1.0 SCOPE

This specification covers the particular requirements for the design, manufacturing, and testing
of Medium Voltage Switchgear (MVSG) & Low Voltage Switchgear (LVSG), withdrawable
(drawout) units type, for indoor installation, in non-hazardous locations and corresponds to
minimum requirements. MVSG & LVSG shall fully comply with the requirements of the
Electrical Switchboard Specification CA04-04-33-P-SP-001, which shall be considered an
integral part of this specification.

2.0 GENERAL
A. This specification will be supplemented for use in conjunction with the Material
Requisition (MR), one line diagram and Data Sheet.

B. Should conflict exist between this specification and the SPECIFICATION CA04-04-33-
P-SP-001, the former shall govern; furthermore, should conflict exist among
SPECIFICATION CA04-04-33-P-SP-001, this specification and the MR or Data Sheet,
the MR or Data Sheet shall govern. In case of doubt Seller shall notify to Buyer in
writing for resolution.
C. Applicable codes and standards shall be those listed in SPECIFICATION CA04-04-33-
P-SP-001, unless otherwise specified in the MR or Data Sheet.
3.0 ELECTRICAL CHARACTERISTICS
A. The switchgear shall perform satisfactory and safely under all normal and fault
conditions. Even repeated short circuit interruptions shall not lead to diminished
performance or significantly shortened lifetime of the equipment.

4.0 MECHANICAL AND ELECTRICAL FEATURES


A. General Characteristics
a) The ratings specified in the one single diagram and Data Sheet are the actual
ratings required from the assembly when installed and working in the specified
location and under any specified special service conditions without the use of
cooling fans and are continuous ratings. The rating of all devices and equipment
shall correspond to the specified rating of the main circuits.
b) Switching devices shall not be arranged in parallel to provide the ratings
specified.
c) Future extension on both ends shall be possible in accordance with
SPECIFICATION CA04-04-33-P-SP-001.

Each section shall be an enclosed, free standing, floor mounted sheet


metal structure.
a) Each section shall be arranged to house:

withdrawable (drawout) circuit breakers for MVSG and withdrawable non


fused, air break circuit breakers for LVSG;

the main horizontal busbar connecting one section to the adjacent


sections;

wiring troughs and terminal blocks for power and auxiliary cables.
b) Switchgear, including the panel and busbars, shall be so designed as to
accommodate the expansion, contraction and deflection encountered in service.
c) The assembly shall be suitable for cabling of outgoing circuits without the need
to deenergize the busbars and without danger to personnel. Access to the
cable termination compartment for MVSG shall be from the front or rear of the
switchgear as specified in the Data Sheet. In the case of LVSG, access to the
cable termination compartment shall be from the front of the switchgear as
specified in the Data Sheet.
d) Cubicles shall be equipped with fully rated busbars/risers, shutters, doors, etc.,
and supply auxiliary equipment as detailed in the Data Sheet to enable the
compartment to be readily equipped as a complete panel without the need to
deenergize or dismantle the switchgear.
e) Removable lifting facilities shall be supplied with each shipping section of
equipment.
f) All equipment shall be fully rated for the short circuit duty as specified in the one
line diagram and Data Sheet.
g) Switchgear assemblies shall be naturally and adequately ventilated.
h) The front of each unit and terminal chamber shall be closed by panel type flush
hinged doors.
Any blank module shall be closed by a door or a bolted panel .
i) In the case of MVSG, separate compartment shall be provided for relays and
instruments.
j) Medium Voltage Switchgear control power busses shall be arranged such that a
separate one is provided for each power bus or power bus section for all its
outgoing circuit breakers.

k) Low Voltage Switchgear control power busses shall be arranged such that a
separate one is provided for the incoming line circuit breakers and bus tie circuit
breaker in secondary selective substation.
C. Busbars

The requirements of the SPECIFICATION CA04-04-33-P-SP-001 shall be met.

D. Earthing

The requirements of the SPECIFICATION CA04-04-33-P-SP-001 shall be met.

Each unit shall be provided with an earth terminal for connection of load cable
protective conductor, armouring, etc., which shall be connected to the main
earth bar. An earthing switch for MVSG shall be provided in the cable
compartment for outgoing feeders.
5.0 POWER CIRCUIT BREAKERS
5.1 Medium Voltage Switchgear
A. The circuit breakers shall be one of the following types, unless otherwise specified in
the data sheets:

Vacuum

SF6
B. For incoming & tie-breakers electrically operated circuit breakers in withdrawable
design are required. Rated and interrupt currents, are listed in the data sheets or
single-line diagrams.
C. Power circuit breakers must be capable of interrupting the specified short circuit
current.
D. Electrically operated breakers must have provisions for manual emergency operation
and shall have local ON and OFF pushbuttons. Local mechanical OFF pushbuttons
must permit tripping of the breaker upon loss of control voltage. Breaker mechanisms
must be mechanically trip-free and have anti-pump circuits.

E. Breaker control connections shall be via fixed, self aligning disconnects, or via umbilical
cord type plug connections. Either system must allow test-operation of the breaker in
the DISCONNECT position.
F. Breakers shall have mechanical indicators for their contact position.

G. Circuit breaker design shall prevent generation of dangerous transient over-voltages


when operated which could damage the insulation of apparatus served. This
particularly applies to breakers used as motor controllers and especially when switching
small inductive currents such as the no load or part load current of small motors.

5.2 Low Voltage Switchgear


A. For incoming & tie-breakers electrically operated air circuit breakers in withdrawable
(drawout) design are required. The operating mechanism must be of the stored-
energy, spring operated type. Rated and interrupt currents are listed in the data sheets
or single-line diagrams.

B. Power circuit breakers shall be fully rated for interrupting currents specified and shall be
capable of interrupting the specified short circuit current without the aid of current
limiters or fuses.

C. Electrically operated breakers must have provisions for manual emergency operation.
Local mechanical pushbuttons must permit tripping of the breaker upon loss of control
voltage. Breaker mechanisms must be mechanically trip-free and have anti-pump
circuits.
D. Integrated electronic fault-sensing and selective tripping devices (direct acting) for the
protective functions indicated in the data sheets or on the single-line diagram are
preferred over electromechanical devices. Bidders to detail their offered system and
functions in their proposal.

E. Breakers shall have mechanical indicators for their positions and their spring charging
status.
5.3 For Medium and Low Voltage Switchgear
A. Circuit breakers shall conform to IEC standards in terms of rating, testing and
performance, but they may conform to the standards of the country of manufacture for
construction requirements, provided these standards do not conflict with the above IEC
rules.

B. The governing data for the selection of circuit breakers are not only listed in the data
sheets and the single-line diagrams, but also those that can be readily calculated from
these documents. Above all, bidders shall ensure that the quoted circuit breakers are
suitable for their intended service and location, based on the data available at the time
of inquiry.

C. The drawout mechanism shall hold the breaker rigidly in the CONNECTED and the
TEST/DISCONNECTED position. The breaker disconnect device shall be interlocked
with the breaker trip-shaft to prevent withdrawal or insertion of the breaker from/into the
cubicle with the breaker in the ON position. If moving of the breaker from or into the
operating position requires undue effort by the operator, mechanical aids shall be
provided. Automatic shutters shall cover all disconnect (if applicable) contacts
automatically upon withdrawal of the breaker. The breaker must be lockable in the
DISCONNECT position.

D. As a minimum, power circuit breakers shall have 2 N.O. + 2 N. C. contacts wired to the
terminal strip for Purchasers use.

E. All auxiliary wiring to and from the circuit breaker shall be terminated on an easily
accessible terminal strip within, or close to the breaker compartment. This terminal
strip shall have at least 10 spare terminals on it. Each terminal and each wire shall be
clearly identified by the same symbols used in the circuit diagrams.

F. Breakers of identical rating and control scheme shall be completely interchangeable


within the same switchgear.

6.0 Protection and Indication


A. Protective relaying shall be provided as specified in one line diagram and Data Sheet.

B. The above functions shall be provided by solid state relays and trip coils, or by solid
state tripping devices integral with the breaker. Selectivity with the outgoing feeders
must be ensured in any case.
C. Each incoming feeder shall have one (1) voltmeter with selector switch and three (3)
ammeters as a minimum. Additional meters shall be provided as listed on the data
sheets.

In the case of MVSG, when specified, ammeters are required in outgoing


circuits as follows:
a) In one phase for motor controllers.
b) In other circuits either a triplex meter or single meter and transfer switch
for 3 phases.
D. Preference shall be given to relays wherein it is not possible to operate any function by
hand (except reset) without opening the relay case. External hand reset shall be
provided.
7.0 INTERLOCKS
A. All units shall be provided with a complete set of mechanical interlocks to prevent
incorrect operation and to provide safety for personnel in addition to any external
interlocks specified for operational reasons.

B. All necessary electrical interlocks shall be provided in addition to those specific


electrical interlocks detailed.

C. In the case of MVSG, as a minimum, a series of mechanical interlocks shall force the
operator into the only safe operating sequence of the switchgear, preventing positively
the following:
a) Moving the carriage with the breaker closed;
b) Switching the breaker in any but the locked Connected or Test/Disconnected
position;

c) Engaging the grounding switch with the carriage in the Connected position and
moving the carriage into this position with the grounding switch engaged.
D. On removable or withdrawable units for LVSG a mechanical interlocks shall be
provided to prevent the following operations and any other operations which could
cause danger or damage:
a) the unit being closed, unless it is correctly located in the service, isolated or
earthed positions or unless it is removed from the fixed part of the assembly;
b) the unit being withdrawn from or inserted into the feeder spouts or isolating
device when it is in the closed position;
c) the unit being moved to any position other than that selected by means of the
mechanical selector;
d) the unit being withdrawn or inserted into the fixed part unless it is in the correct
state for withdrawal or insertion;
e) the unit being closed in the service position unless all auxiliary circuits between
fixed and removable parts have been completed.

E. Means shall be provided to prevent opening of cubicle doors or covers before


disconnection of supply to exposed live parts within.

F. The unit shall be equipped with guides or rails to ensure positive alignment of the plug-
in contacts.

G. The male part of the pull apart terminal block (or plug) shall be fixed to the unit
structure. The female part shall be fixed to the cubicle in floating manner, providing
tolerance for alignment between the unit guide rails and plug pins.

H. It shall also be possible to unbolt or similarly remove the female plug from the unit, in
order to permit checking or altering of the wiring.
8.0 TEST POSITION
A. Test facility shall be such that when being used the power circuit is deenergized and
the auxiliary circuits are connected.

B. Test operations shall be performed either by means of a pushbutton unit to be plugged


into a test double pole socket, fixed either to the door or inside the unit in an accessible
position, or by the normal means of control through a selector switch having normal
service and test position.

C. Attention shall be paid to interlocks with other units and monitoring tags shall be
provided.
9.0 ANTI-CONDENSATION HEATERS
A. Space heaters shall be provided as per SPECIFICATION CA04-04-33-P-SP-001.

10.0 ACCESSORIES
A. Accessories shall be furnished together with the switchgear as required for proper and
safe operation. As a minimum, the following is required:

test & calibration device for solid-state breaker release units

lifting trolley or similar device to remove circuit breakers from the cubicles

set of lubricants for each circuit breaker

spray-can of matching touch-up paint for each switchgear assembly

testing cabinet and cable for circuit breakers, if they cannot be tested in the
withdrawn position in their cubicles

special tools if required for breaker contact maintenance.


11.0 DRAWINGS AND TECHNICAL DOCUMENTATION

Refer to SPECIFICATION CA04-04-33-P-SP-001 for the drawings and technical


documentation requirements.
