CHAPTER I

INTRODUCTION

A. BACKGROUND OF THE STUDY

Youthful crime is not something new in human affairs. But in our age the problem of juvenile delinquency has assumed such proportions as to cause
grave concern to the community and to call for special comment and prompt remedy.

The Department of Social Welfare and Development (DSWD) show that of the thousands, 9,390 are male and only 704 are female committed crimes. In the
National Capital Region, there are about 1,130 youth offenses documented. Of these, 488 are crimes against property and 263 are crimes against person. Drug-
related cases numbered 234.

The increasing number of delinquent youth and youth offenders, admits DSWD, has been a serious concern of the government since the late 1980s. Their
population doubled, for example, from 3,814 to 6,778 from 1987 to 1989. Since then, the number has been constantly and aggressively increasing.

B. STATEMENT OF THE PROBLEM

Juvenile delinquents are coming into the juvenile justice system with an array of problems that have caused them to commit delinquent acts. Once juvenile
delinquents finish their sentience, they must re-enter society. Overcrowded centers that the delinquent cant move or they cant treat themselves.

No educational facilities that offer landscaped space that promotes outdoor exercise, recreation, sports, and group activities found in the country. Treatment
facilities that the juvenile offender can be treated recover from the trauma. Making sure the juvenile delinquent has realistic and obtainable resources and means to
make it in society. Making sure the juvenile delinquent is fully aware and ready for the transition back into society.

Many juvenile delinquents, male and female are faced with issues such as poverty, substance abuse, and being victims of child abuse and rape .Any of these
issues can trigger the juvenile to lash out and commit delinquent acts. The juvenile delinquent commits the delinquent act, is found guilty, and they serve time in a
correctional facility. They go through the juvenile justice system and they get the opportunity to have a second chance.

C. THESIS GOALS

The goal of this study is to know how landscape design can help juvenile delinquent to correct themselves. It also how landscape design that effective in
addressing the personal needs of juvenile delinquents such as substance abuse treatment, job placement , skills training, social interactions with peers and family,
and proper therapeutic treatment.

OBJECTIVES/ STRATEGIES

1. To determine the cause why teenager became a juvenile delinquent.


Read article or news about juvenile delinquent.

Observe their environment.

2. To find out how landscape design can affect juvenile delinquent behavior.
Study the importance of landscape architecture.
Conduct a study on how landscape design can affect delinquent.
Analyze what kinds of landscape design are suitable for reforming the juvenile delinquent.

3. To study the different of therapeutic approach about juvenile delinquent and how it to apply in landscape design
Conduct a research on what are therapeutic approaches.
Understanding the therapeutic approaches

4. To find out the factors of therapeutic recreation.


Gathering information about therapeutic recreation.
Read books, articles and net browsing

5. To study the effects of space and environment for the youth.


Communicating to the delinquent through interviews and information base on their experience.
Do an observation on the behavior of juvenile offender inside the center and make an analysis to be used as data
Interviewing staffs and house parents about their doing in the center.

D. SCOPE AND DELIMITATIONS

This study will focuses on teenagers ages thirteen to nineteen years old (12-18 years old). The study focuses mainly on the intention of providing a better
environment and adequate programs for juvenile center. It is composed of understanding the psychological effects of environment and its components in guiding
juvenile delinquents to adjust or return to main stream and become productive members of society.

This study limit itself on the existing center in Metro Manila .it is also limits the medicinal treatment of the juvenile delinquent.

E. SIGNIFICANCE OF THE STUDY

Developing a clearer perception of what type of environment that is suitable for reformation of delinquent minors. These will be the guide in creating
landscape space that effectiveness of design to bring it more helpful for the juvenile delinquent.

This study is significant because it will help juvenile delinquent to correct their lives and help them re-enter back into society. The study will help agencies,
organization, and juvenile center by providing data and information that will helpful in understanding, handling and guiding juvenile delinquents toward change.

F. ASSUMPTIONS

A well formulated landscape design that suitable in proper environment that will help juvenile delinquent to reform their character to better living.

That the juvenile delinquent will have a socially and healthy environment to comply with the comfort of delinquents psychological and physiological
aspects.

It will be assumed to be funded by the local government and non-government agencies.

DELINQUENCY AND SOCIETY

The ideal role of law enforcement has always been to reflect and reinforce community values. In this context, juvenile delinquency is defined and explained
in relation to the social environment, human nature, classical and positivist criminology, and theoretical perspectives on delinquents and delinquency. Historical,
social, and legal contexts in which juvenile delinquency occurs and is dealt with are reviewed including the changing status of childhood parents, social control of
children, police, and juvenile courts. The book also examines procedural reforms to the juvenile justice system, behavioral aspects of juvenile delinquency based on
police and juvenile court perspectives, schools and communities as behavioral settings for juvenile delinquency, and problems in measuring and interpreting the
social distribution of delinquent behavior. The discussion then turns to macro social forces and principles associated with juvenile delinquency and social conditions,
the role of the individual in the juvenile delinquency equation (behavioral typologies, role theory, labeling, social control theory, and economic theory), and factors
that affect juvenile delinquency.

suggest different function of personal space. A combination of these approaches implies that personal space serves two major functions: protection and
communication.

JUVENILE DELINQUENCY

Juvenile delinquency is a term that is used to denote the criminal behavior of underage individuals. More precisely, a juvenile delinquent is an underage
individual that repeatedly commits crimes (whether it be true criminal behavior, such as stealing, or other activities prohibited to children, such as truancy).
Dealing with juvenile delinquents requires specific procedures, such as juvenile detention centers. Juvenile delinquency is a serious problem all over the world and
there is evidence of a worldwide increase

Juvenile Delinquency- a social problem concerning youth failures and serve as the focused problem of this study.

Juvenile Delinquent refers for the youthful offender from ages 11-18 that are under the custody of the different provincial and city warden and Department of
Social Work Rehabilitation Center at the time of study.
