NOTICE INVITING OFFERS FOR SOIL INVESTIGATION


(Project CFC/IJSG/21) on Jute Geotextiles

Secretary, National Jute Board, a statutory body under the Ministry of Textiles, Govt of India, with its
registered office at 3A & 3B Park Plaza, 71 Park Street, 3rd Floor, Kolkata 700 016 invites offers from
bonafide and established geotechnical consultancy/testing outfits located in West Bengal for conducting soil
tests on selected stretches of rural roads and river banks spread over different districts in West Bengal as a
component of an international project on Jute Geotextiles (CFC/IJSG/21). The project envisages about 10
sites in all in West Bengal.

2. The intending consultancy firms must have previous experience of at least five years in arrying out
geotechnical investigations and must own a full-fledged soil laboratory with the latest instruments manned
by qualified technical personnel. The intending offerer shall append certified copies of its credentials, trade
licence etc. along with its financial offer.

3. The probable districts to be covered in West Bengal for the field trials in the project are (a) South 24-
parganas, (b) Nadia, (c) Murshidabad, (d) Malda, (e) South Dinajpur, (f) Jalpaiguri and (g) Coochbehar.

4a. The geotechnical tests to be carried out as per IS:1892 during soil exploration are :
a) Determination of Grade of soil and its classification
b) Atterberg limits & Plasticity Index
c) Average grain size distribution
d) Bulk density and natural moisture content
e) Hydraulic conductivity of soil, Specific gravity and pH
f) Angle of internal friction
g) Triaxial test
h) Location of water table (for rural roads only)
i) Swelling Potentials

4b. The geotechnical tests to be carried out for borrow material/sub-grade material are :
a) Grain size distribution
b) Specific gravity
c) Atterbergs Limit
d) Triaxial test compacted sample
e) Standard Proctor Compaction
f) CBR
g) Swelling Potentials

The tests stated above on a soil samples collected will be deemed to constitute one full set of tests.

5. The selected firm will require to collect soil samples from the selected sites at an interval of 250 meters
(for rural roads the test stretch will be 1000 meters and for river bank erosion control the test bank will be
500 meters long) and transport them to its laboratory for tests. In case of erratic sub-soil, the interval may
have to be reduced to 50 meters.

6. Depth of bore hole

In both the cases of road and river bank, at least one bore hole should extend up to the hard stratum.
Rural Road

In case of old road twice the width of the embankment at base.

In case of new road the bore hole will extend up to hard strata or twice the width of the embankment which
one is more.

River bank

The depth of the bore hole will extend up to 1.5 times the difference in elevation of the top edge of the
riverbank and the lowest bad level near the toe.

7. The test results along with a technical report in duplicate shall be submitted to the Project Office of the
Board at 75C Park Street, 6th floor, Kolkata 700016 within 21 days of collection of the samples from sites
followed by a report which is to be submitted within 10 days of completion of all tests. The report shall
contain test results showing bore-hole logs and other relevant details such as cross section of soil structure.

8. The rates are to be quoted separately for each of the following activities-

i. Collection & transportation of samples (sufficient for one set of tests for every 250 metres)

a) for sites in the districts of southern West Bengal (south of Farakka) and
b) for sites in the districts of northern West Bengal (north of Farakka)
Unit-per sample set (district-wise rates to be quoted)
ii. Testing charges unit-per each full set of tests

iii. Preparation and submission of report Unit-LS

9. Sealed offer addressed to Secretary, National Jute Board must reach the Project Office located at 75C,
Park Street, 6th Floor, Kolkata 700016 by 11th June, 2010 before 14.00 hours. The project details may be
seen from the web-site at www.jutegeotech.com.

10. The offer should be submitted in two separate envelopes super-scribing Financial Offer and
Technical Offer. The Technical Offers will be opened at 15.00 hrs on the same day when authorized
representatives of the offerers may be present. The date and time of opening of Financial Offers will be
intimated in due course.

11. The selected agency shall execute an agreement with the National Jute Board immediately after
conveyance of acceptance of the offer.

12. Secretary, National Jute Board is not bound to accept the lowest offer and reserves the right to reject any
or all offers without assigning any reason.
