Disclaimer: This document is solely intended to guide the FBOs in filing of online applications
for Product Approval in FPAS and shall not be used for any other purposes. Based on the
history of applications filed and the knowledge accumulated from the applications filed, the
FPAS shall be periodically updated and enhanced.

1. Home page for FAPS, URL: http://fpas.fssai.gov.in

Existing user can provide the User ID and Password and proceed to FBO Home Page, New users must
register to obtain the log in credentials.

Note: Email & Phone Number should be valid and active since all the communication will happen
through this medium

Points to remember during registration:

1. Log in Credentials for the users will be received to the E mail ID which is provided at the
time of registration.
2. Always provide the name of the organization in the name of the applicant column and
provide official email address for authenticity
3. All the fields with * symbol should be given to complete the registration process.
4. Only status of the application will be communicated to the FBO in the form of SMS & Emails.

1. Please click on the new application tab and click OK on the declaration box for proceeding to
the first step of application process I,e. eligibility criteria scree

2. Eligibility Check for PA and application category

Note:

i. Genetically Modified (GM) Food / GM Ingredients cannot be marketed in India for Human
Consumption.
ii. Product Approval is not required for products produced in a 100% exported oriented unit meant
for export only

iii. Please provide the nearest FSSR and IFC with deviation for the products which doesnt have the
exact FSSR or IFC code
iv. Please provide the FSSR & IFC code by typing the first few letters of the product name and then
select from the drop down menu
v. User can verify PA/ NOC required or not required for their respective products
vi. Please peruse and respond to the questions. Based on the responses the system will provide the
relevant application form(1a/1b) to be filled in
vii. For the products (or ingredients) that belong to Section 22, plant or botanicals or substances
from animal origin please provide the information as shown in the below picture

viii. Please select the name of the traditional foods from the drop down

3. Basic Details for updating the organization & profile details, click on save and next for
proceeding to Product Screen:

4. Product Details:

FBO should provide all the mandatory fields in the product screen to add your product in the application

As shown in the above picture please click on

i. Serving details - Table below is displayed. Please select the end user category and fill in the
details of serving size and number of servings per day for each end user category selected.

ii. Documents to be uploaded The mandatory supporting documents as listed should be

uploaded. Documents should be in .pdf or .jpg formats only

In case more than one product needs to be applied in a Single PA application please click add products
to save the details and following screen appear. Those products which differ in the colors and flavors
only and all other ingredients and additives along with their quantities are same qualify to be included in
the same application.

The user can view, remove and edit the added product. For adding more products please click on add
another product and follow the same instructions as mentioned above

5. Ingredient Details:

As soon as you click Save & Next in the product screen the following ingredient screen appear with a
dialogue box Ingredient Details should match with the ingredient list attached to the label

After providing the necessary information, please click on ADD to save the ingredient and the following
screen appears

The user can edit, view and remove the added ingredient. Click on Add new record for adding more
ingredients. After completing the addition of ingredients please click on save & next to proceed to the
additive screen

6. Additive Details:

Please provide all the details of the additives in the below screen and click ADD to save the additive

Please click NO in the additive screen if the application doesnt have any additive other than the added
ingredients

7. Supporting Documents Page:

Please provide the relevant supporting documents, Check All of the check list and Save for proceeding to
the Summary PDF of the application

8. Summary PDF of the application

As soon as the user clicks save in the documents page, a summary of all the application will be
appeared in the PDF format before proceeding to the Payment. The user can review the application
and modify the details if needed

After payment for the application it is acknowledged and an Application reference number will be
generated with the transaction details in the FBO Dashboards as shown in the below pictures

11. Track Application Status:

FBO can track the status of the sucessfuly submitted application for PA/NOC directly
without login from website: http://fpas.fssai.gov.in/

Please enter valid application reference number and Captcha in respective filed for
submitted application.
Click on search button & user can view the status of the application in separate window
as below

12.Pending Applications- The applications which are sent to FBO for seeking additional information by
PA-Division, are listed under the Bin Pending Applications as shown below:

To submit clarification, FBO will click on the Ref. No. and following screen will be opened:

FBO can upload any additional documents, if required, and put his clarification in the Remarks column.
Remarks is mandatory for FBO before submitting.

In case FBO uploads a document and does not submit the clarification, he can continue from the current
stage later on as shown below-

After entering remarks FBO will have to click on Submit button for submission of clarification. A message
Will be displayed to FBO after clarification submission as below-

After clicking on OK in the message box which asks Application No. REFxxxxxxx resubmitted
successfully, Application will get submitted and it will be displayed under Submitted Applications bin again.

Note-
*Entire Application will be non-editable once submitted. FBOs are required to submit the documents and
provide clarification remarks during the clarification submission.

* All the applications which are pending with FBOs for clarification shall be automatically closed if they
do not respond within stipulated time i.e. 30 days from clarification date.
