Problem description

WhenaBScannotsupportanMStryinginitialnetworkentry,handover,orreentryfromidlemode,ithasto
movetheMStootherBSwhichcansupporttheMS.However,currentspecificationdoesnotsupportthe
operation.

BScanuseRNGRSP(withrangingstatus=abort)orDREGCMD(withactioncode=00),buttheycannot
designatespecifictargetBStotheMS.

BScanusetheDownlinkfrequencyoverrideTLV.ButtheTLVcannotdesignateaspecifictargetBSanditis
notavailablewhenreusefactor=1.

EventhoughMScanobtaintheServicelevelpredictionofeachtargetBSduringhandover,thesystemloadof
targetBSmaychangewhentheMSmovestotheBS.

MScouldgettheloadinginformation(AvailableDL/ULRadioResources)inDCD/UCDduringnetworkentry.
ButtheinformationisonlyfortheservingBS.Generally,theTXperiodofNBRADVmessageismuch
largerthanthatofDCD/UCD.Thus,MSmaynotgettheNBRADVmessageduringnetworkentry.MS
cannotperformloadbalancingbasedontheloadinginformationofonlytheservingBS.Incaseofreentry
fromidlemode,MSmaynotobtainlatestDCD,UCD,andNBRADV.TheConfigurationChangeCount
ofDCDandUCDdoesnotcountintheAvailableDLRadioResourceandAvailableULRadioResource
respectively.ThatmeansMSmostlyhaveloadinginformationwhichisnotvalidanymoreduringreentry
fromidlemode.

Draftspecification[IEEE802.16Rev2/D4]allowstheMStoscanandtoinitiateatanytimehandovertotarget
cellsdifferentfromtheonesindicatedbytheservingBS.MoreoverMScanexecutehandoverwithouteven
notifyingthetargetBSIDtotheBS.SuchbehaviormayleadtoconflictingdecisionsbetweenMSandthe
BS.MSinitiatedHOprimarilyaimsatindividualMSlinkoptimizationbytakingintoaccountchannel
qualitysituation.BSinitiatedLoadBalancingmayingeneralpursueoverallnetworkresources
optimizationbytakingintoaccountServingBSandnetworkloadconditions.
