EXECUTIVE SUMMARY

Peace and Order condition is relatively normal with occasional armed engagement between the
forces of the government and recognized combatants of the MNLF, MILF and BIFF forces. In
2015, after the known Tukanalipao-Mamasapano incident, it happened with considerable
casualties in both sides, some area of the municipality have been affected with families displaced
and evacuated in the lgu evacuation area. Datu Unsay became one of the sixteen (16) lgus recipient
of the Humanitarian Development Assistance Program (HDAP) of ARMM. Peace related program
such as the creation of BPATs as force multipliers, Municipal Mayors Council and establishment
of Peace Center (ongoing construction).

In addition to, by way of constant communication with all the stakeholders in the municipality,
this local unit were able to prevent other groups of terrorist/lawless from entering in its territorial
jurisdictions. Now as to presence of BIFF in the area, it is worthy to recall that this group originated
from the MILF, thus, they cannot easily be eliminated or thrown away from this place considering
the existing peace negotiation between the MILF and the RP. it has been repeatedly mentioned in
many forums in this unit that most of the members of this BIFF have relatives with the members
of the MILF, hence, when it comes to worst they still help each other against our AFP which causes
difficulties to the latter in fighting the BIFF, as a result, they really need to address it appropriately.
Also in 2016, relative to the Anti-Illegal Drug campaign of the Duterte government, Datu Unsay
also endeavored to assess the extent of the drug problem occurrences in the community. Findings
include about (25) illegal drug users surrendered and that drug source mostly comes from transient
pushers not residents of Datu Unsay, prompting the conduct of drug testing activity to all officials
of the municipal and barangay government, and the lgu, the PNP and other stakeholders conduct
of drug related activities to stop the spread of drug menace. The Municipal Anti-Illegal Drug Abuse
Council headed by its LCE prompted the council to strengthen its efforts towards the eradication
of this mounting problem.

All things considered, the Municipal Peace and Order Council (MPOC) has directed all its
members to exert diligent effort to maintain peace in the locality. Prompt and cohesive action shall
play a great role in the attainment of peace. Although it is still POVERTY which is our most
common enemy, with cooperation amongst its constituents and government, Datu Unsay shall
become a progressive and peaceful community in the years ahead. The collective ideas of the
technical working group is meant to address issues regarding peace, security and culture. It is
never perfect, underlying conflict may arise in the community but somehow good intentions is
what we need to guide us to move forward.
