In the year behind we have been able to spin the wheel and our collective endeavour has undoubtedly contributed in nation building. Our one year report card is a success story of the priority we accorded to the revival of stalled, delayed and terminated projects. The private sector is once again evincing keen interest in infrastructure. This is a major turnaround we have been able to bring about one year. This year essentially has been a year of laying of the right foundation forthe road and highway sector. I set for myself a target of highway construction of 30 kms per day within two years. We have already taken a leap of 40% - from 3 km per day during the UPA regime to 13 km per day. We have a long way to go to achieve our target. We are moving in the right direction. | have full confidence in my team of dedicated officers and other skilled human resources at our disposal. We will not only achieve our target but may go beyond thatas well. We are in the process of introducing a new ‘Road Transport and Safety' legislation replacing the outdated Motor Vehicle Act, 1988. The draft act is already available for consideration of all the stakeholders. | sincerely hope to place it before parliament in the next session after cabinet approval. Efficiency & transparency in administration has been the main focus of our governance. We have introduced a number of T-based e-governance initiatives, such as ¢-following, e-pay, DWC/ODC approvals in the road and highway sector, Road accidents are our major concern. To minimize road accidents and provide timely medical assistance to the injured is our top priority. We are launching a 24x7 toll free number 1033. Stringent provisions - levy of ten times of fee for overloaded vehicles, installing of weigh-in-motion system to prevent overloading are on the anvil. We have commissioned a study of black spots. Computer-based driving test system is already in operation and scientific traffic survey using Automatic Traffic Counter and Classifier systems have been putin place. For seamless movement, we have introduced RFID based electronic toll collection system *FASTag", A common platform for infrastructure and materials providers "INAM- PRO" has been commissioned, There are many other initiatives and achievements listed in this booklet. We are also providing world class amenities for road users along National Highways. We have invited suggestions from road and highway users and there has been tremendous response. Changes are on the anvil Exit Policy — the Cabinet has recently allowed private developers to take out their entire equity and exit all operational BOT projects two years from the Commercial Operation Date. MoRTH is promoting innovative project implementation models like the Hybrid Annuity Model to encourage investments in highway sector. b.This model has been adopted for implementation of highway projects in order to maximize the quantum of kms implemented within the available financial resources of the Government. c. Bid Parameter is Life Cycle Cost i.e. (NPV of the quoted Bid Project Cost + NPV of the O&M Cost for the entire O&M period). d. Concessionaire receives 40% of Project Cost from Authority during construction period as ‘Construction Support’, thereby reducing his exposure and risk. Concessionaire is responsible for designing, building, financing (60% of the Project Cost), operating and transferring the project at end of operations period (15 years). Amount financed by concessionaire during construction period is to be recovered from Authority through annuity payments along with interest payments (@ Bank Rate + x%) on reducing balance method O&M responsibilities are with the concessionaire with separate provisions for O&M payments. This is due to overall economic downturn as well as sector specific issues. Though no effort is being spared by the Ministry in identifying and addressing the sector specific issues in consultation with the stakeholders, it is a fact that availability of equity in the market will be a critical factor to bring the sector back on track. Till such time, it is considered prudent to pursue the public funded, or EPC mode of implementation as the preferred mode, subject of course to the availability of resources. As a con-sequence, with increased award of projects, the highways construction sector is fast regaining its lost momentum and more importantly, financial liquidity would become increasingly available in the sector. As the market reaches a certain level of maturity and stability with the private sector regaining confidence, we intend to gradually switch back to PPP mode, with a judicious combination of Hybrid Annuity and BOT (Toll), as the preferred mode of implementation. Following the above strategy, during 2014- 15 Ministry has awarded works for 7980 km_ which is more than doubled the length of 3621 Kms. awarded during the previous financial year i.e. 2013-14. and substantially higher than the 1916 Kms. awarded during 2012-13, Out of the 7980 km, the works awarded on BOT basis however, were only 734 kms. The 7980 km awarded during the year are spread all over the Country and were awarded under National Highway Development projects (NHDP), Special accelerated road development programme for North-East (SARDP-NE), development of roads in Left Wing Extremism Affected area (LWE), National Highway Inter- connectivity improvement programme (NHIIP) and National Highway (Original Works) schemes. This includes the applicable User Fee rates for various categories of vehicles at any Toll Plaza * Online web based application for Bill processing Monitoring system for Regional Offices has already been rolled out. Tracking the status of the Bills is now in the public domain. Bridge Design Cell The Bridge Design Cell has been set up at IAHE, NOIDA, which was inaugurated by the Hon'ble Minister, Road Transport & Highways & Shipping on 20th February, 2015 and is equipped with latest software for design of roads and bridges. * * A web enabled online application and approval system for Overweight Cargo(OWC) Over Dimensional Cargo (ODC) has already been rolled out. * Recently, e-news letter of NHAI titled e- Rajmarg has been launched by the Hon'ble Minister(RT&H). Simplification of Process- Substantial number of forms have been prescribed in terms of CMVRs. Proposed Draft Road Transport & Safety Bill 2015 addresses inter aliathis aspect. * Digitisation of records: The digitisation of records in the Ministry is in progress. * Recording and weeding of files have been undertaken and around 4760 files have been recorded and 5718 files have been weeded out. * Online issue of National Permit has been initiated by the Ministry. * Overloading in vehicles is not only detrimental to the economic life of the highways and the roads on which the mechanical vehicles ply but also leads to larger safety related issues. In order to enforce the relevant provisions of the MV Act,1988 and NH(Fee) Rules, 2008, Weigh- in-motion Bridge along with AVCC system will be installed at all Toll Plazas on National Highways. e PACE (Projects Appraisal & Continuing Enhancements) ePACE (Projects Appraisal & Continuing Enhancements) is an online tool to monitor and improve the progress of works at the click ofa button. The initiative captures the static and dynamic information for all the projects executed by MORTH, NHAI and NHIDCL. The information captured is across the lifecycle of the projects starting from inception till its completion The system has role based access and would allow capturing the project information and would help in monitoring and accelerating the pace of the projects. The tool would allow supervisory levels to set monthly/yearly targets and enable field units/staff to update the information in real time. More than 1500 projects data has so far been entered. The information would be available in public domain. MIS in various forms would also help the stakeholders to cull out the necessary information. This would also be a precursor to develop ‘over the top applications’ through cloud sourcing wherein project photographs / videos can be uploaded to collate and compare the official information. Enterprise Resource Planning (ERP) Solution. The first of its kind project, funded by World Bank Technical Assistance (TA) through DEA, is under implementation by the Ministry of Road Transport & Highways (MoRTH) and the National Highways Authority of India (NHAI) would provide MoRTH and NHAI the opportunity to integrate their entire organizational set up and business processes. Itwould also Ensure connectivity among the Headquarters, Toll Plaza locations, Project Implementation Units (PIUs) and Regional Offices. The outcome would be efficient state-of-the art operations leading to enhanced service delivery in terms of providing quality road infrastructure to the nation INAM. PROD: INAM-PRO - End of Cement Cartelisation Aplatform for Infrastructure and Materials Providers particularly cement for linking the supplier to the road contractors/users (INAM-PRO) has been launched by the Hon'ble Minister (RT&H) on 10.3.2015 * Union Minister of Road Transport & Highways and Shipping, launched a web portal, INAM-PRO- Platform for Infrastructure and Materials Providers on 10th March 2015. * The portal will facilitate the monitoring of the supply of cement and expedite the process of placing purchase orders by the prospective users/ user agencies with the respective cement manufacturers. The portal, designed by the Ministry of Road Transport & Highways shall ensure complete transparency in the supply of cement under the scheme, so as to achieve reduction in the cost of construction of rigid pavement. * "INAM-PRO" is a web based application (www.inampro.nic.in) for Infrastructure and Materials Providers and would act as a common platform for Infrastructure materials providers Cement Companies, Infrastructure providers, Ministry of Road Transport and Highways and other stakeholders. To start with, it would facilitate contractors/cement buyers engaged in executing the Central/State funded Roads and Highways/Bridge construction projects to place cement orders online with the registered cement companies offering cement at competitive rates in the vicinity of project execution locations. * As cement is manufactured indigenously and bitumen is a byproduct of imported crude oil, the use of cement for National Highways is in right earnest with the ‘Make in India’ campaign * This platform aims not only to bring down the cost of inputs for the infrastructure projects but also to create a win- win situation for all the stakeholders. * In his address, Secretary, Ministry of Road Transport & Highways, Shri Vijay Chhibber said that the portal provides a buyer- seller platform without any intermediary. With a focus on cement industry, this innovation would make the factories utilize their capacity to full potential, he added. * Cement companies are facilitated to update their offered stock on the portal with the prices agreed upon with the Ministry of Road Transport & Highways. They would in turn get instant intimation about the orders placed and would be able to approve the delivery schedules as requested by the cement buyers without hassles and delays. Toll plazas will have dedicated ETC lanes called FASTag lanes, which will have colour coding for identification. The objective of the project is to save lives of accident victims by providing prompt and appropriate medical care during 'Golden Hour and thereby reduce fatalities in road accidents. The project envisages transport of accident victims from the accident scene to hospital and wherever required, from one hospital to another for treatment at a public or private hospital, A Toll free No, 1033 has been started for reporting of accidents, A 24X7 Call Centre has been set up to receive reports of accidents, to deploy nearest ambulance and alert local police, officers, hospitals and Road Safety Volunteers. Data from Pilot project will be used for formulating a pan-India scheme for cashless treatment of road accident victims. Till February, 2015 around 300 road accidents victims have been provided relief. * Security of Women in Public Road Transport in the Country (Nirbhaya Fund Scheme) * The objective of the schemes to ensure safety of women and girl children in public transport by monitoring location of State owned public transport and private transport vehicles and to provide immediate assistance in minimum response time to the victims in distress. The proposed scheme under Nirbhaya Fund envisages setting up of a unified system at the National Level (National Vehicle Security and Tracking System) and State Level (City Command & Control Centre) for GPS tracking of the location of emergency buttons and video recording of incidents in public transport vehicles. In the first phase it will cover 32 cities with a population of 1 million or more in 13 States of the Country, The proposed scheme is to be implemented within a period of two years. Contract has been signed for Project Management Consultancy for smooth implementation of the project. The scheme is in Project preparation stage. * Steps have been underway for immediate remedial measures at the indentified black spots on the highways involving higher number of accidents. * Road Transport & Safety Bill 2015"has been developed and was placed on website inviting suggestions from the general public. The proposed bill is now in the advanced stage of consideration of the Government. The proposed Bill has an integrated approach to both road safety as well as road transport. * Integrated vehicle registration and driving license system. * The goal of Govt. is to usher in a system of easier access and process for vehicle registration and Licenses. Accordingly, Govt. has developed applications http://vahan.nic.in - for vehicle Registration and http:/sarthi.nic.in -for Driving License. * As of now 100% success has been achieved by NIC in terms of deployment of Core Scheme/Product for Vehicle Registration (VAHAN) and for Driving Licenses (SARATHI) across the country. Subsequently, to consolidate the database, State Register (SR) for all the States and National Register (NR) were established. * Almost all the sites in 36 States/UTs except the recently added ones are connected Sa eua Le) som) More than 16 crores Vehicle records and 6 crore License records are available in National Register repository. State Transport Departments and enforcement agencies have been provided access to data on National Register to facilitate instant verification of all driving licences (DLs)/Registration Certificates (RCs) and the digitised data is also made accessible through Mobile by sending SMS from their registered number. Online access privileges have been provided to various Government and Non- Government agencies on the consolidated Transport Databases (NR and SR). The application is designed to be made modular and configurable to meet varied requirements of different States /UTs and will incorporate features like single sign-on, bio- metric authentication, multiple options for e- payment, SMS intimations, Open Ap! , Mobile Appsand soon. + Ministry has also taken steps to incentivise State Governments to enter legacy data in order to have a complete set of single database for the whole country. * Automated Camera Based Driving Test System. + The Ministry has embarked on a mission to. promote safe driving and training of drivers in the best possible fashion by setting up Institutes of Driving Training & Research (IDTR at more than 23 locations across the country. * IDTR set upat the Central Institute of Road Transport Pune, was inaugurated by Hon'ble Minister for Road Transport & Highways and Shipping on 1st November, 2014 * Inorderto reduce human intervention and make the process of testing the drivers tough as well as transparent, CIRT, Pune has developed a camera based automatic driving test system known as innovative Driving Test System(ITDS), which provides an unbiased and transparent driving test mechanism with a complete back up of data and videos for generation of reports and redressal of grievances, ifany. * Similar system is also being set up at Chandigarh also by CIRT. Several States have shown interest in implementing such system which will be useful in eradicating the malpractices and providing effective and transparent services to the license seekers. * The system has been set up at a very low cost of Rs. 20 lakh per track(which depends upon track dimensions) * Ministry decided to set up user friendly way side amenities to meet the aspirations of the road users regarding various facilities along the National Highways. * The proposed wayside amenities will have parking (separately for cars, buses & trucks), restaurants/food court for providing quality food, low cost Dhaba, telephone booth/Wi Fi, ATM, fuel stations, minor repair shops, rest rooms for short stay, toilets for ladies and gents, kiosks for sale of sundry items, medical aid and chemists shop, helipad facilities ete. * The amenities are envisaged to be pro- poor, and pro-farmer as it will give employment to the local people and will enable marketing of the products of the small and marginal farmers. * IHMCL, a company under NHAI has been entrusted with the task of facilitating development of wayside amenities on NHs. * Entries have also been invited from the general public through MyGov platform for a suitable LOGO and BRAND name for the wayside amenities. The response has been overwhelming. The Brand Name and LOGO will soon be finalised. 10 locations for setting up Model Wayside Amenities have been identified. Construction of model wayside amenities will begin from June, 2015. * 60 such locations have been already identified to begin with @ ® The E-Rickshaws provide affordable last mile connectivity to millions of commuters including old and infirm. It also provides employmentto innumerable people who have upgraded from the manually pulled ones to the electric powered three-wheeled vehicles. The key features of the E-rickshaw/E-carts as notified areas under. a) Such vehicle is constructed or adapted to carry not more than four passengers, excluding the driver, and not more than forty kilograms luggage in total; for carrying goods by providing a separate load body or compartment with the maximum weight three hundred and ten kilograms in addition todriver; b) The net power of its motor is not more than 2000 W the maximum speed of the vehicle is not more than twenty-five kilometer per hour. ©) Driving licence of E-rickshaw/E-carts is valid for not more than three years from the date of issue or till the validity of driving licence whicheveris earlier. d) Renewal of certificate of fitness in respect of E-rickshaw/E-carts is three years. e) Four people may be allowed to travel in these rickshaws along with two pieces of luggage of 25 kgs each. ) Overall width shall not exceed 1.0 metres. g) Overall length shall not exceed 2.8 metres. h) Overall height shall not exceed 1.8 metres, |) E-rickshaw/E-carts to be driven in specified areas orroutes. Addressing a rally of electric rikshaw pullers in New Delhi the minister announced some important policy decisions including removing the rickshaws which run with power below .65 watts from the preview of the Motor Vehicles Act. Loans for these vehicles may be given at an interest rate of 3% per annum. Objective of the scheme was to remove the practice of man pulling a man and luggage through manual rickshaw. ‘Amendments to Motor Vehicles Act (1988) to recognize the E-rickshaw and E-cart have been unanimously passed by both houses of parliament, https:/www.youtube. com/watch?v=vz7BJuyz7MU ct (WBTA- ded Prr_ ay ae Cat ) an © ages era she zwar sae Technology Initiatives * We are advocating adoption of new technologies in road construction, and use of new material which will save the cost and increase the quality and life of the roads. * Technologies commercialized world over have been allowed to be adopted in India. * Material like iron slag, soil stabilizer have been allowed to widely use in road construction. * We have constituted a Committee to study and adopt global standards of roads and road constructions. * Bridge-cum-Barrage: * We have directed to incorporate construction of barrages (bandharas) while designing and building new bridges wherever possible. *The Bridge Divisions have been advised to ensure to maintain navigationality of river/water bodies while designing the bridges. * Utility corridors are being developed along the highways. * These corridors shall carry gas, iron slurry, water, optical fiber cable for digital Indiaand can also be used for power transmission. *These shall help cross utilization of infrastructure and additional revenue for national highways. This Bus will be available for the start of operations within the next couple of weeks subject to the availability of fuel. The Joint survey for starting bus service on Guwahati-Dhaka route via Shillong was conducted by the delegations of India and Bangladesh in December 2014. The proposed bus service will improve connectivity between India and Bangladesh and strengthen bilateral relationship. After detailed deliberations, India and Myanmar have agreed to take steps to start a bus service between Imphal and Mandalay. A draft agreement and Protocol for starting a bus service from Imphal, Manipur to Mandalay in Myanmar was initialled by the representatives of delegations from India and Myanmar in June, 2014. A Joint technical inspection of the route has been held by the representatives of both the countries on 11-15 January 2015. In Crores) - 6500 * Additional length to be brought under Toll(Kms)-2180 Bharat-Mala Pariyojna India has land frontier of about15,200 km and coastline of about 7,500 km. It is necessary to have all weathered road connectivity to remote places along the border considering strategic importance and connectivity along the coastal line in order to facilitate evacuation of ports. About 5,500 km of State roads will be declared as new NH for upgradation of road along border and coastline. Upgraded road will be useful considering the strategic locations of these roads along the border, international trade and to improve connectivity for ports along the coastline, Setu Bharatam Pariyojna In this programme the Ministry has planned to remove all the level crossings on National Highways by constructing ROBs and RUBs. To achieve this, State-wise consultants have been appointed for approximately 214 ROBs/RUBs, out of which the Ministry will be sanctioning/awarding around 100 ROBs/RUBs for construction during2015-16. Remaining ROBs/RUBs will be sanctioned/ awarded during 2016-17. Regarding bridges, the Ministry has identified approximately 1500 weak/narrow old bridges for which consultants are being appointed & Ministry has made a target of sanctioning 50 Major Bridges during2015-16 and another 100 major bridges in 2016-17. This will also help in streamlining movement of over dimensional and over weight vehicles on National Highways which will in turn help in development of heavy industry and the Make In India programme. In parallel a programme for survey of all bridges along the National Highways to be conducted twice each year has been launched. This will provide timely inputs regarding the status of each structure and help in identifying and prioritizing the bridge projects to be taken up under the Setu Bharatam programme. Rashtriya Rajmarg Zila Sanyokta Pariyojna (District Conne ty) To meet the growing demand caused by exponential growth of vehicles and satisfy the people's aspirations of high quality and high speed roads, the expansion of National Highway (NH) network to connect all district headquarters in the country was considered necessary. Accordingly, about 11,800 km of state roads have been declared as NHs under district connectivity and some roads under strategic importance. Out of these roads, 6,200 km are already covered under various programmes and DPR of about 2,200 km of NHs is under preparation in Indian Academy of Highway Engineers (IAHE). DPR of balance length will be taken up in year 2015-16. With regards to road connectivity to the backward areas are concerned, a program has been carried out to identify road connectivity to the un-serviced backward areas including left out areas under 5th Schedule of the Constitution. Accordingly, State road of about 2,500km has been identified out of which about 500 km has already been declared as NHs. The balance length will be incorporated under this scheme shortly. It is important to have connectivity to the major centers of tourism, religious pilgrimage in the country. Accordingly, as per preliminary studies conducted by Ministry in consultation with Ministry of Tourism, select stretches have been identified under religious and Tourist Places Connectivity. State road of about 3,500 km has been identified out of which about 900 km has already been declared as NHs. The balance length will be taken up under this scheme during 2015-16.
