TRAINING OF TRAINERS WAS HELD ON THE TOPIC


OF LAW OF GEORGIA ON PUBLIC SERVICE

On June 9-10, a Training of Trainers (ToT) was held on the topic of


Law of Georgia on Public Service. Execu ve director of CiDA, Zviad
Devdariani, representa ves of UNDP Georgia, administra on of
the Government of Georgia and Civil Service Bureau of Georgia
addressed the a endees of the training.
The presenta on was about Public Administra on Reform and
new Public Service Law of Georgia. The par cipants of the event
received informa on about the purpose of the reforms: crea on of
a professional Public Service eld, introduc on of the professional
ins tute of public service, the career and achievement based
system, legal and social security guarantees for civil servants,
establishing boundaries between poli cs and administra on.
The primary objec ve of the new law on public service are: to
understand the essence of Public Service and create a clear legal
framework, clear separa on of the legal status and categories of
public servant employees, establishment of the professional
ins tute of public servants based on career advancement,
establishment of a free, open and eec ve public service, crea on
of a fair pay and classica on system.
A representa ve of the Civil Service Bureau, Gvantsa Beselia,
presented on the issue of concepts, and principles of civil service to
the training par cipants. She spoke on the following topics:
acceptance to the civil service, rankings and categories,
precondi ons of acceptance (cer ca on), and types of
compe ons. She also touched on the topics of career
management, civil servant transfer to a new posi on, career
development, mobility, and reserve. Beselia also explained the
rights, guarantees, and responsibili es of civil servants.
Independent expert, Nino Tsukhishvili, spoke about: disciplinary
liability, types of disciplinary misconduct, impact measures, and
disciplinary proceedings. She also explained the grounds and
procedures for dismissal. Tsukhishvili provided informa on to the
training par cipants about the guarantees and rights of civil
servants.
The training also aimed to introduce a training feedback form and a
monitoring framework to the par cipants. The ToT was followed
by a discussion.
On October 27, 2015 the Law of Georgia on Public Service was
adopted, and it will be entered into force on July 1, 2017. The Public
Service Law of Georgia creates a career advancement and merit
based professional Public Service.
The training programme was prepared through the support of the
United Na ons Development Programme, with nancial
contribu on from the Government of the United Kingdom and
Northern Ireland (UK aid) and implementer NGO CiDA, in the
framework of the project Civil Society Support to Public
Administra on Reforms (PAR) in Georgia. Its aim is to increase
civil society involvement in eec ve implementa on of the
ongoing Public Administra on Reform (PAR). The project is
implemented in partnership with the administra on of the
Government of Georgia and the Civil Service Bureau. 2017
The project is co-funded by the European Union in the framework of the 45

opera onal grant implemented by CiDA.
