LODGEMENT DETAILS:
1. All files that comprise an Offer must be uploaded on the Government QTenders website -
https://www.hpw.qld.gov.au/qtenders/
2. Each electronic file submitted cannot exceed 7 megabytes. Files may be zipped.
3. Offerors are not to contact any departmental officer other than the Contact Officer
nominated below.
4. Should an Offeror contact any person other than the contact officer nominated
below (including but not limited to: any Parents and Citizens office bearer,
employee, school employee, departmental officer or an employee of the current
provider) in regards to this tender, it may result in their Offer being excluded and
declared as non-conforming.
5. Offerors are advised that their Tender Responses are not to exceed 50 pages
including attachments, cover letters etc. Offers larger than 50 pages may be deemed
as non-conforming.
6. Original tender response documentation must not be altered (including any
deletion or insertion of information). In the event that tender response
documentation is altered, the offer may be considered non-conforming and may be
excluded from evaluation.
7. Offerors are reminded only the Offerors Response Schedule (plus any attachments)
needs to be submitted.

1. SECTION 1
CONDITIONS OF OFFER
1..1. The Conditions of Offer, Conditions of Licence and Evaluation Criteria can be viewed by

2. SECTION 2
SCOPE
2..1. The Department of Education and Training (DET) seeks proposals from Pre-qualified
Providers (PQP) to provide the Services described in this Invitation to Offer. In this
document, the PQP is referred to as the Licensee.
2..2. The proposed term of the Licence to Use Department of Education and Training Premises
for Outside School Hours Care Service (referred to in this document as the Licence) is
five (5) years with the possibility to extend by a further two (2) periods of up to two (2)
years each, for a total agreement period of nine (9) years.
BACKGROUND
2..1. Berrinba East State School is in the South East Region which services a large residential
area and surrounding community of Berrinba approximately 3 kilometres from Logan
Central. The school has a current enrolment of 436 students in years Prep to Year 6 (P-6).
It is expected that enrolment will increase to 450 over the next year.
2..2. Physical features of the school include 38 classrooms, science lab, resource centre, music
centre and library. There is one (1) outside covered area, three (3) large ovals and three
(3) adventure playgrounds.
2..3. The student population, assumed to be represented by a wide range of socio-economic
and cultural backgrounds, is likely to be characterised by a reasonable percentage of
families with both parents working and a large majority of parents work shift work. Many of
these people will commute to work in the environs of Logan and surrounding centres.
2..4. The Outside School Hours Care (OSHC) Service is required to cater for the following
approximate number of children of school age during both Queensland term periods and
vacation periods.

2..5. SITE VISIT: The Principal of Berrinba East State School offers prospective providers an
opportunity to view the school OSHC facilities on 17th August at 10:00 am and18th August
and 10:00am. Offerors are required to advise the Contact Officer of their intention to
attend by COB 12th August. No more than two (2) Officers from the same Provider may
attend the same site visit. All attendees must sign the attendance record which will be
provided at each site visit.
2..6. A current OSHC Service does not exist at the school.
2..7. Facilities available for use by the successful Offeror to deliver the services required
include the school hall including use of the kitchen, office and storage, school library,
Factory, Music and Media rooms and courtyard and areas around the school grounds
including school oval, Basket Ball and Tennis courts when not hired out, outside covered
area and adventure playgrounds. There is 1 oval and 2 play grounds. Equipment
available for use includes Tables and chairs, projector, large screen and PA equipment.

2..8. The School wishes to advise that currently the following practices occur that may impact
on the numbers attending the service:
Kids being bussed offsite to other OSHC service.
Sports and Other programs.
Breakfast Club for service users
Currently Berrinba East State School offer a breakfast for all students 5 days a week
starting at 8:00 am. This may have an effect on the before school care numbers.
Berrinba East State School participate in Qld School Sport run events. Most of these are
conducted during school time.
Currently a number of children are transported to Day Care and OSHC facilities off site.

3. SECTION 3
SPECIFICATIONS
3..1. FEE STRUCTURE
3..1.1. The Offeror is to set out in the Response Schedule at Form 9, its proposal for all fees and
charges for the OSHC Service. This fee structure should include details of the fees payable
by users of the Service, as well as Service charges. All fees charged should be exclusive of
the Child Care Rebate and Child Care Benefit and should be based on a per child per
Service rate. The Offeror must outline any applicable discounts available to families with two
or more children utilising the Service or any other discounts available.
3..1.2. As per the agreed Terms and Conditions of DETE 101234, Fee and Service Charges must
remain firm for 12 months from commencement of a Licence and may only be varied at
twelve (12) month intervals during the period of the Licence. .
3..1.3. The Fee Structure proposed by the Offeror must detail fees for:
Before School Care (BSC)
After School Care (ASC)
Vacation Care (VC)
Student Free Day (SFD)
3..1.4. Where the Offeror proposes that any other charges will be applicable, these must be detailed
in the Response Schedule at Form 9. Other charges may include:
Enrolment/Membership/Application fees
Late pick-up fee
Absence fee (no advice)
Absence fee (advised at least 48 hours prior to absence)
Casual booking fee
Any other applicable fees/charges
3..1.5. The Offeror must disclose all proposed fees and charges applicable to the Service requested
in this Offer. In the event that an Offeror does not disclose a fee or charge in the Offer, the
fee or charge may not be applied during the term of the Licence without the express written
approval of the School Principal.
3..1.6. Offerors are to specify the minimum number of students required to ensure the viability of the
Service in the Response at Form 5 Question 6.
3..1.7. Any request for a fee increase must be in writing eight (8) weeks before the intended
implementation and the School Principal or his/her representative must agree to the increase
in writing before the fee variation can be implemented. Such request must include evidence
to substantiate the basis of the proposed fee increase (e.g. CPI, increases in Labour award
rates). Fee decreases can be implemented at any time, after notifying the School Principal of
the intended decrease.
3..2. HOURS OF CARE REQUIRED
3..2.1. It is anticipated the Hours of Operation for OSHC Services will be as follows:
