all of the bicyclists who participated in Lucinda Means Bicycle Advocacy
Day on May 24 to help us advance our safety legislation. A heartfelt thank
you to our host partners at the Michigan Trails and Greenways Alliance,
Michigan Mountain Biking Association, and PEAC.

Together we met with 82 legislative offices to advance our 5-foot passing


legislation and improvements to drivers education to allocate more time
in the curriculum to bicycle safety and awareness. Bills on both issues
received a warm welcome from both sides of the isles during Advocacy
Day.

Advocacy Day participants also helped raise awareness for the need
to define e-bikes and create rules about where they can be ridden. We
also made the case for the need to clarify the definition of an obstructed
license plate to exclude bicycle racks that partially block a license plate.
LMB is working closely with a bill sponsor on both e-bikes and the license
plate issue and expect legislation to be introduced later this summer. (To
read more about Advocacy Day, see page 7.)

Additionally, LMB continues to support efforts to curb distracted driving.


In May, I had the privilege to testify before the House Transportation and
Infrastructure Committee in support of legislation to require hands free
operation of cell phones while driving. As vulnerable roadway users,
cyclists and pedestrians are at greatest risk from inattentive drivers. On
the Senate side, we are working with Senator OBrien on legislation to
strengthen distracted driving penalties.

One of my favorite parts of Advocacy Day was announcing our inaugural


Micro Grant winners. LMB was overwhelmed with proposals for inspiring
projects. In total, we dispersed $12,400 to fund 10 projects with our initial
round of grants. The total submissions were over three times our avail-
able funds. Micro Grant funds come from LMB tour proceeds. The grant
program is focused on supporting projects focused on bicycle safety,
advocacy, and efforts to increase ridership, especially among youth,
women, and underserved communities. Look for more information about
