EXCERPT FROM THE MINUTES OF THE 17TH REGULAR SESSION OF THE 8TH
SANGGUNIANG PANLUNGSOD OF THE CITY OF ILOILO, PHILIPPINES, HELD AT
THE SESSION HALL, 6TH FLOOR NEW CITY HALL BUILDING, PLAZA LIBERTAD,
ILOILO CITY, ON TUESDAY, MAY 02, 2017.

WHEREAS, a letter dated March 28, 2017 of the Honorable City Mayor
requesting the creation of One (1) Special Operations Officer Ill - SIG 18 (Persons with
Disabilities Affairs Office) and One (1) Special Operations Officer Ill - SIG 18 (Office for
Senior Citizens Affairs) under the City Mayor's Office;
WHEREAS, there are many elderly and persons with disability who are seeking
the services of the City Government and need to be attended to;
WHEREAS, the current offices for the Persons with Disability and Senior Citizens
Affairs is existing without a permanent supervising officer and have personnel that are
separate to the City Government;

WHEREAS, in accordance with RA. 7227 (Magna Carta for Disabled Persons)
and RA. 9994 (Senior Citizens Act of 2010), the rights of persons with disabilities and
senior citizens shall be recognized and they shall be given full support to the
improvement of their total well-being and full protection in the society;
Section 1. - The following positions are hereby created under the Office of the
City Mayor:
a. One (1) Special Operations Officer Ill - SIG 18 (Persons with Disabilities
Affairs Office)
b. One (1) Special Operations Officer Ill - SIG 18 (Office for Senior Citizens
Affairs)
Section 2. - The duties and functions of the proposed creation are the following:
Section 3. - The City Government shall allocate and appropriate funds for the
implementation of this ordinance.
