1.1 Purpose
1.2 This specification defines the minimum quality requirements for
suppliers providing nondestructive testing services for Pressure
Control Operating Units.
2.1 Scope / Application
2.2 The International Standards for the Qualification and
Certification of NDT Personnel listed in the Section 7.0 are
national adoptions of ISO 9712:2005 as local standards. These
standards (at the revisions reference in Section 3.0 of this
procedure) have been reviewed by Pressure Control and found
to be identical in content to ISO 9712:2005 and are acceptable
for use. This
specification is applicable to all suppliers of nondestructive
testing services, such as radiography, magnetic particle,
ultrasonic and liquid penetrant services, used by Pressure
Control Operating Units.
3.1 Supplier Quality Requirements - Nondestructive Testing Services
3.2 Review and Approval of NDT Procedures/Processes
Under normal circumstances, nondestructive testing shall be
performed in accordance with the requirements of Pressure
Control NDT procedures as required by the Pressure Control
purchase order. For cases where Pressure Control does not have a
qualified process, nondestructive testing shall be performed in
accordance with the suppliers procedures that have been
reviewed and approved by the Pressure Control Headquarters
Quality department.
3.3 Review and Approval of Equipment
Supplier shall provide a listing of equipment intended for use to
support Pressure Control purchase orders along with the
supporting calibration schedule for this equipment for review
and approval. The equipment list and calibration schedule shall
be reviewed and approved by the Vice President Quality or
designee.
Inspection, measuring and testing equipment (instruments and
machines) used in these inspections shall be calibrated and
traceable to national standards.
The calibration requirements defined by the ASTM Standard
referenced in the Pressure Control NDT Procedure listed on the
applicable Pressure Control purchase order shall be used as the
basis for the calibration activity and acceptance criteria.
Sub-suppliers used for calibration services shall comply with the
requirements of ISO 17025 or equivalent international or
national standard.
3.4 Qualification of Personnel
3.4.1 General Requirements
Personnel performing NDT operations shall be qualified and
certified as Level II or Level III according to the requirements
of SNT-TC-1A, CAN/CGSB-48.9712, EN 473, GB/T 9445, ISO
9712, or SAA AS 3998.
3.4.2 ISO 9712 and EN 473
Since qualification and certification per ISO 9712 or EN
473 is carried out by independent certifying authorities,
certification under these standards is considered to be
based on general NDT principles. When the supplier uses
either of these standards as the basis for qualification and
certification of NDT personnel, the supplier shall ensure
NDT personnel are trained in the specific requirements of
the procedures (Pressure Control or approved suppliers
procedures) for which the supplier is seeking approval,
including verification of training effectiveness by written
examination or observation of work practices.
3.4.3 ASNT SNT-TC-1A
The supplier shall ensure NDT personnel are trained in the
specific requirements of the procedures (Pressure Control or
approved suppliers procedures) for which the supplier is
seeking approval, including verification of training
effectiveness by written examination or observation of work
practices.
3.5 Methods and Procedures Instructions for Use
Nondestructive testing shall be performed in accordance with
the requirements of either Pressure Control NDT procedures or
approved supplier developed procedures as required by the
Pressure Control purchase order.
3.6 Revalidation Requirements
Suppliers performing nondestructive testing for Pressure Control
operating units shall be evaluated on an annual basis for
compliance with Pressure Control requirements.
4.0 Responsibility
The Quality Management Representatives and the personnel responsible
for the purchasing of products and services for each Operating Unit are
jointly responsible for ensuring complete implementation and
compliance with this procedure.
5.1 Quality Records
The following records produced by this procedure are considered Quality
Records and shall be maintained and controlled according to the
requirements in GEEQMS 4.2.4 - Record Control:
5.2 Certification and Documentation Requirements
The following documentation shall be submitted to Pressure
Control via the method instructed in the Pressure Control purchase
order:
5.5.1 Required for Supplier Approval
The following documentation shall be provided to Pressure
Control for review as part of the Supplier Qualification
Process:
Suppliers documented Written Practice for the Training,
Qualification and Certification of NDT Personnel as
required by ASNT SNT-TC-1A. Note: this is not required
for suppliers using ISO 9712 or EN 473 as the basis for
qualification and certification of NDT Personnel.
Listing of equipment intended for use to support Pressure
Control purchase orders along with the supporting
calibration schedule.
NDT Qualification and Certification Record (Level II and
Level III personnel).
Record of eye examination showing date of eye
examination, NDT standard used as basis for
examination, and passing result for near distance and
color contrast as applicable to the NDT method for
which the individual is certified. Eye examinations shall
be carried out annually in accordance with the
requirements of one of the NDT standards listed in
Section 3.1 of this procedure.
Training Records showing the NDT Personnel have been
trained in the requirements of the procedures
(Pressure Control or approved suppliers procedures)
for which the supplier is seeking approval.
Verification of training effectiveness regarding the use
of the Pressure Control procedures for which the
supplier is seeking approval (written examination or
observation of work practices).
For cases where the suppliers NDT procedure will be
used; the NDT procedure, supporting qualification
records, and qualification records for the NDT Level III
who approved the procedure shall be submitted for
review.
5.5.2 Required for each Purchase Order
The following documentation shall be submitted to Pressure
Control via the method instructed in the Pressure Control
purchase order:
Nondestructive examination report in compliance
with the approved NDT procedure specified by
the Pressure Control purchase order.
Other supporting documentation required by the NDT
procedure specified by the Pressure Control purchase
order such as UT scan plans, RT shooting sketches, RT
reader sheets, and films for RT examinations.
6.1 Definitions and Acronyms
Italicized terms have been defined in GEEQMS 3.0 Terms, Definitions
and Acronyms. Their definitions have been repeated here for
convenience purposes. In case of conflict GEEQMS 3.0 will take
precedence.
6.2 Definitions
Operating Unit identifies the various organizations and
operating companies that make up Pressure Control.
Operating Unit Manager the individual in charge of a
Pressure Control operating unit.
Quality Management Representative refers to the
designated management representatives for each of the
Pressure Control Operating Units.
Product the result of a process. Whenever the term
product occurs, it can also mean service or any
deliverable associated with fulfillment of a contract.
6.3 Acronyms
The following acronyms are applicable to the use and
implementation of this procedure:
NDT Nondestructive Testing.
