The following activities are prohibited under U.S.

anti-boycott laws and regulations:


Agreements to refuse or actual refusal to do business with or in a boycotted country
(e.g., Israel) or with blacklisted companies.
Agreements to discriminate or actual discrimination against other persons based on race,
religion, sex, national origin, or nationality.
Agreements to provide or actual providing information about business relationships with
or in boycotted country (e.g., Israel) or with blacklisted companies.
Agreements to provide or actual providing information about the race, religion, sex, or
national origin of another person.
The anti-boycott laws cover all contracts, purchase orders, RFP documents, and any
other documents, as well as oral statements or agreements. All contracts of other
documents provided by suppliers or other parties should be reviewed.

See Appendix P39 for examples of prohibited language which must be reported to
the HQ Legal Unit if discovered.

Requests for Information


The IRC may not provide information about its activities in a boycotted country, its business
relationships with other U.S. companies, companies from a boycotted country, or about its
officers, directors, employees or shareholders. We cannot provide any such information,
even if it is publicly available, if such information is requested for boycott-related purposes.

11.4 Procurement of Hazardous Materials


Due to strict international regulation and the inherent dangers of hazardous materials, no
IRC staff will request, procure or handle hazardous materials unless the following criteria
have been met:
The material is essential to the success of a program.
The purchase is allowable under donor regulations.
The purchase is allowable under all applicable government regulations.
A fully qualified individual will supervise all aspects of the acquisition, packing, handling,
transportation, storage and distribution of the material.
Approval has been received from the Country Director prior to procurement.

Note: If in doubt about the hazardous status of a product, request the Material
Safety Data Sheet (MSDS).
