles in the
government hospitals.
2. To form first and parties for rendering first aid on the spot and these first aid parties should be
equipped with stretched and other emergency transport facilities like ambulances.
3. To keep mobile surgical units for providing surgical facilities where the facilities are deficit.
4. To keep sufficient stock of blood at the blood banks during the period from October to
December.
5. To keep sufficient No. of beds by restricting their admissions only to those who require
emergency and immediate hospitalization.

As regards the Medical Department is concerned, the following nature of works is to be attended to:
1. Casuality service: The Medical department is responsible for the Causality Service in the event of
flood and cyclone.
2. First aid service:- To render first aid on the sport and provide the transport by Stretcher or
emergency transport method.
3. Ambulance service:
The Hospital Ambulance and TNHSP free Ambulance should be utilised to provide vehicle transport,
For evacuation and transfer of cases to the hospitals
For transporting the sick to the First Aid Centre
For transporting from the First Aid Centre, certain cases that have turn out to be serious and
need removal to hospital. The Govt. Head Quarters Hospital, Cuddalore will be the base
hospital.
1. First aid centre:-
First Aid Centres are formed to avoid congestion in hospital. Its functions are:
To treat as out patient to the affected persons who are having minor ailments in their homes,
the slightly injured and those suffering from the emotional shock.
To give expert first aid to serious cases.
To classify the case in hopelessly serious and slightly injured but requiring hospitalisation, so
that their condition may not be deteriorated during their transit.
2. Mobile surgical units: To provide surgical facilities where such facilities are deficient.
3. Stock position of medicine etc: The Medical Officers are requested to see that medicines, Bandage
and Gauze cloth, cholera Vaccine, Antibiotics, I.V. Fluids, Disposable syringes are kept in their
institutions during the Flood and Cyclone period. If adequate medicine and amenities are not
available, immediately action should be taken to keep the stock position so as to meet out any
contingencies that may arise.
4. Hospitalisation:In order to provide accommodation facilities to the affected persons due to
possible Cyclone/ Flood sufficient beds are to be kept vacant. Hence the Medical Officers are
advised to restrict the admissions and admit only the cases which require emergent and immediate
Hospitalisation.

One team is static and the other one is Mobile Medical team. Static Surgical team will be in
alert all round the clock to meet any emergency during the flood and cyclone season.
The Mobile Surgical Unit will be pressed in to service immediately on receipt of information to
move to any sport in the District and it will render Medical aid to the victims on the spot. For transport
facilities, the Mobile Medical team will contact the revenue authorities for the vehicle.Besides the
above surgical teams there will be one Mobile team with the following staff to attend the cases within
and around Cuddalore Town.
The Medical Officers having the jurisdiction over the above places are instructed to keep
sufficient stock of Medicine and Surgical Cotton, Gause, Syringes sterilized, Petromox lights, Hurricane
lamps, Kerosene etc.
All the Medical Officers of Taluk Hospitals are requested to organize and equip similar first aid
team to attend the victims.
In Taluk Hospital where sufficient number of Doctors and Para-Medical staff are available, one
or two Medical teams may also be constituted.
All the Primary Health Centres in this district will render first aid and refer cases to the nearest
Taluk Hospitals whenever contingency arises.
All the District and Taluk Hospitals listed below will function as base hospital for Taluk and first aid
post for the area nearby: -

Blood Bank: -
The cases which required blood transfusion should immediately be referred to the nearest
Government Hospital where blood bank is functioning. The name of the Government Hospitals where
blood bank is available in the district are furnished below.
The Medical Officers of the above Hospitals are requested to instruct the Medical Officer in
charge of Blood Bank to ensure adequate quantity of blood in stock during the monsoon period.
The Joint Director of Medical Services and the Deputy Director of Health Services should
ensure that adequate stock of medicines, vaccines, surgical cotton, phenyl and first aid kits are
building up and made available in all Hospitals and PHCs. The Health Department should take advance
action to work out the system of distribution of health supplies such as drugs, chemicals, surgical,
Textiles, Anti cholera, Anti-typhoid vaccines, anti-biotins, infant food, infant food etc., in the Hospitals
in district and Taluk headquarters in flood prone areas.
The Deputy Director of Health services, Cuddalore shall form Disaster Relief Rehabilitation
teams and commence relief operations within an hour after the receipt of the first stage of warning.
The drugs required for the above teams shall be made available from the Primary Health
centers.
1. Anti-cholera vaccine
2. Chlorination of water sources Anti-typhoid vaccination
3. Improvement of environmental sanitation is in order to Protect possible pollution of
drinking water
4. Anti-Mosquito measures
5. Ensure safe and sufficient food supply

The officers on duty should get themselves inoculated first before starting relief operation.
The Deputy Director of Health Services will identify safe source of water and make arrangements to
protect it and also should see that the water chlorinated.

Teams are formed at various level to take Public Health and Preventive Medicine measures to
control and break down the chain of transmission of infection during crucial period of flood and
cyclone and Epidemic.

taking immediate preventive steps.
d) This team will also called for information from the field and report to the Directorate regularly
on the activities and control measures adopted in the district.
Block level team: -
Medical Officer in charge of the PHC is the Team Leader, Block health supervisors; community
health nurses and Block Extension Educators are the team members of the team at the Block level.
They will have close contact with PHC level and HSC level team and with Block Development
Officers, Tahsildars and other departmental officers for getting co-ordination to step up the public
health measures effectively. They will maintain the Block level information regarding flood
cyclone relief-measures.

Medical Officers of the PHC is the team leader. Health Inspectors PHC level and sector Health
Nurses are the team members. These teams cover the PHC area with a population of 30,000. This
team will be provided with one vehicle available at PHC equipped with vaccines , drugs and
disinfectants etc. to carry out all containment measures well in advance as well as in flood and
cyclone period.
1. PHC level team is responsible for the supervision of Disinfections work in the affected villages
2. They will also supervise chlorination of all drinking water sources with flood relief camps
periodically
3. The team should inform the situation of flood and cyclone to DD(HS) Cuddalaore
4. They should also keep in touch with the District level teams for receiving the instructions and
guidelines then and there
5. The team should visit one or two high risk villages and one or two low risk villages
6. They should maintain a register to record the details of persons attached and prevention steps
taken in the areas
7. They should inform the situation daily to the block level team through the Medical Officers as
well as District level Team
8. Treatment Centre in the form of extension clinic will be opened and work round the clock in
the high risk villages
Each HSc level village team will having the population of 5000 consisting of the following
members. The leader Headquarters Health Inspector, Team members VHNs and the female
attendants one VHN and one Health Inspector are members. A village level team is accordingly
formed to work in all the 319 HScs in this district during the flood and cyclone periods. This team will
maintain a register to record the details of persons affected and the activities done in the area and
inform daily to the Medical Officer of the PHC. This team will also collect information on high priority
population in the affected village like anti natal and postnatal mothers. Under 5 children geralic
persons for special attention and care during calamities, at high-risk villages treatment Centres in the
form of Extension Clinic will be opened to work round the clock.

Instructions were given to all peripheral staff to intimate the Medical Officers and Deputy
Director of Health Services in person or wireless or phone.

Cyclone by phone / wireless.
The Health Inspector at Deputy Director of Health Services Office is responsible for submitting
the above periodicals to the Directorate in future.

Monitoring Cell
The Health Inspectors of Deputy Director od Health Services Office are instructed to be
present at Office during day and night time by turn duty basis to receive any message and to inform to
the Directorate, Chennai
They should maintain a District level monitoring cell register to enter the flood situations.
A.D.D. cases reported. Reports upto date details of preventive measures and curative measures taken
are to be kept ready at the Office of the Deputy Director of Helath Services to Higher authorities at
any time.
Monitoring Act. Collection Of Water Samples And Send For Analysis To Laboratiries
Medical Officer, Block Health Supervisors and Health Inspectors PHC level are suitably
instructed for collection of water samples sending to analysis to the laboratories.
1. To keep sufficient No. of preventive vaccines and essential drugs at all the centers.
2. To form special squads to administer vaccination in the cyclone prone area to prevent
contagious disease.
3. To form mobile veterinary units with a vehicle.

Disposal Of Corpses:
The following guidelines are issued for observances for the disposal of dead animals:-
1. The dead animals should be buried by digging pits in size, detailed in the annexure to G.O.
No.411/ R.D./P1 dated: 23.5.86 for away from the habitation.
2. The carcasses of big animals and small animals should be buried in any one of the size of the
pits suitable for them
3. The pit should be initially filled up with limestone to a depth of 6 and then the dead animals
should be buried with filling materials like mud and earth.
4. The Sanitary Inspector or the Health Inspector executive officer, Town Panchayat or the
Extension officer (Panchayat) or shall be Municipality responsible to verify that the disposal
have been properly done. The cost of the operation should not exceed Rs.20/- (Rupees twenty
only) in respect of big animal and Rs.5/- (five) in respect of small animals. In respect of
Municipality this work should be done by the Health Supervisor, Sanitary Inspectors with the
guidance of Municipal Commissioner.
5. The expenditure should be restricted to the rates fixed and should not exceed the limits.
6. The Executive Officer of Town Panchayat should also adopt the above procedure
7. The expenditure should initially be met from the general funds of the Panchayat Union
concerned and got reimbursed from the funds allotted by Government for Natural calamities.
The RTO is primarily responsible for transport arrangements. He should earmark sufficient number
of private vehicle, lorries, tractors, etc. for transporting food grains, catamarans, boats, medicines,
sand bags etc., to the affected area in the event of cyclone and floods. He should keep ready the list
of private taxies, with the details of their owners for requisitioning at the time of need.
The Regional Transport Officer, Cuddalore is the District level Officer and he is having overall
control. The district is divided into three unit and the Taluks attached to each unit.
The other departmental officers are requested that if vehicles are needed they may send
requisition to the respective unit officers. This arrangement is done for the quick service at the
time of contingency so that the vehicles could reach the spot immediately.
The R.T.O /Motor Vehicle Inspector are requested that they should be alert stationed in their
Headquarters during the time of flood/cyclone.

To issue warning to the fishermen and boat owners to be alert of the possibleDamages:
In the coastal areas, where any danger to country boats of fishing crafts
is apprehended, the Asst. Director of Fisheries should issue warning to the
fishermen and the Boat owners to be alert about the possible damages.
The Nets / Boats are very essential for the livelihood of the fishermen, the Asst. Director of
Fisheries should ensure for the proper maintenance of the same from the flood / cyclone. The nets,
boats should be taken away from the affected areas and kept in a safer place. The Asst. Director of
Fisheries should take care of the activities. He should also keep the list of swimmers in respect of
Chidambaram Taluk and Cuddalore Taluk.
The evacuated persons will be provided shelter in the colleges. High Schools, etc. The Chief
Educational Officer/District Educational officers have to ensure that the school buildings should be
spared without any hesitation when demanded by the flood duty officers.
The Chief Educational Officer/ District Educational Officer and the Block Development Officer
should arrange to keep open the school building as and when required by the Revenue Authority.
The Block Development Officers and the Headmasters are responsible for keeping the school
building as and when required by the Revenue authority.
The Block Development Officers and the Headmasters are responsible for keeping the school
buildings in good conditions. In the case of repairs the Headmasters may contact the Executive
Engineer/ Asst. Executive Engineer, PWD (Buildings) of the officer concerned and got the repairs
carried out. The District Educational Officer has to ensure the above instructions.
The Superintending Engineer, TNEB, Cuddalaore will ensure that sufficient number of private
generators with trained personnel to operate them are listed out and kept ready or instant
mobilisation when situation warrants. The generator available with electricity board and Public Sector
Corporation should be identified and their immediate availability ensured. The number available
should be intimated.

The Supervisory field staff should be kept alert that any damages caused to the electric line by
falling of trees or to electrical post are repaired immediately and the power supply is resumed without
any delay. The TNEB should cut off electricity supply at the time of any disaster so that any
electrocution on account of getting contact with live wire could be avoided.
The street lights will be switched on only after ensuring that all live wire are taken care of.
They should check all the street lights to ensure whether the wiring is in good condition and there are
no uncapped wires. Sufficient number of rubber gloves and safety tools will be kept in sub-station.
Departmental vehicle will have to be kept in good condition. Sufficient number of Petromax
lamps and emergency lights will be kept in stock for emergency use in case of failure of electrical sub
station.
Street lights posts will have to be checked and rusted post which are likely to cause danger
shall be removed and new one provided.
A control room may be opened in the Superintending Engineers Office which shall function all
the 24 hours during the rainy season.

The Project Officer, D.R.D.A., Cuddalore is the liaison officer and he is requested to organize relief
activities in a planned manner.
The service of the Defence Personnel will be utilized at the peak hour when necessity arises.
The Deputy Director of Defence service, Tamilnadu, Puducherry and Andaman, Fort St.George,
Chennai will provide man power and tone truck jeeps RT/WT sets and at a pinch facilities for
preparing few thousands units of food.
The Southern Navel command Navel Headquarters at Cochin will be contacted by Revenue
Secretary or the joint Public for providing necessary helicopters in case urgent need to air drop food
pockets to the victims of marooned area and also to remove the victims to places of safety. Inflated
rubber dingis will be of such help to rescue persons in 6 to 200 feet water. They will be requisitioned
from IAF based at Avadi in case of urgent need. While air dropping has to be made from a
reasonable height the impact has terrific force which can cause fatal injuries. The flood duty officer,
the police and Public Relations Officer will educate the public of the danger in air dropping.
Rowing boats and power driven boats with trained rescue squads are stationed in Guindy,
Chennai city, Cuddalore, Pondicherry, Madurai and Tuticorin. The services of boats will be utilised in
case of urgent need.
The services of the army Helicopters shall be requisitioned only on the specific orders of the
Collector. The flood duty officer should inform Collector if the necessity to requisitioned the service
of the army.

Well ahead of the calamity, that is as soon as it is appear that a calamity may strike all ships in the
anchorage as well as in port (in any) must be instructed to keep their engines on stand by for any
operation. This must be communicated to the ships captain as well as their agents in a letter form
also to avoid any confusion.
Organisation:
In the port and vicinity, whoevermay be danger due to cyclone, the Port officer will take
immediate steps for rescue operations. Under the charge of the port Officer the following staff will
assist during the natural calamities period:

2. Junior Engineer (Civil)
3. Port Conservator
4. Assistant Port Conservator
5. Very High Frequency Operator
All alarming conditions will be informed to the Port Officer at once. The Assistant Executive
Engineer (Mechanical) will no. No 2 in the rescue team who will guide the team during the absence of
the Port Officer.

He should hoist the Day and Night Signals (One to Eleven) for Storm Warnings as per
procedures on the flag mast as and when messages received from the Regional Meteorological
Centre, Chennai and inform the Port Officer.
Role of Very High Frequency Operator:-
The Port has an operative Very High Frequency Equipment on Marine Channels 16 and 11. It
has its range about 30 nautical miles under ordinary propagation weather. It works on AC as well as
DC. It can function on battery power for about 40 hours continuously on the fully charged condition.
In the event of any danger, the ships in the anchorage and at VCM terminal must be first
instructed to stop all the operations (cargo) and proceed out to sea for safety after receiving
instruction from Port Officer. In the event of VHF non-operational, the urgent message may be
transmitted through Mobile Phone or nearby VHF station.
He should maintain a listening watch on VHF Channel 16 during the calamity period and
record the events.
General:-
In addition there are number of mechanized launches and country made wooden launches
owned by private persons of the surrounding villages. Further, from the surrounding villages, we can
mobilize many fishermen for any kind of rescue operations in addition to our Port Office Staff. They
are to be mobilized for any rescue operations at short notice.
During the calamity all the above mentioned officers shall keep a running record/note of all
events happenings report made, corrective steps taken etc., as accurately as possible for any further
reference. Further, after the calamity all the above officers shall submit a detailed report of situation
faced, action taken, difficulties experienced and damages if any with value of same. These will be
useful for all corrective and follow up action.

The Public Relations Officer has a very important role in announcing the weather forecast to
the public. The Public Relations Officer should enlist public co-operation, which is fundamental for
the successful conduct of all the flood relief operations.
Duties:-
The instill a sense of responsibility and urgency in the minds of general public for emergency
relief work
To donate both in cash and kind of rendering assistance to the sufferers in emergency
To train the people for being ever vigilant not only in their areas but also in the neighboring
areas
For disseminating authentic and reliable information to the people regard the situation with a
view to keep their morals and giving them courage together strength to face the situation
boldly and most importantly dispel panic among public.
For warning the people to act strictly according to instructions so that no bottle neck is
erected.
The Public Relations Officer should enlist public co-operation by the following methods.
The Public Works Department officials (WRO) should keep a close watch over the Coleroon,
Vellar and Pennaiyar river system. They should keep close watch over other rivers dams, anicuts,
major tanks, etc., The Public Works Department is responsible to give information regarding excess
inflow of water in rivers, channels dams, through wireless to all concerned. The Executive Engineers
Coleroon and Vellar Division should send daily reports regarding reservoir level and the inflow and
discharge from the reservoirs and major rivers from first October on wards till December end. The list
of Zones and Zonal officers proposed for patrolling of tanks is given in the detailed contingent plan.
Both the Executive Engineer (PWD) (WRO) Coleroon, Chidambaram and Vellar basin Division
of Vridhachalam are responsible to have the major tasks patrolling intensively during the monsoon
period and they should have steps to strengthen the weak portions, vulnerable points etc.,
The SE (PWD) and the EE should set up mobile team with adequate number of staff to watch
possible breaches in river banks every year. The local officers of the Public Works Department should
be in close touch with their counter parts of police and Revenue Department.
The PWD should keep in stock adequate number of sand-bags for instant mobilisation and for
transport to vulnerable places when situation warrants. The RTO shall arrange tractors etc., for the
purpose if requested by PWD.

The Divisional Engineer (H&RW) will ensure that road communication is properly maintained. He
should act quickly to remove the wind fallen trees and any other obstructions on road occurring due
to cyclone and floods, road breaches if any should be repaired immediately and the transport facilities
restored with least delay.
The important roads, linking the District Headquarters and National Highways should be
maintained properly so that there may not be and traffic bottle neck. If there is any major breach in
any of the main road involving disruption of traffic wireless message should be sent to the concerned
Revenue Divisional Officers and Collector so that necessary help can be rushed to the spot. The
Divisional Engineer Highways should identify the placed with men and materials in each locality so
that at the time of emergency their services may be utilised. The power saw and generator available
with the Divisional Fire Officer may be utilized.
The Divisional Engineer (H&RW) is responsible for the preventive action concerning breaches in
roads or culverts and cause way and they should alert his subordinates and give comprehensive
instructions in advances for locating work at vulnerable stretches and sensitive points for
strengthening them. He should also kept sufficient stock of gunny bags, casuarinas and bamboo poles
for use at the time of necessity and he should strengthen the roads against over washes and providing
drainage facilities against breaches.
Breach closing repairs works must be started as early as early as possible. All available labour in
and around the vicinity should be fully mobilised and utilised in closing the breaches etc.,
The Divisional Engineer after getting information from their subordinates should arrange to flash the
details of traffic interruptions and such other major damage to the bridges and culverts through police
wireless net work/phone, telegram to the Collector.
At the time of any disaster, the Divisional Engineer should send reports to the Collector stating that
the approximate cost of damages for the immediate restoration in respect of roads, Bridges, buildings
(Government and Panchayat Unions) a Minor Irrigation tanks within 3 days from the date of
occurrence in the form prescribed by the Chief Engineer (H), Chennai for the purpose.
It was also decided during the High Power Committee meeting held on 3.8.1979 that the interior road
in coastal districts should be raised above the flood level to the extent possible and that the Highways
and Rural works Department should prepare plans and estimates in this regard, keeping the order of
priority among them based on the past experience, The Divisional Engineer (H&RW) Cuddalore will
take necessary action in this regard.

The following precautionary measures have been taken to meet the possible monsoon flood
and cyclone damage during the year.
The details of the field staff like Assistant Divisional Engineer/Assistant Engineer (H) with their
names and Head quarters are furnished in Statement separately.
The number of labours attached to each road Inspector is also furnished therein.
These field staff are attending to the day-to-day maintenance of road stretches where ever
breaches fallen of trees be occurred. There will be also a reserve for attending the immediate
restoration of breaches, damages during cyclone or flood.
Saws and axes will be kept ready to cut and remove the wind fallen trees and other
obstructions and restores traffic and the roads without any delay in time.
Generally traffic is interrupted in these Divisions for the following roads in every year during flood.
1. KM. 0/2 of CTA Head to Thirumanikuzhi across Gadilam River
2. KM. 3/2 of CC road to Meliruppu road.
For the above case and breaches occur at any place involving traffic interruption for a long
time the field staff have been instructed to contact the nearest police station and arrange to send
wireless message to higher officers of this department, Revenue Divisional Officers and the Collector
also.
The technical staffs in this division like Assistant Divisional Engineer and Assistant Engineer (H)
have been instructed to patrol the minor/major bridges under their control and take speedy steps to
avoid breaches to the bridges and culverts.
The following are the field officers stationed at the places noted against their name. To close
breaches immediately the following breach closing materials will be kept ready at the places noted
against them.
In addition to that each Assistant Engineers / Junior Engineers will be provided with
petromax lights and two hurricane lights for use in case of working during night.

The Superintendent of Police, Cuddalore will ensure that the control rooms with wireless sets
function all the 24 hours so that, the communication of message may be effectively carried through
VHF set available in the police stations. All the officers may utilise the VHF sets available in the police
station to give and receive message in case of emergency.
The warning received from the area cyclone warning centre should disseminate to the local
officers from the District Headquarters. The local officers in turn shall communicate the message to
the local area through VAOs/Panchayat Presidents so as to alert the people. The VAO should be made
responsible to make the warning known to people by beat of tom or using mike fitted jeep or police
van. Like wise, the information received from the Revenue subordinate are also passed on to the
various departments, which are involved in the relief operations.

CHAPTER 8
RAILWAY ACCIDENTS
8.1 RAILWAY ACCIDENTS AND REHABILITATION: -
Cuddalore district has an elaborate Railway network spanning across the district. In such a
scenario railway accidents are inevitable possibility.
Accident in Railways may occur due to several causes such as land slides, breaches in Railway
track caused by rains loads, rail wrecking collisions running over the obstructions places on the rail
etc.,.
Though the main responsibility for rendering aid to the victims of a railway accident rest with
railway administration, the local civil authorities have an equal responsibility to render all possible aid
such occasion with the utmost sincerety.
While analyzing past mishaps and train accidents, certain measures have been formulated for
safe guarding the railway tracks against breaches and other defects. TheGovernment of India felt that
the villagers living close to the railway track who notice abnormal occurrence such as heavy floods etc,
should pass on the information to the nearest railway station in time so that the accident might be
averted. They have therefore evolved a schemefor enlisting the co-operation of local villagers in
communicating timely information of abnormal occurrence likely to effect vulnerable points and
railway track onexperimental basis for period of two years and on the expiry of the experimental
period it will be made a permanent measures if found adequate and reasonable.
The flood patrol rules for tanks approved by Government in G.O.Ms.No.1572 PWD dated 31st
May 1965 should be followed. The rules for the cauvery and coleroon rivers issued in G.O.Ms.No.914,
PWD dt 22nd June 1976 have to be followed (copies of these rules are available in Appendix VI at
page 66 of Anti-Disaster plan Tamilnadu)
When any serious accident occurs, intimation of the accident as required in G.O.Ms.No.1572,
PWD dt 31.5.1965 should be sent to the SP concerned as well as to the State Government. The rules
were framed by the Railway Administration for reporting and investigating accident details and
action that has to be taken by the Railway authorities. They are found in Appendix VII at page in the
District Plan Tamilnadu.

Clearance of Wreackage:-
The clearance of wreckage is to primary responsibility of the railway whose employees alone
have the necessary technical skill and equipment. However any help required by the Railways will be
rendered.
The work of clearing the wreckage will be carried out expeditiously and will proceed
continuously,if necessaryin shifts and with use of flash lighhts etc., untill it is known definitely that
every victims has been removed from the wreckage

Sub: Natural Calamities like Flood, Cyclone and Fire- Relief measures by the District Administration-
Authorisation insisted by Treasury to admit and honouring the bills presented by the District

The flood, fire accidents, Cyclone and earthquake are admittedly unexpected one and could not
be accurately predicted earlier. In such cases, to meet out the expenditure for the grant of relief
scheme to the damages caused, the Government have delegated powers to Revenue Officials under
various Government orders and adequately enhanced the financial limit in G.O.(Ms.) No.153, Revenue
Dept. date.26.03.1999.
2. It has been brought to the notice by certain District Collectors, that some of the Treasury
Officers and Sub-Treasury Officers are not admitting the bills presented by the District Collectors
under T.R.27 for the reason that there is only a token provision in the Budget Estimate or no sufficient
fund provision under the sub-detailed head of account under 2245. Relief on account of Natural
Calamities available. According to TR.27, a Collector may under circumstances of urgency like fire,
flood, earthquake, by an order in writing authorise and require a Treasury officer to make payment.
3. The Government in G.O.(Ms).No.153, Revenue (NCII) Department, date.26.03.1999 have
accorded financial sanction powers to all the District Collectors up to Rs. 20,00,000/- under TR.27, to
meet out the expenditure for relief of distress caused by each case of Natural calamities like Fire,
Flood and Cyclone.

Based on the this order, the Government in their letter (Ms) No.628, revenue Department,
date.26.11.1999 have authorised the District Collectors to draw bills towards relief measures in
emergent situation of natural calamities as stated under TR.27 even if there is only a token provision is
enabling provision to invoke powers under TR.27. The Collectors have also been requested to include
such expenditures while sending RE /FMA proposals of that year without fail. In addition, the
Government in G.O.(Permt)No.621,Revenue (NC.II) Department, date.23.11.1999, have empowered
the District Collectors to sanction fund to Cattle deaths under TR.27 and to include the expenditure
while sending RE /FMA proposals of that year without fail. In this connection the Government have
also directed the Pay and Accounts officers/ treasury Officers to honour such bills presented by the
Collectors. These orders and instructions were sent to all Pay and Accounts Officer, Treasury Officers
and also to Collectors of all Districts directly by the Government. In such a situation the Pay and
Accounts Officers/ Treasury officers have no authority to dishonour such bills presented by the District
Collectors on the present that funds are not available. In this connection, copies of the G.Os and
Government letter referred to above are again enclosed for ready reference. The Collectors of all
Districts are therefore requested to take necessary action as per the said Government orders etc while
dealing with so far no fund for calamity claims. In no circumstances, relief to the public should be
delayed on any score.
4. The Collectors of all Districts are requested to acknowledge receipt of this circular along
with enclosures by return post.

ABSTRCT
Natural Relief Fund Grand of Financial Assistance to the victims of Natural Calamities like
Cyclone/Flood/Lightning/ Thunder etc., during Northeast Monsoon period every year Enhancement

ORDER:
In the Government order above, orders were issued enhancing the financial assistance
given to the families of victims due to Natural Calamities like Cyclone, Flood, Lightning, Thunder and
Fire from Rs. 10,000/-to Rs.15, 000/-.
2. The Honble Chief Minister made an announcement on 30.10.2006 enhancing the relief
amount from Rs. 15,000/- to 50,000/- to the families of the victims of Natural Calamities like Cyclone.
Flood, Lightning, Thunder and Fire Further during such Natural Calamities loss of life occur due to wall
and roof collapse, electrocution, falling of trees etc,. and hence families of the deceased are eligible
for this enhanced scale of assistance. Further the announcement cover a payment of Rs. 10,000/- as
relief to the persons who sustain grievous injuries leading to loss of limb, eyes etc., due to such
Natural Calamities.
3. Accordingly, the Government direct that tht financial assistance of Rs. 15,000/
(RupeesFifteen thousand only) given to the families of the deceased on account of Natural Calamities
like Cyclone, Flood, Lightning, Thunder and Fire and due to the consequences mentioned at para 2
above be enhanced to Rs.50, 000/- (Rupees Fifty thousand only) and an amount of Rs. 10,000/-
(Rupees Ten thousand only) be given to those who sustain grievous injuries leading to loss of limb,
eyes etc., due to such natural calamities. The guidelines for sanctioning assistance to those who
sustain grievous injuries will be issued separately by the Principal Commissioner and Commissioner of
Revenue Administration.
4. In order to avoid delay in disbursement of relief to the affected families, the Collectors
are authorized draw and disburse the amount under TR 27 to the affected families / persons .

5. The Government also direct that the enhanced financial assistance ordered in para 2 and
the cases covered in para 3 above come into force with effect from 1.10.2006.
6. The expenditure should be debited under the head of account.

ORDER:
In the letter second read above, the Principal Secretary / Commissioner of Revenue
Administration has reported that in the G.O. first read above, the Government have enhanced powers
to sanction expenditure for relief of distress caused by each case of Natural Calamities like Fire, Flood
and Cyclone as detailed in colum 4 below.

2. Accordingly the relief amounts are disbursed immediately to the persons who are affected by
Natural Calamities by the District level officers in the case of human loss, cattle loss, hut damages,
etc.,
3. The Principal Secretary / Commissioner of Revenue Administration has also informed that
reports are being received from the collectors requesting sanction of relief amount for the damage to
crops due to rains and winds. During Assembly Sessions, Call Attention Motion Notices are also given
by MLAs for immediate for the damaged crops.
4. In order to disburse the relief amount immediately to the affected farmers whose crops are
damaged due to natural Calamities as in the case of grant of immediate relief for human loss, cattle
loss, hut damages, the Principal Secretary / Commissioner of Revenue Administration has

recommended that powers may be delegated to the collectors to draw and disburse relief assistance
upto Rs.10,00,000 9Rupees Ten lakhs only) at a time for the crops damaged more than 50% as per the
existing norms and after conducting joint inspection by the officials of the concerned Departments. He
has further stated as regards the relief assistance required for more than Rs. 10,00,000/- for the
damaged crops, the collectors may continue to send proposals to Government for sanction of funds.
5. This proposal has been placed before the State Executive Committee for State Disaster
Response Fund and the State Executive Committee has approved it.
6. The Government after taking into consideration the approval of State Executive Committee for
State Disaster Response Fund accord administrative approval for the delegation of powers to the
District Collectors to draw and disburse relief assistance upto Rs.10,00,000 9Rupees Ten lakhs only) at
a time for the crop damaged more than 50% as per existing norms and after conducting joint
inspection by officials of concerned Departments.
7. This orders issues with the concurrence of the Finance Department vide its U.O.Note
31371/Revenue/2012, dated: 08.06.2012.

ORDER:
Whenever there is any calamity the down trodden and under privileged people are used to suffer
without food, shelter, loss of life and belongings. To mitigate the sufferings and loss, relief in the
form of financial assistance is granted from Calamity Relief Fund for death, loss of limb or eyes,
grievous, injuries, loss of crops, loss of cattles, damages to the houses, etc., due to natural calamities
as per norms prescribed by Government of India.
2. In G.O first read above, the Government have constituted a State Level Committee under the
Chairmanship of Chief Secretary among others to administer the Calamity Relief Fund /National
Calamity Contingency Fund.
3. The Calamity Relief Fund is shared by the Government of India and the States in the ratio of
75:25.
4. As of now, the State Level Committee on Calamity Relief Fund is sanctioning funds as per norms
prescribed by Government of India to be adopted for the period from 2000-2005 communicated in
their letter second read above.
5. The Government of India, now in their letter third read above, have communicated the revised
norms to be adopted for granting of financial assistance to the victims of Natural Calamities during the
period from 2005-2010.

6. The Government of India have further included 'Land slides, Avalanches, Cloud burst and Pest
Attacks' also in the definition of ' natural calamity ' besides the existing "cyclone drought, earthquake,
fire, flood, Tsunami and hailstorm" which is a major important change.
7. The Special Commissioner and Commissioner of Revenue Administration has forwarded the
revised norms of Government of India as in the Annexure to this order and sought permission of the
Government for adoption of the same.
8. The Government after careful consideration, accept the suggestion of the Special Commissioner
and Commissioner of Revenue Administration and direct that the revised norms of Government of
India which envisages granting of enhanced relief to the victims of natural Calamity as in the Annexure
be adopted. This order will come into force from the date of issue of this order till 2010 or till
further revised norms is issued.

In the letter second read above, the Principal Secretary / Commissioner of Revenue
Administration has reported that in the G.O. first read above, the Government have
enhanced posers to sanction expenditure for relief of distress caused by each case of Natural
Calamities like Fire, Flood and Cyclone as detailed in column 4 below:

2. Accordingly, the relief amounts are disbursed immediately to the persons who are
affected by Natural Calamities by the District level officers in the case of human loss, cattle
loss, hut damages, etc.,
4. In order to disburse the relief amount immediately to the affected farmers whose
crops are damaged due to Natural Calamities as in the case of grant of immediate relief for
human loss, cattle loss, hut damages, the Principal Secretary / Commissioner of Revenue
Administration has recommended that posers may be delegated to the Collectors to draw
and disburse relief assistance upto Rs.10,00,000 (rupees Ten lakhs only) at a time for the

crops damaged more than 50% as per the existing norms and after conducting joint
inspection by the officials of the concerned Departments. He has further stated as regards the
relief assistance required for more than Rs. 10,00,000/- for the damaged crops, the Collectors
may continue to send proposals to Government for sanction of funds.
5. This proposal has been placed before the State Executive Committee for State
Disaster Response Fund and the State Executive Committee has approved it.
6. The Government after taking into consideration the approval of State Executive
Committee for State Disaster Response Fund accord administrative approval for the
delegation of powers to the District Collectors to draw and disburse relief assistance upto
Rs.10,00,000 (Rupees Ten lakhs only) at a time for the crop damaged more than 50% as per
existing norms and after conducting joint inspection by officials of concerned Departments.
7. This orders issues with the concurrence of the Finance Department vide its
U.O.Note 31371/Revenue/2012, dated: 08.06.2012.

AWARENESS ON DISASTERS
Awareness generation is the key to disaster risk reduction. An effectivedisaster risk mitigation may be
developed in consultation with all stakeholdersfor public education to take preventive measures in the
event of any disaster.Massive and sustained awareness campaigns may be taken up through out
theUT for preparedness through various mass medias, rallies, mass meetings, audiovisualshows,
distribution of pamphlets, posters covering various aspects ofdisasters, their effects, Dos and Donts
in local language to create awarenessamong the people about vulnerability to disasters.
AN OVERVIEW OF DOs & DONTs
(A) BEFORE FLOOD OCCURS
1.Know local flood plans (or records) with details of vulnerable areas and
evacuation routes and centers
2.Keep a list of emergency phone numbers on display
3.Keep an emergency kit on hand which includes :
a) Transistor radio, torch and spare batteries
b) Stock of canned food and fresh water
c) First aid kit, manual and gloves
d) Waterproof bags for clothing and valuables.
(B) DOs & DONTs
1.Tune to your local radio for warnings and advice
2.Prepare to move vehicles, outdoor equipments, garbage, chemicals and
Poisons to higher locations.
3.Disconnect all electrical appliances
4.Turn off electricity and gas if you have to leave the house.
5.Do not allow children to play in, or near, flood waters.
6.Never wander around in flooded area
7.Don't dive into water of unknown depth and current.
8.Dont eat food which has come in contact with flood waters.

( b) Remove dead woods or dying trees close to the house; anchor removableobjects
like lumber piles, loose tin sheds, loose bricks, garbage cans, signboardsetc. which
can fly in strong winds
(c) Keep some wooden boards ready so that glass windows can be boarded ifneeded
(d) Keep a hurricane lantern filled with kerosene, battery operated torchesand enough
dry cells
( e) Demolish condemned buildings
( f) Keep some extra batteries for transistors
(g) Keep some dry non-perishable food always ready for emergency use
(f) Remember that a cyclone alert means that the danger is within 24 hours.Stay alert.
When your area is under cyclone warning get away from low-lying beachesor other
low-lying areas close to the coast.
(g) Leave early before your way to high ground or shelter gets flooded
(h) Do not delay and run the risk of being marooned
(i) If your house is securely built on high ground take shelter in the saferpart of the
house. However, if asked to evacuate do not hesitate to leavethe place.
(j) Board up glass windows or put storm shutters in place.
(k) Provide strong suitable support for outside doors.
(l) If you do not have wooden boards handy, paste paper strips on glasses toprevent
splinters. However, this may not avoid breaking windows.
(m) Get extra food, which can be eaten without cooking. Store extra drinkingwater in
suitably covered vessels.
(n) If you are to evacuate the house move your valuable articles to upper-floors to
minimize flood damage.
(o) Have hurricane lantern, torches or other emergency lights in workingconditions and
keep them handy.
(p) Small and loose things, which can fly in strong winds, should be storedsafely in a
room.
(q) Be sure that a window and door can be opened only on the side opposite tothe one
facing the wind.

(r) Make provision for children and adults requiring special diets.
(s) If the centre of the cyclone is passing directly over your house there willbe a lull in
the wind and rain lasting for half and hour or so. During thistime do not go out;
becauseimmediately after that very strong winds willblow from the opposite
direction.
(a ) .Pack essentials for yourself and your family to last you a few days,including
medicines, special foods for babies and children or elders.
(b) Head for the proper shelter or evacuation points indicated for your area.
( c) Do not worry about your property
(d) At the shelter follow instructions of the person in charge.
(e ) Remain in the shelter until you have been informed to leave
(1) You should remain in the shelter until informed that you can return toyour home.
(2) You must get inoculated against diseases immediately.
(3) Strictly avoid any loose and dangling wires from the lamp posts.
(4) If you are to drive, drive carefully.
(5) Clear debris from your premises immediately.
(6) Report the correct loss to appropriate authorities.
