Youth Civic Education Program

Khorog, December__, 2015

In March 2015, with support from the European Union, the Institute for International Cooperation of the German Adult
Education Association (DVV International) initiated a new 3-year Project called Youth Empowerment toward
Sustainability and Change (YES to Change) within the framework of the EU Peace Building Partnership Programme.
The project is funded by the European Union (494,096 Euros = 80%) and the German Federal Ministry for Economic
Cooperation and Development (130,904 Euros = 20%). The Project activity targets 7 districts of Badakhshan and its
capital town Khorog.

Within the Project framework, Public Organization (PO) Kalam in partnership with the DVV International announces
initiation of the Civic Education Program, which includes
a) Training component: 10 training topics; 70 one-day training sessions in all the 7 districts of the Region;
b) Youth debate clubs: 7 debate clubs in 7 districts; 84 debate clubs meetings; and
c) Civic Education Initiative Fund: grant support to 25 youth initiatives from all the 7 districts;
d) Development of a regional network of the youth public organizations.

Institutional capacity of the CSSC Kalam will be strengthened to take over further, post project activities on youth
civic education in Badakhshan. A pool of 25 trainers, representing all the Badakhshan regions districts will be trained,
which will be competent to continue civic education programs, independently on the following agenda:

citizen rights and responsibilities, leadership skills,

identification and solution of the community problems public presentation skills,
tolerance and conflict resolution, role of civil society in the community,
gender equality relations with public and stakeholders
volunteerism Participation of youth to the solution of the community
problems
