Allow me to introduce myself. I am Dr. Reginald Xavier, MD. I wish to be considered

for the post of Head of Mission, Haiti with Secour Islamique, which uses my talents
as manager, team leader mediator, health scientist and fundraiser.

As you get acquainted with my details, you will note I have vast experience in
Humanitarian Emergency Relief and Development, and longstanding work in various
world regions, most recently in Central Asia (Afghanistan) and currently in Somalia/
Kenya. Also be aware that I am currently investigating postgraduate training in
Health Financing, Food Security or a field wide enough to encompass my range of
experiences.

Having successfully implemented, managed and raised major funds for more than
twelve years at a senior level in the context of complex and challenging projects in
Central and Southeast Asia, Africa as well as post-earthquake Haiti; I believe I
understand, posses strong leadership, solid financial and people management skills
to work and thrive in this role.

I am able to lead and work alongside and manage organization and government
staff. Being very diplomatic and persuasive, I am able to motivate and convey in a
non-threatening manner an ideology as to implement and plan to harvest positive
and constructive results. Not to mention that I am ethnically Haitian, speak fluent
French and Haitian Creole.

To any position I would also bring:

Years of international project management and implementation in complex

emergency humanitarian response and health infrastructure development
through collaboration with bilateral and multilateral stakeholders
Twelve years in Southeast Asia, first working on providing Khmer refugees,
more specifically women and children basic needs (health and protection) on
the Cambodian/Thai border with UNHCR as an implementing partner;
In the context of the Health Sector Support Project (HSSP) in Cambodia,
developing, implementing, strengthening and monitoring basic health
structures while managing approximately 250 government staff with emphasis
on a dependable results focused approach. This, primarily through the ADB
(Asian Development Bank), Global Fund, JICA (Japanese International
Cooperation Agency) and CIDA (Canadian International Development
Agency) in close coordination with the Ministry of Health;
Fluency in French (mother tongue), English, Haitian Creole. Working
knowledge of Spanish, Khmer and Thai languages.
