Madam, it is stated that there are 18,452 unelectrified villages in the
country. Would the hon. Minister state the data bout Andhra Pradesh?

It is mentioned that there is no specific year-wise dedicated
allocation of funds for the Decentralised Distributed Generation (DDG)
scheme. Would the hon. Minister state the progress of the projects
located in Andhra Pradesh and how much of the total funds allocated
has been spent so far? (Interruptions)
SHRI PIYUSH GOYAL: Madam Speaker, there are no unelectrified
villages per se in the State of Andhra Pradesh. (Interruptions) It is
reported that there is 100 per cent electrification. (Interruptions)
However, there are 427 projects which have been sanctioned under the
distributed energy project. (Interruptions) An amount of Rs.87.88

crore has been sanctioned as cost of projects for the State of Andhra
Pradesh. (Interruptions)

Madam, I would insist that Andhra Pradesh came into being only in
2014 after reorganization of the State. (Interruptions) The State
should be given more funds as the fund requirement of Amaravathi,
which is the new capital of the State, is more. The State requires these
funds for setting up of structures in and around its capital and other
major cities like Visakhapatnam and Vijayawada. (Interruptions)
Would the hon. Minister assure the people of Andhra Pradesh in
this regard? The people of Andhra Pradesh would be grateful to him for
ever. (Interruptions)
Madam, as the hon. Minister has agreed that 427 projects are still
pending for which an amount of Rs.88.27 crore has been allocated, I
would like to know from the hon. Minster as to when he is going to
disperse this money for completion of these projects. (Interruptions)
SHRI PIYUSH GOYAL: Madam Speaker, in the first year of this
Government, that is, 2014-15 itself, we have distributed Rs.139.17 lakh
to Andhra Pradesh. (Interruptions)
In the year 2015-16, we have given Rs.1225.95 lakh.
(Interruptions) Moreover, as and when the claims come in duly
supported by execution of projects and utilization certificates, payment
is made under the Deen Dayal Upadhyaya Gram Jyoti Yojana. There is
no fund constraint because of which there could be any delay.

Madam, I must mention here that Andhra Pradesh today has been
able to progress quite significantly in the field of electricity, their
transmission and distribution lapses are down, AT&C losses are

What does it constitute to recognize a village as electrified
when 90 per cent of households of the same village do not have any
electric facility? (Interruptions)
Second, insofar as West Bengal is concerned, Sundarbans area is
a conglomeration of many islands but there is no access of electricity in

is, a village would be declared as electrified if basic infrastructures
like distribution transformer and distribution lines are provided etc. and
electricity is provided to public places like schools, Panchayat, offices
and the number of household electrified should be at least cent per cent

The sorry state of affairs in this country, which has brought up to
a situation that over five crore homes do not have electricity seven
decades after Independence, is thanks to the lethargy of the
Governments led by the Congress Party which, for over 55 years, ruled
this nation, but took satisfaction from the fact that if they gave
electricity to 10 per cent homes, the village was electrified. .
(Interruptions) It is the Prime Minister Narendra Modis Government
which has decided to give electricity to every home. Power for All
24x7 is now a seeming reality. (Interruptions) Every village will be
electrified by 1st May, 2018 and every home in the country will be
electrified by 15th August, 2022. (Interruptions)

pre-independence period and crossed eighty years and whether the
Government takes steps to allot funds under the Central Assistance
during the Current Financial, for the implementation of ERM Project of
Grand Anicut Canal System since it is a lifeline support for the canal

For the last two days, I have been giving notice to raise this issue but

Madam, it is a matter of serious concern of our State. The PDS
has been continuing since 1965 onwards but the ration has been
reduced by two lakh metric tonnes to our State. It is very difficult to run

I request the Government to consider this matter as utmost
important matter and to allocate additional amount of rice to the State
of Kerala.

attempt to have this terrorist listed.
They are protecting a terrorist who had attacked India in the past
and who has every intention of attacking India again. This is a
decidedly and unfriendly act by China. We need to make it known,
convey and communicate to China that we consider this as a decidedly
and unfriendly act and that this will have consequences. I would like to
draw the attention of our strategists in the Government that we have
instruments in order to visit these consequences. One of the
instruments which we can use is the market, which is one of our
strengths. We have a huge market. If we stop the import of some
specified Chinese goods, this will hurt China and would send a
message that friendship is not a one way street and it takes two hands to
clap.

Mr. Ananthkumar ji to an important issue. It is a burning issue in
respect of the workers belonging to the public sector undertakings.
You may kindly see the Government of India has enhanced the gratuity
limit of Government servants with effect from 1st January, 2016. The
employees of the public sector undertakings are not included in the
purview of this because it is a Pay Commissions recommendation.
Therefore, it is only applicable to the Government servants. Necessary
legislation and notification from the Union Government are necessary
for extending this benefit to the employees of the public sector
undertakings. The public sector employees have no pension benefit
and they are entitled only for gratuity as their retirement benefit. You
may kindly see the past experience. The gratuity enhancement was
granted to the Central Government servants during 2006 but
unfortunately this benefit was extended to the public sector undertaking
workers in 2010.
Due to this delay, the public sector employees, who have retired
between 2006 and 2010, have lost this benefit. If there is delay in
extending the enhanced gratuity benefit to the public sector
undertakings, it will result in untold hardship to them. Hence, I urge

SHRI K.C. VENUGOPAL (ALAPPUZHA): I would invite the
attention of the Government to the need for ensuring safety and security
for girl students in educational institutions in the country. There are
increased incidents of attack against female students in both private and
Government educational institutions. These horrific incidents have
created concern among both parents and students.
Last week in a horrific incident, a 20 year old student, Lakshmi,
doused with petrol by an outsider. She came to the college for a written
exam. She was set on fire in full view of other students at a medical
college in Kottayam district of Kerala. Her assailant was also died in
the incident.
Eyewitnesses said that the man was a former student of the
college. On Wednesday afternoon, he had walked into the classroom
and poured petrol on the woman and himself. As the woman ran out, he

chased and caught her. He then used a lighter to set her clothes ablaze.
Then, he set fire to his own clothes as well.
Similar attacks against female students have been reported from
other parts of the country, particularly from the State of Kerala. It is
highly necessary to ensure the safety of female students in both private
and Government educational institutions. The Government has to issue
strict regulations under the direction of UGC and MHRD in association
with respective State Governments. Thank you, Madam.

Ahmed, a research student of JNU, is missing for the last 100 days. I
am sorry to state here that nothing has been done about it. The Delhi
Police is also taking a very wrong stand on this issue. They have not
made any kind of proactive inquiry also in this matter.
Further, before he went missing, this student was attacked by a
gang of other students. Finally, that students mother, Nafees, filed a
Habeas Corpus petition and in this Habeas Corpus petition the court
also ordered that a comprehensive inquiry should be done about this
issue. Unfortunately, nothing has been done. The student community is
agitating on this issue. So, I urge upon the Government to firstly, find

Re: Need to fill up the post of Safety Officer in Paradip Port Trust
DR. KULMANI SAMAL (JAGATSINGHPUR): After occurrence of
Bhopal Gas Tragedy, the Government of India made the post of Safety
Officer compulsory and binding in each industry/organization to look
after the safety aspects of the workers employed in it. The post of
Safety Officer was also made mandatory for every port as per Major
Ports Trust Act and guidelines of Ministry of Labour, under section-93
of the Dock Workers Act, 1986 and Rules and Regulations framed
there under in 1990. However, Paradip Port in spite of being one of the
major ports and largest cargo handling port in the country is not having
a Safety Officer to look after the safety aspects of its employees.
Realising the importance of the post of Safety Officer, the Trust Board
had also approved for creation of post of Safety Officers vide its
Resolution No. 26/2000-01 dated 29 August, 2000 of Agenda item No.
8 (3)/2000-01. But unfortunately neither this statutory and essential
post has been reflected in the officer cadre restructuring of Paradip Port
Trust by the Ministry vide GSR-386 (E) dated 12 May 2015, nor has it
been filled up till date. It is regretted that despite several
correspondence with the Ministry of Shipping by Paradip Port Trust
Management to revive the post, the matter has not been cleared by the
Ministry. Therefore, I would like to urge upon the Minister of
Shipping to look into the matter and take necessary steps either to fill
up the vacant post of Safety Officer or to promote the caretaker officers
trained in the industrial safety to safeguard the interest of workers

would have boosted demand and revived many MSMEs that have shut
down. Owing to demonetisation, almost 12 lakhs power looms in
Maharashtra have been closed down and diamond industry in Gujarat is
in a bad condition. Bengali diamond cutters have been forced to return
in our State. If the hon. Finance Minister gets time, I would request him
to come to West Bengal. I will personally show him as to how many
workers have come back to West Bengal from Gujarat, Kerala and
Mumbai due to demonetisation and those industries have been closed
down. I send an invitation to the Minister. Please come and see it from
your own eyes as to what is happening there.
The supply chain of the leather industry in Bengal is in shambles
and so is jute, tea, textile, handloom and handicrafts. Moradabad,
Firozabad and Meerut, which are renowned worldwide for their glass
bangles and sports goods, are in miserable shape and most of them are
closed down.
The unorganised sector of India provides 80 per cent of jobs and
the demonetisation has destroyed that. Mr. Finance Minister, it is
unfortunate that there is not a single sentence in your speech in respect
of the unorganised sector. It fully establishes the Governments
heartless attitude towards the unorganised sector. Budget has given
credit to farmers which will never reach them because there are no
banks in 92 per cent of our villages. The Governments demonetisation
policy has already destroyed the cooperative system by not providing

SHRI THOTA NARASIMHAM (KAKINADA): Sir, I thank you for
giving me this opportunity.
I would like to praise the Budget 2017-18 for being balanced,
corrective and progressive in nature with agenda to 'Transform,
Energize and Clean-up India'. This year's budget is released after a
strenuous exercise of demonetization to clean up economy. Innovative
and timely supportive measures are included in the Budget to accelerate
growth in sectors of the economy.
We all know that India was reeling under drought for the last two
years and rural economy was under serious distress. This year's Budget
has given due emphasis on rural development with the highest ever
allocation of Rs.48,000 crore to MGNREGA which seeks to improve
agricultural and rural infrastructure. Further, agriculture sector is being
prioritized with increased funding to Pradhan Mantri Fasal Bhima
Yojana (cropped area covered is being extended from 30 per cent to 40
per cent). E-National Agriculture Market increased from 250 to 585
APMCs. NABARD has increased Long Term Irrigation Fund from
Rs.20,OOO crore to Rs. 40,000 crore, and Dairy Processing and
Infrastructure Development from Rs.2,000 crore to Rs. 8,000 crore. As
a clean-up measure, MGNREGA has been properly digitized and
recently outlined geo-tagging of works in different districts. This will
increase transparency in the administration and facilitate public
scrutiny.

With this year's Budget's strategy and approach, I can see the
bright future of rural areas with the target of alleviating 50,000 Gram
Panchayats from poverty and 100 per cent electrification by 2018.

I personally felt optimistic of this Governments strategy of
giving utmost importance to skill development and youth welfare. The
energies of Indias demographic dividend need to be channelised in a
planned manner. Else, this dividend may turn into demographic
disaster.
New initiatives like SANKALP (Skill Acquisition and
Knowledge Awareness for Livelihood Promotion) with Rs. 4000 crore
to provide market relevant training to 3.5 crores of youth and STRIVE
(Skill Strengthening for Industrial Value Enhancement) with Rs. 2200
crore are major steps in this regard.
Further, I appreciate the Governments determination to scale up
digitization of India for more transparency and efficient governance.
The initiatives like BHIM App, discounts for digital transactions,
waiver of service tax at point of sales, etc. are praiseworthy.
Since my home State, Andhra Pradesh is reeling with increased
revenue deficit due to bifurcation, I appreciate the Governments relief
of capital gains to tax in the new capital city of Amaravati that gives
boost for industrial development and increased investments. It is a kind
of helping hand to the farmers. Farmers of Amaravathi personally

came to Delhi and thanked the hon. Prime Minister and hon. Finance
Minister for the relief extended.
I thank the hon. Prime Minster and the Railway Minister, Shri
Suresh Prabhu for requisite allotment of funds for Kakinada-Pitapuram
Main line with Rs. 150 crore (last year, it was Rs. 50 crore) and Rs. 430
crore Kakinada Kotipalli Narsapuram Railway Line. As I am from
the Kakinada Parliamentary Constituency, I know the infrastructural
bottlenecks in the region and these projects are of great help to our
area.
I personally thank the hon. Finance Minister for the helping hand
extended.
Hon. Deputy-Speaker, in this auspicious hour, I would like to
remember the earlier promises made by the Government with regard to
Andhra Pradesh. In 2014-15 Budget, the Government talked about
establishment of Hardware Project in Kakinada, but so far, no action
has been taken in this regard.
I appeal to the Government to look into this matter positively as
Kakinanda has the availability of all resources including skilled
manpower, talented and energetic youth. Another three projects
promised in the Kakinada region include establishment of Office of
Director General of Foreign Trade on the lines of Visakhapatnam,
Indian Institute of Packaging and National Institute of Fashion
Technology.
Timely implementation of these initiatives will do greater good to
the region and the country as a whole with increased exports as

Kakinada Port has recently been included in the list of six ports that are
targeted to be developed as major ports.
Further, I request the Government to create a new Railway Zone
in Vishakhapatnam which is a long awaited demand of the Andhra
people and is also highlighted in the AP Reorganisation Act, 2014.
Finally, I want to request the hon. Prime Minister and the Finance
Minister to enhance the limit of MPLADS. The amount of Rs. 5 crore
is not at all sufficient to meet the requirements of the people of our

SHRI C.N. JAYADEVAN (THRISSUR): Thank you, Madam, for
giving me this opportunity to participate in the discussion on the
General Budget, 2017-18 on behalf of my party, the Communist Party
of India.
Initially, as a general view, I must give my opinion that the
present Budget has once again put down the hopes of the common man,
the vulnerable population like the old, tribals, dalits and women.
Moreover the Budget is very much inline with the new liberal outlook
of the present Government as there are concessions for the corporate
houses at the cost of the middle class community.
Considering the agricultural sector and the farmers community,
the loan limit for the farmers have been raised to Rs. 10 lakhs but no
measures are in place for solving the increasing suicides of farmers and
the drought conditions prevailing in different parts of the country.
When there is a boom in the agricultural production, farmers are in
doom due to the crash in prices of their produce.
The alternate employment scheme, the MGNREGA, has been
allotted the highest amount, that is Rs. 48,000 crore till date as per the
Finance Minister. But he is very well silent on the fact that Rs. 14,000
crore is the backlog from the previous year for the payment of wages.
Basic facilities like health and education are also not given due

SHRI K.C. VENUGOPAL (ALAPPUZHA): Madam Speaker, the
people of the country had a great expectation from this Budget. After
demonetization, people thought that there may come some achche din
(good days) through this Budget. That is what their feeling was. But
after witnessing this Budget, they are all totally disappointed, especially
the common people, poor workers, women and elderly people. All are
unhappy with this Budget.
Yesterday, the hon. Finance Minister told us that after
demonetization there has not been much agitation among the people of
the country. Even though it is not true, the people silently stood in
queues because they had an aspiration that something will come in
favor of them in the Budget. But now they are feeling that nothing has
come out of it.
Madam Speaker, I would like to ask the hon. Minister as to why
the Government has not released the final statistics of how much
money has arrived in banks. How much money has been unearthed
after this decision? People thought that a large amount of money will
be unearthed which will be used for the benefit of the poor people. But
nothing is happening.
I would also like to know from the hon. Finance Minister about
the previous years Budget announcements and how much they have
been fulfilled. I will highlight only one or two things. The day before
yesterday, the hon. Prime Minister mentioned that the Government
would save around Rs.22,000 crore in the Financial years of 2014-15

What about the Sansad Adarsh Gram Yojana? You can ask any
Member from the entire House as to how the project is going on. How
can we do anything in a village without money? Nothing is happening.
So, this is also a bogus project.
Then, what about the AMRUT scheme? My town has been
selected under AMRUT scheme. But not a single work has been started
in this scheme so far. I would like to ask from the hon. Finance
Minister as to when the work is going to start there. So, these promises
have not been fulfilled even after two years.
Let me come to the health sector. There is only a marginal
increase in the funding for health sector in the country. There are a lot
of programmes which have been announced by the Central
Government. The Government has announced that it has prepared an
action plan to eliminate Kala-Azar, Filariasis, Leprosy, Measles and

Tuberculosis. There is no roadmap to eliminate these diseases and
sufficient money has also not been allocated.

In respect of MGNREGS, there is an increase of Rs. 500 crore
only. Last year, we spent Rs. 47,500 crore and this year, Rs. 48,000
crore have been allotted. There is a meagre enhancement. This will not
meet the purpose of giving wages to the workers employed.
Regarding environment and forests, nothing has been given for
climate change. There are a lot of activities due to which atmosphere is
getting polluted. No major measure has been taken to control the
pollution. There is no sufficient fund allocated in this area also.

SHRI BHARTRUHARI MAHTAB (CUTTACK): Madam Speaker, it
is very difficult to quarrel with the Chair and I will not venture into
that. But I had written a piece in the newspaper next day when the
Budget was delivered. My heading of that article was Fourth Budget:
Great Expectations. I, being a student of English Literature, also
wanted to confirm what the last line of the Great Expectations was.
Yesterday, when I went to the Library Building, I sought for that
book. A book was given to me which had two novels joined together
and the first was A Tale of Two Cities. I wanted to read the last line
of the Great Expectations. It was talking about what expectation an
abandoned child had and how he had progressed in the society, how he
had faced different difficulties and met his expectations. It is a novel of
19th Century. Then I thought I should also read the first paragraph of A
Tale of Two Cities which also describes the kings and queens of
France and England. They had similar faces like the UPA and the
NDA. The first line says,
It was the best of times, it was the worst of times, it was
way in short, the period was so far like the present period,
that some of its noisiest authorities insisted on its being
received, for good or for evil, in the superlative degree of
comparison only
This was the time of the French Revolution.
What is the situation today? In this fourth Budget of the present
Government, the immediate reaction is in my article I had also
written that this has come immediately after demonetization. There
were great expectations. Media was reflecting the expectations of the
public - many things are going to happen. There were great challenges
before the Finance Minister and before this Government also. The
world was changing. A new President has taken oath in the United
States. A new policy of that Government is going to impact the whole
world, be it the developing countries and also the developed countries.
That was also in the minds of the people. In that respect, we were
expecting something spectacular for the common man in this Budget.
But, I would say, it is a mixed bag and falls short of expectations. Not
much has been done to address the impact of demonetization and I
would like to elaborate it a bit. My suggestion to you would be to give
more money to the consumers. You have not done that. If more money
goes to the consumers, purchasing power will grow, manufacturing
sector will also grow and we will be able to increase our domestic
market. That has not been addressed. We understand that you have your
limitations. But this could have been done or can be done in near
future.

a suggestion for consideration. Of course, when the Finance Bill will be
deliberated in the second part of the Budget Session, we can deal with
this matter relating to personal income-tax matter. But, this is a
suggestion for consideration. It is a good step that the Government has
taken by reducing it from ten per cent to five per cent in that slot. But,
it would be necessary today to give more money to the consumers to
have another slot in between five per cent to 15 per cent instead of 20
per cent. A point of concern today in the country is that corporate debt
is rising in some stressed sectors and growth is slackening today. That
is getting threatened too much.
I would come to the railways. One hon. Member had mentioned
about it.

rate of return of railways. The Report of the Railway Convention
Committee was laid before this House and has been accepted.
(Interruptions) There was a time in the 70s when Railway was
spending around seventy paise to earn one rupee. In the period of 1995-

said later while speaking about the Governments intent to celebrate the
150th birth anniversary of Mahatma Gandhi in 2019, that the
Government will take all steps to celebrate it in a befitting manner. I
am reminded of this because at that time while writing my editorial I
was a bit critical saying how a newly formed Bharatiya Janata Party,
which broke away from the Janata Party in the 80s could do this. After
that defeat when the Janata Party and all of us were projecting Babu
Jagjivan Ram as the Prime Ministerial candidate, we failed and Mrs.
Gandhi came back to power. (Interruptions) At that time Bharatiya
Janata Party was the name. Advaniji is here. When Bharatiya Janata
Party was formed, a word was coined by both Advaniji and Atalji and
that word is Gandhian Socialism. I was trying to go through Gandhian
economy. (Interruptions) It is Bharatiya Janata Party.
The Finance Minister remembered Gandhiji. That is a very good
thing. Remember Gandhiji, his economic policy, and Gandhian
socialism which was propagated in the 80s. Of course in 1984 only two
Members got elected. But that is a cause which this party should fight
for. Do not go in for consumerism to a great extent saying that by
producing more we can create more demand. We will develop our
indigenous market but not merely by producing more. What was
Gandhijis idea? Produce by the masses so that consumption can take
place, and not production for the masses by a few. That was the
economy he had said. What I said earlier about putting more money in
the hands of consumers, I was very much aware and I was quoting
Gandhian economy. It is not contradictory, it is more supplementary in

the sense that we have to have more money in the hands of our people.
I am not dealing with the aspect of plastic money or cash. But it is
something that is important.
They were talking about Charvaka and Chanakya. But the idea
here is, why cannot we have an economy in our country where we can
create a market of our own instead of depending on others? That should
be our approach. Ultimately what Gandhiji had said, Madam, is that it
is the happiness that has to come. Whatever work we do in this House
or outside being in the Government, it is the happiness of the people
that is important. That is what Gandhiji had repeatedly spoken about.
That is what Gandhian socialism actually portrayed in the 80s. Please
remember that. Please remember that and work for that so that people
will be happy.

world over, the world economy was doing extremely well. When the

Madam, 2008 saw a major global crisis and that global crisis
impacted the world. It impacted us. There were indications in between

does not know the adequate response as to how to generate more

During the UPA Government, where your fiscal deficits were
quite high, in 2012-13, the budget estimate was Rs.5,21,025 crore and
the actual spent was Rs.4,13,000 crore. cx ABE J i cV BE BE

was your budget expenditure and spent was Rs.4,52,000 crore. So, if

The reason for this is very clear. Our revenues in the last two
years have gone up jointly by 17 per cent in each of the two years.
When the revenue buoyancy is there, the States share in the devolution
of taxes is also higher. Therefore, the quality of fiscal deficit itself is
much better. So, our effort is to have as much public expenditure as
possible. While maintaining fiscal consolidation, our effort also has
been that resources must come from where they are available.
Therefore, a record amount of FDI is also coming into the country
which keeps the economic activity going to generate demand. We have
taken a series of steps to ease the doing of business in India. We have
taken steps to make sure that there are no discretions, to clean up the
image of India which was that India is a corrupt society in the Centre
and the States and therefore, decisions are taken for collateral purposes,
that image is being cleaned up. In fact, one of the great things
happening in India today is that there is now competition between the

Reserve Bank obviously is going to undertake an exercise of exactly
