Background:

Internet has been classified as the first cloud technology before but it evolves to be the super
highway of information exchange. Business sectors use internet as a platform for goods and services
of managing, and controlling their business operations. This allows the development of an Internet
Economy or Web Economy and to the business sector its the digital economy.

While the Internet is classified as an open and inclusive platform from heavy regulations, the
government seems to impose barriers on the digital arena that reflects trading. The government
intervention must balance the need to protect public interest and ensure open, reliable and secure
digital economy.

In the Philippines, the strategy framework were assigned to DICT that promote innovation
and provide policy to access global digital market place which serves as a gateway to trade goods and
services and accelerate economic growth using technology. The framework has the following
criterion (10). Choose your best answer as a benchmark (A,B,C,D) for each criterion. You have to
