Services in Malaysia is
currently progressing
in several areas of
technology ...

 Malaysias commitment in protecting the
environment is evident in the initiatives
undertaken both domestically and
internationally. On the international front,
in 1992, Malaysia signed the United Nations
Framework on Climate Change at the Rio
Earth Summit to address the issue of
emission of greenhouse gas. In December
2009 at the United Nations Climate Change
Conference in Copenhagen, Malaysia
expressed its commitment to reduce its
carbon footprint by 40 percent over the next
several years toward 2020.
Domestic initiatives include the creation

Green technology services in Malaysia
is currently progressing in several areas

recycling, air quality and pollution control
among others.
This publication highlights Malaysias
ongoing eorts in the development and
promotion of green technology. It brings
together the many and diverse companies
oering green technology services and
provides entrepreneurs and end-users with

In addition, the publication serves to create
greater awareness of the spectrum of expertise
and technologies available in Malaysia.

The Government of Malaysia recognises that
advancements in the research, development
and implementation of green services
technology will serve to fulfil the ever growing
demands for energy both domestically and
globally as well as provide greater economic
security for all. This is essential in ensuring
that existing quality of life can be maintained,
if not enhanced in the future.
Given the decline of the worlds traditional
and finite fossil fuel sources and their
increasing scarcity, the Government of
Malaysia has escalated its green technology
initiatives with the objective of dealing more
aggressively with its practical implementation.

This vision is mirrored in the Nations
commitment at the 2009 United Nations
Framework Convention on Climate Change
in Copenhagen in reducing its carbon
footprint by a massive 40 percent over the
next several years. This commitment can be
achieved through a serious and concerted
eort in ensuring that practical means and
technologies exist to do so.
However, the Government realises that these
endeavours cannot be motivated by purely
altruistic desires and must ultimately be
driven by economic forces and monetary
gains. It will therefore be necessary to harness

exists great opportunities for those seeking
either partnerships or highly competitive
packages in the implementation of end-user

the basis of any economic or business
endeavour, the government of Malaysia is
actively promoting green awareness activities,
encouraging environmentally friendly

of green technology services. Currently priority is given to
environmentally friendly products and services that comply
with green technology standards in the Governments
procurement of goods and services.

A provision of 1.5 billion Ringgit Malaysia has also been

set aside for soft loans for companies that supply and use
green technology which includes a subsidy on prevailing
interest rates and a guarantee of up to 60 percent of the
loan amount.

The goverment of Malaysia is also pursuing the objective of

developing the satellite cities of Putrajaya and Cyberjaya as
pioneer townships in green technology and in the shortest
time possible. This is necessary as a reflection of the
countrys commitment towards environmentally sound and
sustainable practices. Malaysia acknowledges that green
jobs and green innovation would be part of a dynamic
and fast growing landscape and that nations adopting
sustainable energy and green technology will be winners
in the 21st century as these sectors become core economic
activities.

Within this context, there exist ample opportunities not just

for the ecient and eective take up and dissemination of
these technologies but also for forward looking and shrewd
businessmen to lead the way in providing essential services
while ensuring their corporate well-being in what will
likely be the next economic growth sector of the immediate
future.

Although Malaysia is a relative newcomer
to the world of green technology services
in comparison to Europe, for example, it
has over the past several years made great
strides in a number of sectors of the industry
including in the area of photo voltaic energy
generation, waste incineration, biomass
fuel generation and several others. Malaysian
green technology service providers are
today at the forefront of various areas of
green technology services including in
architecture and building design, photo-
voltaic development and manufacturing,

integrated building systems (IBS), Green
Building Design and more.
The countrys involvement in the research,
development and implementation of green
technology began several years ago and
presently the government is seeking to
reconcile the many available technologies
and expertise into a centralised database,
creating an ecient and eective source for
the promulgation and dissemination of these
technologies both locally and abroad.

The services available in Malaysia today
includes an entire gamut of technologies
ranging from passive systems to highly
active ones, intelligent use of design
and topography as well as the eective
exploitation of existing features, materials
and resources in situ.
In terms of practical application, green
technology services may be defined as that
which,

emissions. It is safe for use and promotes
a healthy and improved environment for
all forms of life;
Conserves the use of energy and natural
resources; and
Promotes the use of renewable resources
These tenets are based upon four key pillars of

Ministry of Energy, Green Technology & Water
The Malaysia Building Integrated Photovoltaic
Renewable Energy
(MBIPV) Project was established to create
greater public awareness of the application of
solar photovoltaic, and to target long term cost
reduction of non-green house gas (GHG) emitting
technology viz. photovoltaic (PV). The Projects
primary objective is to create a sustainable building
integrated photovoltaic (BIPV) market in Malaysia
via widespread BIPV applications. The MBIPV
Project is an initiative of Malaysian Government
with co-financing from the Global Environment
Facility (GEF) disbursed through the United
Nations Development Programme (UNDP).
One of the highlights in the financial incentive
programmes administered by the MBIPV Project is
the SURIA 1000 which was initiated on 1st December,

2006 and launched on 22nd June 2007. Essentially
SURIA 1000 targets both the residential and
commercial sectors with the objective of removing
initial cost barriers for the public to install BIPV
systems. SURIA 1000s oering to the public is on a
bidding concept which provides the opportunity to
acquire the BIPV system at a discounted investment.
The financial incentive for SURIA 1000 is spread over
6 calls and based on competitive bidding whereby
each call would see a reduction of the percentage of
financial incentive available to the public.
The PV systems would then be installed at successful
bidders premises with the cost being borne by the
property owners or managers at the bidding price
and remaining amount supplemented by the SURIA
1000 Project. The primary funder of the SURIA 1000
programme is the Energy Commission on behalf
of the Government of Malaysia and discounts
contributed by the PV industry. Although SURIA
1000 had an original target of 1000 kWp of PV
capacity, the Project surpassed this target by 330%
in a period of five years. The PV industry is widely
seen as a new source of economic growth and a
high income generator for the nation and Malaysia
is today ranked among the top five countries in
producing PV after China, Germany, Japan and the
United States of America. This is attributed to the
recent establishment of major PV manufacturers
in Malaysia such as First Solar Inc, Q-Cells AG,
SunPower Corp and Tokuyama Corp.
The uniqueness of the SURIA 1000 project is a
success story for Malaysia and this success has
made the MBIPV Project a showcase for the
Malaysian Government and the UNDP. The Project
demonstrates Malaysias will to generate increasing
amounts of its energy from sunlight, which the
country has in abundance, and to do so in cost-
eective measures.

Malaysias stance at COP15 or the 15th
Conference of the Parties to the United
Nations Framework Convention on Climate
Change in Copenhagen reflected its desire
for ambitious environmental aspirations.
This was most clearly seen in its undertaking
concrete and tangible steps towards the
alleviation of its carbon footprint including
the voluntary reduction of this output by
a massive 40% from its 2005 levels by the
year 2020 in relation to its GDP emissions
intensity.
As a responsible nation, Malaysia sees this
commitment as a necessary and critical
component in engaging other countries and
SOLARIS SINGAPORE
The Solaris Building represents the great
possibilities inherent in an ecological approach
to building design. It is located within the hi-tech
park of central Singapores One North community
and comprises two building blocks separated by a
grand, naturally ventilated central atrium.
The centrepiece of the project is a 1.5 kilometre long
continuous landscaped ramp spiralling upwards
and linking the buildings highest levels with eco-
cells at its basement. This critical design element
allows for fluid movement between plants and
organisms between all vegetated areas, enhancing
biodiversity and contributing to the overall health
of the system.
The buildings other key features include a large
diagonal light shaft cutting through the upper
floors of the taller building and for daylight to
which was predicated upon the fundamental
principles of the Kyoto Protocol and the UN
Framework Convention on Climate Change.
Malaysia also wishes to see the developed
nations contributing towards ensuring that
the developing world should be assisted
particularly in terms of financial assistance,
capacity building and technology. However,
it was also stressed that the key to future
cooperation was the need to recognise,
adopt and work out the realisation of the
principle of fair shares to the atmospheric
space and resource. And in recognising that
not all nations possess similar strengths in
the implementation of such environmentally

This system collects rainwater and its large storage

climate responsive facade which when used with
the unique spiral landscaped ramp, sky gardens
and double glazed perimeter facade contributes to
a low External Thermal Transfer Value or ETTV.
The Solaris Building was awarded the Green Mark
Platinum Rating in September 2009, the highest
level of certification granted by BCAs Green Mark,
Singapores sustainable building benchmark, and is
justified by its overall energy consumption reduction
of over 36% compared to local precedents.

on a technology transfer or joint eort basis.

The Malaysia Building Integrated
Photovoltaic (MBIPV) Project
The Malaysia Building Integrated
Photovoltaic (MBIPV) Project sought to
create greater awareness of grid connected
photovoltaic technology and its provision
of long-term and viable returns for both
residential and commercial investment while
mitigating climate change and ensuring
energy security. While the SURIA 1000 is
certainly a successful financial incentive
programme administered by the MBIPV
Project, this success is accompanied by
developing soft infrastructure consisting

of enhancing human capital and a quality
assurance programme.
The MBIPV Project has initiated a grid-
connected PV training course focusing
on design and installation primarily for
PV service providers. The 10-day course
is structured with compliance to the
requirements of Institute for Sustainable
Power (ISP) which is internationally
renowned for driving renewable energy
training programmes. Companies or PV
Service Providers that wish to take part in
any of MBIPV Projects financial incentive
programmes are required to be registered as
Interior of Securities Commission Building.
Approved PV Service Providers (APVSP).
One of the stringent requirements of the
APVSP scheme is the need for companies to
have at least an employee who has passed the
ISPQ accredited grid-connected PV training
course conducted jointly between the MBIPV
Project and Universiti Teknologi Mara.
The Green Building Index (GBI)
Malaysia is also strongly supporting the
Green Building Index (GBI), a voluntary
rating tool to spearhead the drive towards
more energy ecient and sustainable design
and construction of buildings and to raise

PTM BUILDING
The Pusat Tenaga Malaysia (PTM) or
Green Building
Malaysia Energy Centre Building is a
Green Energy Oce Building or GEO. It
serves as an administration cum research
facility for the PTM and is a demonstrator
building and milestone in the promotion
and adoption of sustainable buildings for
the Malaysian building industry.
The PTM-GEO Building is the only one
of its kind in Malaysia integrating Energy
Eciency (EE) and Renewable Energy (RE)
in a single building. It is the first commercial
building in the country to be certified by
the Green Building Index. Designed for

optimum energy eciency and thus
consuming minimal fossil fuel energy,
the building was built on a concept which
focused on green technology innovation
to minimise energy demand load, ecient
use of fossil fuel while taking into account
environmental concerns and the use of
renewal energy without compromising
on user comfort and safety.
The building demonstrates that the
GEO concept can be realised by using
available technologies and optimising on
an environment in which daylight is in
abundance.

public. Initiated by the Malaysian Institute of
Architects and the Association of Consulting
Engineers Malaysia in a two-tier strategy, the
initial part includes the provision of income
tax exemption equivalent to additional
capital expenditure in qualifying for the GBI
certification up to the year 2014. The second
part provides for stamp duty exemption on
the instrument of ownership transfers for first
purchasers of GBI certified buildings. The
GBI certification is available for residential
and non-residential buildings.

The Government also recognises the need
for a skilled labour force familiar with and
possessing the necessary expertise
mindset to support this green agenda. It is as
such focusing on appropriate training and
educational programmes as well as oering
funding and incentives for students pursuing
green technology related subjects. Incentives
for companies taking up green technology
initiatives or processes is being considered
while consumers may also benefit from
subsidies for adopting or acquiring green
technology goods and services.

Green Building
Building was completed in 1999 and serves
as an example of Malaysias capability
in the design and construction of high
technology and energy ecient buildings.
Among the innovative and energy-ecient
features of the Building are the double-
glazed thermal flue facade, atrium glass
roof, energy-saving light fittings and
underfloor air-conditioning system.
Its overhanging roof structure shades
the building from direct sunlight while
automated roller blinds equipped with solar
sensors adjust to provide the ideal balance
between heat gain and natural daylight.
The building is the first in Malaysia to
utilise a ductless air-conditioning system
incorporating a raised floor and ceiling
plenum, resulting in energy savings of up
to 15%.
The Securities Commission Building has
been acknowledged as a masterpiece
of Energy Eciency that minimises
energy without compromising function
or design. Its combination of passive
designs maximising environmental
conditions such as daylight and highly
ecient air-conditioning and lighting
systems as well as building automation
system all contribute to this buildings
energy eciency excellence.
The Securities Commission Building was
awarded the ASEAN EE Building Award
in 2001.

MESITA
Smart Partnership
The Malaysian Electricity Supply Industries Trust
Account or MESITA was established in January
of 1997 and ocially launched in July 1997. The
fund comprises contributions from key power
generating companies including TNB Generation
Sdn. Bhd. and the Independent Power Producers
or IPPs. These IPPs include Genting Sanyen Power
Sdn. Bhd., Port Dickson Power Bhd., Powertek
Bhd., Segari Energy Venture Sdn., and YTL Power
Generation Sdn Bhd. in Peninsular Malaysia.
The 1 percent contribution of their total annual
audited turnover of electricity sales to the
Peninsular Grid or transmission network is voluntary.

from the Economic Planning Unit of the
Prime Ministers Department, the Ministry of
Energy, Green Technology & Water, the Energy
Commission, the Ministry of Finance, the Ministry
of Rural Development, Tenaga Nasional Berhad
(TNB) and the six IPPs.

TNEC & ABRAJ
The District Cooling System (DCS) ensures the
Ecient Cooling
constant distribution of thermal energy usually
through chilled water from a central source to
multiple buildings through a network of pipes. This
ensures that cooling or heat mitigation is available
from a single source, thereby eliminating the need
for separate systems in individual buildings.
TNB Engineering Corporation Sdn Bhd (TNEC)
is a wholly owned subsidiary company of Tenaga
Nasional Berhad, the national electricity utility
company and is today a specialised district cooling
system service provider.

TNEC is able to design and construct district
cooling plants with the following,
Direct chilled water production through
electric driven chillers
Thermal energy storage (TES) which involves
the storage of cooling energy during o peak
periods for use in later, higher air-conditioning
loads
Co-generation. This is the simultaneous
production of electricity and thermal energy
from a single energy source.
District Cooling Systems incorporating TES provide
greater benefits in terms of low air-conditioning
running costs, high eciency systems and
optimum operation and maintenance while those
incorporating co-generation technology result in
greater power supply reliability and security, high
eciency systems and the availability of heat or
steam for industrial processes, desalination and
domestic applications.
Abraj Cooling LLC is a joint venture company
between TNEC of Malaysia and Al-Samah Electrical,
Air-Conditioning and Refrigeration Company
of Abu Dhabi. Its main business is the provision
of district cooling systems and includes plant
construction, operation and maintenance.

much as possible to achieve neutral
cost implications. The system keeps the
building cool without compromising
on environmental aspects and provides
for a more holistic integration of green
technologies for more ecient returns on
investment. Importantly however, is that
the method of construction is structurally
sound and does not compromise building
integrity in any way.

The system, when eectively implemented,

provides improved overall temperature
control as well as substantial cost savings
in terms of materials required for
substructure, upper floor beams slabs,
walls and partitions.

Among Malaysias national goals for the
development of green technology is the
achievement of significant progress and major
improvements in four key areas. These include
the energy sector, the building sector, the
waste and water management sector and the
transportation sector. Notwithstanding the
above, other sectors are also being targeted
with the specific objective of developing a
comprehensive and highly synergised green
technology industry.
Within the energy supply sector, initiatives are
being undertaken to ensure the application
of green technology in power generation
and in the energy supply side management,
including co-generation by the industrial and
commercial sectors. In so far as the energy
utilisation sector is concerned the technology
shall be applied to all energy utilisation
sectors and in demand side management
programmes.
The goal for the building sector is for
the adoption of green technology in the
construction, management, maintenance
and demolition of buildings including the
in-situ or proximity sourcing of materials,
equipment and manpower, the use of home
grown capabilities including expertise and
hardware and in ensuring the lowest possible
impact on the environment both during
planning and construction as well as during
the life span of the building. Where possible
a cradle-to-cradle approach is encouraged
especially in the recycling and reuse of
materials in demolition and construction
processes.
Despite Malaysias apparent abundance of
annual rainfall, there remains a need to ensure
the long-term and sustainable availability
of clean water supply for its growing
population. To this end technology will be
applied in the management and utilisation of
water resources and waste-water treatment
including the inclusion of rainwater
harvesting facilities for buildings for use in

non-potable applications such as in sewage
management, environmental cleaning and
horticultural activities.
Solid waste and sanitary landfills have

other commodity related products outputs
substantial amounts of renewable biomass
that is highly suited for the production of
biomass energy. The use of biodegradable
waste such as is derived from the production
of palm oil means that materials previously
destined for landfills can be used as viable
sources of energy production. A variety of
other renewable agricultural and landfill
wastes can also serve as viable sources of
energy. These items, although devoid of
further value in terms of manufacturing
resource or as a by-product, still contain
adequate carbon for use as a fuel.

than be used directly as heat sources for
the powering of turbines for electricity or
converted to a variety of fuels including
biomass alcohol fuel or ethanol as additives
in the case of bio-diesel.

WWE Holdings Bhd.

WWE Holdings two year contract for the

operations and maintenance of the Jelutong
Sewage Treatment Plant (JSTP) utilises
Sequencing Batch Reactor (SBR) technology
and is currently the second largest plant in
the world using the system. The JSTP is also
the first pilot plant that has a built-in biogas
engine system to convert sewage gas generated
from sludge plants into electrical power. As
such zero methane gas is being produced
and discharged into the atmosphere. The
electricity generated is used to light up the No. 3, Jalan Apollo U5/194,
plants compound. Bandar Pinggiran Subang,
Seksyen U5,
The biogas engine also enables the facility to 40150 Shah Alam,
recycle treated auent water for non-potable Selangor,
