1. SECTION 1
CONDITIONS OF OFFER
1..1. The Conditions of Offer, Conditions of Licence and Evaluation Criteria can be viewed by
clicking on the following hyperlink:

2. SECTION 2
SCOPE
2..1. The Department of Education and Training (DET) seeks proposals from Pre-qualified
Providers (PQP) to provide the Services described in this Invitation to Offer. In this
document, the PQP is referred to as the Licensee.
2..2. The proposed term of the Licence to Use Department of Education and Training Premises
for Outside School Hours Care Service (referred to in this document as the Licence) is
five (5) years with the possibility to extend by a further two (2) periods of up to two (2)
years each, for a total agreement period of nine (9) years.
BACKGROUND
2..1. Berrinba East State School is in the South East Region which services a large residential
area and surrounding community of Berrinba approximately 3 kilometres from Logan
Central. The school has a current enrolment of 436 students in years Prep to Year 6 (P-6).
It is expected that enrolment will increase to 450 over the next year.
2..2. Physical features of the school include 38 classrooms, science lab, resource centre, music
centre and library. There is one (1) outside covered area, three (3) large ovals and three
(3) adventure playgrounds.
2..3. The student population, assumed to be represented by a wide range of socio-economic
and cultural backgrounds, is likely to be characterised by a reasonable percentage of
families with both parents working and a large majority of parents work shift work. Many of
these people will commute to work in the environs of Logan and surrounding centres.
2..4. The Outside School Hours Care (OSHC) Service is required to cater for the following
approximate number of children of school age during both Queensland term periods and
vacation periods.

2..5. SITE VISIT: The Principal of Berrinba East State School offers prospective providers an
opportunity to view the school OSHC facilities on 17th August at 10:00 am and18th August
and 10:00am. Offerors are required to advise the Contact Officer of their intention to
attend by COB 12th August. No more than two (2) Officers from the same Provider may
attend the same site visit. All attendees must sign the attendance record which will be
provided at each site visit.
2..6. A current OSHC Service does not exist at the school.
2..7. Facilities available for use by the successful Offeror to deliver the services required
include the school hall including use of the kitchen, office and storage, school library,
Factory, Music and Media rooms and courtyard and areas around the school grounds
including school oval, Basket Ball and Tennis courts when not hired out, outside covered
area and adventure playgrounds. There is 1 oval and 2 play grounds. Equipment
available for use includes Tables and chairs, projector, large screen and PA equipment.

2..8. The School wishes to advise that currently the following practices occur that may impact
on the numbers attending the service:
Kids being bussed offsite to other OSHC service.
Sports and Other programs.
Breakfast Club for service users

Currently Berrinba East State School offer a breakfast for all students 5 days a week
starting at 8:00 am. This may have an effect on the before school care numbers.
Berrinba East State School participate in Qld School Sport run events. Most of these are
conducted during school time.
Currently a number of children are transported to Day Care and OSHC facilities off site.

3. SECTION 3
SPECIFICATIONS
3..1. FEE STRUCTURE
3..1.1. The Offeror is to set out in the Response Schedule at Form 9, its proposal for all fees and
charges for the OSHC Service. This fee structure should include details of the fees payable
by users of the Service, as well as Service charges. All fees charged should be exclusive of
the Child Care Rebate and Child Care Benefit and should be based on a per child per
Service rate. The Offeror must outline any applicable discounts available to families with two
or more children utilising the Service or any other discounts available.
3..1.2. As per the agreed Terms and Conditions of DETE 101234, Fee and Service Charges must
remain firm for 12 months from commencement of a Licence and may only be varied at
twelve (12) month intervals during the period of the Licence. .
3..1.3. The Fee Structure proposed by the Offeror must detail fees for:
Before School Care (BSC)
After School Care (ASC)
Vacation Care (VC)
Student Free Day (SFD)
3..1.4. Where the Offeror proposes that any other charges will be applicable, these must be detailed
in the Response Schedule at Form 9. Other charges may include:
Enrolment/Membership/Application fees
Late pick-up fee
Absence fee (no advice)
Absence fee (advised at least 48 hours prior to absence)
Casual booking fee
Any other applicable fees/charges
3..1.5. The Offeror must disclose all proposed fees and charges applicable to the Service requested
in this Offer. In the event that an Offeror does not disclose a fee or charge in the Offer, the
fee or charge may not be applied during the term of the Licence without the express written
approval of the School Principal.
3..1.6. Offerors are to specify the minimum number of students required to ensure the viability of the
Service in the Response at Form 5 Question 6.
3..1.7. Any request for a fee increase must be in writing eight (8) weeks before the intended
implementation and the School Principal or his/her representative must agree to the increase
in writing before the fee variation can be implemented. Such request must include evidence
to substantiate the basis of the proposed fee increase (e.g. CPI, increases in Labour award
rates). Fee decreases can be implemented at any time, after notifying the School Principal of
the intended decrease.
3..2. HOURS OF CARE REQUIRED
3..2.1. It is anticipated the Hours of Operation for OSHC Services will be as follows:

3..3. COMMENCEMENT DATE


3..3.1. The proposed Commencement Date for OSHC Services is 12th December or earlier if Site
Service Approval is received. (NOTE: The date proposed is to be used as a guide only).
3..3.2. If the Licensee fails to achieve Site Service Approval within ninety (90) days of signing of the
Licence the School Principal may reserve the right to terminate the Licence.
3..4. FACILITIES
3..4.1. A diagram/map showing the rooms available for the conduct of the Services is provided at
Attachment 1 of the Response Schedule.
3..5. HIRE CHARGES
3..5.1. The Licence requires a Hire Charge to be paid to the Licensor for the use of the facilities by
the Licensee. The Hire Charge is nominated in Form 10 of the Response Schedule, and
directly relates to the facilities the Licensee will have access to.
3..6. OUTGOINGS
3..6.1. The Licence allows the Licensor to recover Outgoings connected to the Licensees use of
the premises. These Outgoings include but are not limited to: electricity, water, gas, cleaning,
toilet consumables and pest control.
3..6.2. The Licensor stipulates in Form 10 of the Response Schedule, the following:
actual costs to be paid by the Licensor;
costs included in Outgoings;
the expenses the Licensee is responsible for;
payment terms; and
method of payment
3..6.3. At the Response Schedule the Offeror is to indicate their agreement to the proposed Hire
charges and Outgoings.
3..7. FOOD FOR CHILDREN
3..7.1. In upholding the Queensland Governments commitment to the health and wellbeing of
children, it is expected that a nutrition policy is implemented which reflects the intent of Smart
Choices - the Healthy Food and Drink Strategy for Queensland Schools and meals are
prepared by the Licensee in accordance with the Physical Activity and Nutrition Outside
School Hours (PANOSH) Food Safety guidelines as endorsed by Queensland Heath.
3..7.2. The Offeror is required to submit a typical five (5) day sample menu for one (1) calendar
week (Monday to Friday) incorporating a Before School Care and After School Care menu
plus a menu for Vacation Care.
3..8. PROGRAM
3..8.1. The Department is seeking Offerors who can provide a program reflective of the National
Quality Framework and that offers a variety of activities to accommodate the different
interests and needs of the students, inclusive of students with a disability or special needs.
3..8.2. Offerors are to provide a sample of a routine five (5) day program for one (1) calendar week
(Monday to Friday) for both Before and After School Care and a five (5) day sample program
for Vacation Care.
3..9. AVAILABILITY OF QUALITY RESOURCES/PLAY EQUIPMENT
3..9.1. The Department is seeking Offerors who can deliver quality and diverse planned activities for
children. Offerors are requested to provide details of quality resources/play equipment
available to support their programs for this particular site.
3..10. COMPLAINTS
3..10.1. The Offeror will provide details in the Response Schedule at Form 5 Question 8 of how to
make a complaint and how the complaints will be addressed, including an escalation
process.
3..11. CO-INVESTMENT
3..11.1. Offerors may choose to offer a co-investment contribution (financial) in the Response
Schedule at Form 7 to be provided to the school. In the event that co-investment
contributions are offered, such contributions will be capped at the following levels:

3174 Maximum 5% of total fees payable by end users

75+ Maximum 7.5% of total fees payable by end users

NOTE: Average attendance numbers will be assessed on a quarterly basis to determine


appropriate amount of co-investment permitted and applicable.
3..11.2. Co-Investment percentage will be calculated using the enrolment numbers detailed at item
2.2.4. Offerors may also indicate future co-investment figures based on growth of service.
3..12. VALUE ADDS
3..12.1. The department is seeking Offerors who can provide value added Services specific to
Berrinba State School.
3..12.2. These Services are detailed at Form 11 of the Response Schedule. Offerors may also
nominate additional value added services.
3..12.3. Where an Offeror provides value added Services, these specific Services and timeframes
where applicable will form part of the agreement. Failure to provide the additional specific
Services within the timeframes outlined in the Offer may constitute a breach of the contract.
3..13. REFEREES
3..13.1. Offerors are required to nominate two (2) customers to whom they currently provide similar
Services. The department reserves the right to also contact known DET customers of the
Offeror to seek customer feedback. Feedback will be sought in respect of, but not limited to,
the Offerors performance in respect of quality of Service, charges and responsiveness and
complaint resolution.
3..14. TERM
3..14.1. The initial Term of the Licence is five (5) years from the Commencement Date. Two (2)
extension periods of up to two (2) years each in duration will be available at the Customers
sole discretion, totalling nine (9) years. The Customer will undertake to assess the
Contractors performance on a regular basis and prior to exercising any extension options.
These reviews/assessments will take place at the end of years one (1), three (3), five (5) and
seven (7) year marks, at a minimum, and the Customer reserves the right to utilise the
results of these reviews to either extend the Term or terminate and initiate a tender process.
3..14.2. It is expected that schools will revisit the marketplace by conducting a new tender process
prior to the expiration of the nine (9) year term to ensure a new licence is awarded in time for
continuation of the Services. Extensions past the nine (9) year term are not to be exercised
by the school without the written approval of Corporate Procurement Branch.
3..15. TRANSITION/IMPLEMENTATION PLAN/CONTINUITY PLAN
3..15.1. The Successful Offeror, is required to provide a Transition Plan, which includes but is not
limited to an outline of the hand over process, appropriate handling of student details and
data, removal of the outgoing Licensees equipment and cleaning/maintenance
requirements.
3..15.2. Where a Licence expires or is terminated and the incumbent is not successful in continuing
the Services, the incumbent will be required within 14 days to commence the process to
transfer or surrender their Service Approval.
3..15.3. If the Successful Offeror is the incumbent, they are required to supply a continuity plan,
which includes but is not limited to communication of any new procedure, changes to policies
and changes to charges and fees.
3..15.4. Where there is no incumbent, the Successful Offeror is required to provide an
Implementation Plan, which includes but is not limited to providing an outline of how the
Services will be established for the first time and a list of the resources and equipment to be
provided.
3..15.5. In consultation with the School Principal, the Successful Offeror will develop and implement
an agreed communication and marketing plan.
3..15.6. The Successful Offeror will be required to negotiate procedures for the collection of data
relating to key performance indicators (KPIs) with the School Principal.
