federalism advocates in Davao City.

Speaking at Kapehan sa Dabaw Monday at SM City Davao, former City Councilor Aristeo Albay,
one of the KPP convenors said, it would be signi cant to make the kind reminder for a
federalist form of government in time for Independence Day.

Day nga ang ihap sa 700 days to May 13, 2019 which is the day of the plebiscite at achieving
the federal system. If you count June 13, 2017 to May 13, 2019 it would be 700 days to go, he
said.

In August last year, KPP presented their proposal for a ve-state federal system in the county.
Titled, A Birds Eye-View of the Proposed Federal System in the Philippines, KPP said the
country under a federal form can be dividedinto ve federal states or regions, namely: North
Luzon with 22 provinces, National Capital Region, South Luzon with 19 provinces, Visayas with
18 provinces, and Mindanao with 26 provinces. They also presented a roadmap to a federal
form.

Albay said KPPs advocacy for a federal form of government stated in the city but spread over
to the rest of the country as the group conducted advocacy activities as far as Panay Island
which included Iloilo, Capiz and Guimaras.

We have authorized presidents of Integrated Bar of the Philippines (IBP) to lead in moving
forth the Federalism concepts spearheaded by our group. Its the personal commitment of the
presidents, Albay said.

He said this is only the time they are mobilizing the IBP to engage in discussions to also draw
out opposition to come up with a dynamic discussion.

Architect Florencio Gavino also of KPP said they had made some proposal such as the
creation of a 40-member consultative commission (concom) for the drafting of the proposed
constitutional reform.

Gavino said to meet the scheduled plebiscite, they are hoping the concom to be constituted
this month. However, he took note of President Dutertes statement he will only constitute the
concom when the revised draft of the Bangsamoro Basic Law (BBL) is submitted.
Gavino said their group is also recommending the creation of a study group composed of
experts from the National Economic Development Authority (NEDA), Department of Finance
(DOF), Department of Budget and Management (DBM), and Department of Interior and Local
Government (DILG) to study the nancial aspect of going Federal for submission to the
Commission.

He said this is important because there should be a study on the nancial or economic viability
of the soon to be created federal states or regions.

Presidente for consideration and submit to Congress (There might be proposals later because

it might be submitted next month to the President for consideration and submit to Congress),
