SECTION 1. The Executive branch shall be composed of the following officers:
1. President 2. Vice-President for Internal Affairs 3. Vice-President for External Affairs 4. Secretary 5. Treasurer 6. Auditor 7. Public Relations Officer SECTION 2. The Executive Board shall be in charge of the implementation of the policies, rules, regulations and decisions adopted by the Legislative Board. SECTION 3. It shall have the authority to create committees as it may deem necessary. 2015 Amended Constitution and By-Laws / U.E-LSG 3 SECTION 4. It shall meet every first Saturday of the month. A special meeting may be called by the President, as necessary. A majority of all its members shall constitute a quorum to do business in every meeting. ARTICLE V THE LEGISLATIVE BRANCH SECTION 1. The Legislative branch shall be composed of the following officers: 1. Deputy Speaker 2. Secretary General 3. Batch Representative 4. Heads of different organizations or their duly authorized representatives. The Vice-President Internal of the Executive Board shall automatically be the ex officio Deputy Speaker of the Legislative Board to preside the first meeting until the Deputy Speaker had been elected. The positions of Deputy Speaker and the Secretary General shall be elected by a vote of majority of the Legislative Board. The Deputy Speaker shall have the power to call and preside over all its meetings. He shall prepare the agenda and shall inform through means as agreed in their internal rules the date, time, and place for the meetings. He shall have the power to call for the roll in every assembly. The Secretary General shall keep the minutes of the meeting of the branch and shall take over the duties and a responsibility of the Deputy Speaker during the latters absence. SECTION 2. The Legislative Board shall be the lawmaking body of the U.E-LSG and shall be responsible for formulating policies, rules and regulations affecting the interest and welfare of the students. It shall deliberate on and pass the laws that shall govern the U.E College of Law student body. A two-thirds vote of all its members is required to pass a law. SECTION 3. It shall meet every second Saturday of the month. A special meeting may be called by the Deputy Speaker, as necessary. A majority of all its members shall constitute a quorum to do business in every meeting. ARTICLE VI POWERS AND FUNCTIONS SECTION 1. The President shall have the following powers and duties: 2015 Amended Constitution and By-Laws / U.E-LSG 4 1. Preside over all meetings of the Executive branch and decide on all questions of order; 2. Sign all resolutions, communications and other papers pertaining to the business of his office; 3. Prepare for the budget for one (1) school year of the U.E-LSG, which shall be submitted to the Legislative Branch within one (1) week from the first Saturday of the month following the election of the Deputy Speaker; 4. Create such committee as may be necessary; 5. Cooperate with the U.E Central Student Government and the administration on matters affecting the well-being of the U.E Law students; 6. Approve and sign disbursements from the fund of U.E-LSG in the custody of the elected Treasurer; 7. Call for special sessions and meetings when deemed necessary; 8. Approve or veto bills and resolutions passed by the Legislative branch. If the bill is forwarded to him for approval and has remained unacted upon after ten (10) days from the date of receipt, such bill shall be deemed as approved by him; 9. Represent the organization in the Academic Council of the University; 10. To perform such other duties as may be necessary to achieve the objectives of the U.E-LSG. SECTION 2. The Vice-President for Internal Affairs shall have the following powers and duties: 1. Assist the President in the performance of his duties; 2. Perform the duties of the President in the event of the latters illness or inability to discharge the duties of his office or in case of permanent vacancy in the said office; and 3. Perform such other duties as may be assigned to him by the President in relation to his office. SECTION 3. The Vice-President for External Affairs shall have the following powers and duties: 1. Be the liaison officer and head delegate in the National Convention of the Association of Law Students of the Philippines and other conventions, and organizations of law students; 2. Create linkages with other colleges, universities, and other law schools; and 3. Perform such other functions as the President may assign. SECTION 4. The Secretary shall have the following powers and duties: 1. Keep the minutes of all the meetings of the U.E-LSG, preserve them in a proper manner and attest to their accuracy; 2. Keep all records of the U.E-LSG and post the same, as well as the announcements and reports on the activities of the U.E-LSG and other matters similar in nature, for the information of all parties concerned; and 3. Perform such other duties as may be assigned to him by the President in relation to his office. 2015 Amended Constitution and By-Laws / U.E-LSG 5 SECTION 5. The Treasurer shall have the following powers and duties: 1. Keep record of receipts and disbursements of the U.E-LSG and make the same available to all members at all times; 2. Make monthly reports to the U.E-LSG on the state of its finance. The first report shall be submitted on the first meeting of the Executive branch; and 3. Perform such other duties as may be assigned to him by the President in relation to his office. SECTION 6. The Auditor shall have the following powers and duties: 1. Conduct monthly examination of the book of accounts of the U.E-LSG; 2. Render a written report on the audit performed at the next regular meeting following the completion of the same; and 3. Perform such other duties as may be assigned to him by the President in relation to his office. SECTION 7. The Public Relations Officer shall have the following powers and duties: 1. Take charge of the publications of the activities of the U.E-LSG; 2. Be in charge of keeping the student body and all concern parties well informed of all U.E-LSG activities; 3. Ensure the proper announcement of the activities of the U.E-LSG to the student body through a student bulletin that may be established by the U.E-LSG, and shall maintain the same; 4. Make sure that the members of the U.E-LSG are well informed of all its activities and meetings; and 5. Perform such other duties as may be assigned to him by the President in relation to his office. SECTION 7. The Legislative branch shall have the following powers and duties: 1. Discuss and pass bills and resolutions; 2. Discuss and approve projects that may be submitted by the President from time to time; 3. Override the vote of the President on bills and/or resolutions by a vote of the majority of the quorum of the Legislative body and members present constituting a quorum; and 4. Initiate and try impeachment proceedings and promulgate rules and procedures thereof. 2015 Amended Constitution and By-Laws / U.E-LSG 6 ARTICLE VII QUALIFICATIONS OF THE EXECUTIVE BOARD OFFICERS SECTION 1. A candidate of any position of the Executive Board shall possess the following qualifications on the day of the elections: PRESIDENT: 1. No candidate may run for any elective position in the U.E-LSG President unless he is at least an incoming junior. A student is deemed an incoming junior if he has completed at least 59 units from the curriculum of the College of Law and is about to take third year subjects; 2. Currently enrolled with a total of at least 15 units of academic load; 3. Shall have no outstanding unit failure on the semester immediately preceding the election; 4. Having continuous residency in the University for at least two semesters; 5. Shall be of good moral character as certified by the Office of the Dean of the U.E College of Law. VICE PRESIDENT INTERNAL AND EXTERNAL: 1. No candidate may run for any elective position in the U.E-LSG President unless he is at least an incoming junior. A student is deemed an incoming junior if he has completed at least 59 units from the curriculum of the College of Law and is about to take third year subjects; 2. Currently enrolled with a total of at least 15 units of academic load; 3. Shall have no outstanding unit failure on the semester immediately preceding the election; 4. Having continuous residency in the University for at least two semesters; 5. Shall be of good moral character as certified by the Office of the Dean of the U.E College of Law. SECRETARY, TREASURER, AUDITOR and PRO: 1. No candidate may run for any elective position in the U.E-LSG Executive Board unless he is an incoming sophomore. A student is deemed an incoming sophomore if he has completed at least one semester in the U.E College of Law and is about to take second year subjects; 2. Currently enrolled with a total of at least 15 units of academic load and is not under probation as may be certified by their college; 3. Shall have no outstanding 3 unit failure; 4. Shall be of good moral character as certified by the Office of the Dean of the U.E College of Law SECTION 2. No officer of the Executive Board shall, during his tenure, hold any other position in any capacity in any recognized student organization in the College of Law. 2015 Amended Constitution and By-Laws / U.E-LSG 7 SECTION 3. The election of the officers shall be held two months prior to the end of the semester and the campaign period shall be held a week prior to the said date, provided that in the event that the latter fails to hold an election on such date, and provided further that no date for the election has been fixed, the election of officers in the College of Law shall be held within thirty (30) school days from the first day of the first semester of the school year.
