Meters that can be programmed with the Power Master
Unit are shown on the screen opposite. See the list below
for details of the meter types.
For programming meters it is strongly recommended that
only one scheme compatibility is selected at a time.
If more than one scheme compatibility is to be selected,
read the notes below:
Note 1: If more than one type of meter is selected and a
Scheme is created, scheme parameters applicable to the
lowest specification of meter only will be available for
selection.
Note 2: The multi-utility, transformer loss compensation
(TLC) option allows transformer and power line losses to be
provided for. To program this meter, see the TLC meter

Power Master Unit

1.1 Power Master Unit Introduction

This section gives the basics on how to use the Power Master Unit software.
The Power Master Unit (Referred to in this manual as the Master Unit) software is a menu
driven package designed to support all variants of Elster Metering Systems:
A1700/PPM Polyphase Commercial and Industrial Meters
A1120/1140 Light Industrial and Commercial Meters
A120/140 Electronic Single-phase Domestic Meters
Power Master Unit meter compatibility does not allow A1700/PPM, A1120/1140 or A120/140
meters to be programmed by the same scheme; therefore a separate manual supports each
application. This manual supports A1700 (Vision) meters and Programmable Polyphase
Meters (PPM) only.
For information on how to program A1120/1140 meters, see manual M181 001 3
For information on how to program A120/140 meters, see manuals M130 001 3.

The key features of the Master Unit software are:

Menu driven, using Microsoft Windows based operating software to guide the user through
the process of setting up a meter for any particular application.
Programming structure too ensure that if an attempt is made to program a feature that is not
present in a meter, erroneous data cannot be programmed. All other features are
programmed normally.

The Software permits:

Reading and Programming directly through the optical port, or via the serial communications
port
Reading and Programming indirectly via a Hand Held Unit (HHU) through the optical port
Transferring information to and from a HHU
Reading and Programming through the serial port either directly or via a modem

1.2 Prerequisites
This tutorial assumes you are comfortable with the 'Microsoft Windows' environment.
The Master Unit is Windows compatible, but if you are uncertain of the Windows structure,
it is worth spending a little time familiarising yourself with the 'Brief Tour of Microsoft Windows'
in the Windows manual before entering the software.
2 A1700 Programmable Polyphase Meter Users Manual - Chapter 6

1.3 Logging On to the System

Open the Power Master Unit from the
appropriate directory to display the Master Unit
Logon dialog.
For security reasons, only users with a direct
knowledge of the correct User id and
Passwords will be permitted to Log On to the
Power Master Unit software. The Password is
initially set to Elster. This should be changed as
soon as possible to prevent unauthorised access
to the Master Unit. The password may be
changed using the System/Change Password
dialog from the Main Menu bar.
To enter the system a User name with the correct Password must be entered. Three
attempts to match the Password with the User name are allowed before access is denied. If
a match is not found, a message is displayed and the program exits.
Select the User Name and enter the password. The system enters the Power Master Unit
main menu.
The default password is:
User Name Elster
Password Elster
Note: Administrator access is for certifying or building meters only.
For details of Administrator access, contact Elster Metering Systems.

1.4 Features of the Main Master Unit Window

When the software is first entered, the Main window is displayed. The Window is divided into
elements consisting of three Action Windows and a Status Bar.

Action Windows
There are three action windows,
the Scheme manager, Meter
manager and the Meter list.
The Scheme and Meter manager
function in a similar way and consist of
two panes. The left pane is divided into
a series of folders and sub folders.
These folders represent Scheme
related and meter information. The
right pane consists of objects that
relate to an opened folder.
The Meter list brings together a meter
or number of meters from the Meter
manager and a scheme or a number
of schemes from the Scheme
manager to produce a list of meters
and their associated schemes.

The Scheme Manager

2.1 Introducing Schemes

The Scheme manager allows schemes to be organised or read.
A Scheme can consist of an individual entry, such as a Display sequence.
This Scheme may be used if the same Display is to be programmed to a number of different
meters with the same Display sequence. This gives the advantage of changing only one
parameter or any combination of programmable features of a group of meters, all other
parameters remaining unchanged.

2.2 The Scheme Manager Components

The Scheme manager is divided into five components.

Schemes - Used to store and organise Schemes

Readings - Used to store the readings obtained from a meter

after the Data transfer of a Scheme incorporating a Read

The Readings can include all Scheme data, Diagnostic data,

Load profile data and Status reports. Data Stream Mode
allows fast reading of Register Readings, Historical Data and Load Profile Data.

Old Master Unit - Schemes from Elster Metering Systems original PPM Master Unit can be
transferred ready for use in the Power Master Unit

Import - This option allows any valid Power Master Unit file to be imported.
Individual or linked files can be selected. For example, if a Scheme is selected for Import, all
pages will also be imported

Trash Can - All files deleted from the Scheme manager are transferred to the Trash can.
They can be transferred back to the Scheme manager if required.
To empty the Trash can, select the items and press Delete. The entries are removed from the
database

Warning - Once files have been deleted they cannot be recovered.

3.1 Selecting the Meter Type

Throughout this manual, features relevant to particular
meter version(s) are marked alongside the section
header as shown below.

Instrumentation Profiling (-1)

The model code can be found on the meter nameplate.
The suffix for the version is underlined as in the example
below:
PB******* -1
Before using the Scheme editor, the type of meter to be
programmed must be selected. Select File/New/A1700
Scheme and type in the new Scheme name. Press the
Enter key to open the Scheme editor.
Select Compatibility on the Main Menu Bar.
Select A1700 (Vision) (PB******* -1) only (uncheck all
other meter types). From now on the Power Master Unit
will only display parameters applicable to the selected
model(s) of A1700 Meter. It is strongly recommended that only one meter compatibility is
selected at a time. If more than one meter compatibility has to be selected, read Note 1
below:

Note 1: If more than one type of meter is selected and a Scheme is created, scheme
parameters applicable to the lowest specification of meter only will be available for selection.
Note 2: The multi-utility, transformer loss compensation (TLC) meter (PB******* -U) is a
special meter that allows transformer and power line losses to be provided for. (See the TLC
manual M120 001 9 for programming this meter).

To select meter compatibility - Select Compatibility A1700 and PPM MkII in the Scheme
Editor.
Select Tariff/Register Sources. Note that 8 Rate Registers and 4 MD registers are available.
Select A1700 (PB******* -1) only from Compatibility. Note that 32 Rate Registers and 8 MD
Registers are now available for the A1700 Meter

If 'Save as Default' is checked, the selection will be saved and used as the default when the
Power Master Unit is powered up and new schemes are created.

can be converted from a PPM scheme to an A1700
scheme.

To convert a PPM scheme to an A1700 Scheme - Select the PPM scheme to be

converted from the Scheme manager, then select compatibility and change the compatibility
from PPM to A1700.
Follow the on screen prompts

3.2 Scheme Editor

As an entry is made to a Scheme, the entry in the Summary changes to Bold
(see opposite. This allows quick verification of Scheme entries.
Care should be taken when entering a Scheme to ensure the correct
parameters are selected for generic meter models. If a parameter is not
available for a particular model of meter, the meters will still be programmed,
but no action will take place for the unavailable parameter. For this reason it is
recommended that meter compatibility is selected in isolation.

Toolbar
The Scheme Toolbar is shown opposite. It consists of
the following components:

Restore Scheme - If a scheme has been modified but not saved, restore returns the
scheme to its original settings.

Save Scheme - Saves the current scheme settings.

Quick Send - Allows a scheme to be transferred to the meter without the requirement
of producing a Meter list.

Print - Sets up the parameters for the system printer and allows all pages of the
current scheme to be printed.

3.4.2 Meter Identifiers

This Page allows the Scheme id, Outstation number and Meter serial number to be entered.
The Scheme id is 8 alpha-numeric characters long. An un-programmed meter will have a scheme id of
00000000. A Scheme id must be entered if it is to appear when the meter is read.
The Outstation number is 3 digits long.
The Meter Serial number is completed if the identifier currently programmed into the meter is to be
changed. The identifier consists of up to 16 characters. Only an Administrator can change the Serial
Number.

3.4.3 Passwords

Password Security

Three levels of Password Security protect the A1700 meter. For information on the levels of
security, see the A1700 meter hardware manual (M120 001 3).
Each level of password must be in upper case and consist of eight characters.
The Passwords are right padded with dashes.
This dialog is used to change the meter password. The password to communicate with a meter is
entered in the Meter Information Editor or Quick-send password box.
Note - The integrity of the A1700 meter passwords should always be protected.
This can be best achieved by ensuring the ability to change passwords is controlled and only made
available to Administrative personnel. The level 3 password should be changed at regular intervals.
It may be appropriate for no more than 100 meters to be protected by the same level 3 password.
Calibration values, zeroing of registers etc. are protected by a security link that is removed at
the factory before the meter is sealed.

Error Handling
Error handling facilities will depend on the meter compatibility. The screen below shows
A1700 PB******* -2 with Administration rights selected

Battery Fail Action - If the battery in the meter has failed and a supply failure also occurs, when
power is restored the time and date of the battery failure will be logged.
In this event the meter can do one of three things:
Continue on the tariff scheme, with a consequent time error equal to the duration of the supply
failure (Check Continue as normal).
Action End of Billing Reset, then continue as normal (Check Do billing reset then continue).
Action End of Billing Reset and freeze the tariff (Check Do billing reset then freeze tariff).
Reverse Run Configuration - This allows the meter to be configured to ignore reverse run events
for export meters.

Active Phases for Phase Failure Monitoring - For normal operating conditions,
all three phases are enabled. For certain configurations (e.g. 2 phases of a 3 phase 4 wire) only the
red and blue phases are activated. Leaving the yellow phase unchecked allows display messages
and load profile flags to be inhibited for the yellow phase.

Phase Fail - Phase fail threshold sets a phase failure threshold on A, B or C phase of the
meter as set in Active Phases above. The threshold is entered as a percentage of the
nominal phase voltage.

Example: If the phase supply voltage is 220V and the Voltage Fail Threshold is set at 90%, any
phase falling below 198V will register a phase failure.
Over Current - A relay can be activated to raise an alarm if the over current reaches a
programmable threshold (see Relay Setup). The threshold default value is 100%.
The A1700 records the time and date of the last three Over Current events.

Incorrect Password Attempts Lockout - If a set number of incorrect passwords are entered (two to
seven) the user will be locked out until either the end of the current hour or until the next midnight
boundary.

Voltage Imbalance (-1/2/3/4/5)

The meter measures and records the magnitude of the voltages
on all phases.
If the difference between the highest and lowest values measured
exceeds a programmed threshold a timer is initiated.
If the imbalance remains present for a programmed time a flag is
set. When the power is restored to within the set limits, the flag is
reset after a programmable release time.
Voltage imbalance detection time - Default 60 seconds, minimum
detect time 30 seconds.
Voltage imbalance reset time - Default 60 seconds, minimum release time 0 seconds.
The meter records the time and date of the last three events (five events -1/2/3/4/5).
A programmable option is provided to record the event in load profile memory
(See Load Profile)
A Relay can be activated to raise an alarm (see Relay Setup).

To program Voltage Imbalance - Check the voltage imbalance checkbox and enter the
imbalance threshold
Check the imbalance timeout checkbox and enter the detect time and release time
Go to Relay Setup, choose a relay and enter voltage imbalance from Relay Function/Meter
alarm
If the event is to be recorded in Load Profiling, choose the required option from Load
Profiling, Event Configuration.

Per phase Reverse Run Configuration (-1/2/3/4/5)

The meter can be configured to detect reverse energy flow. Two phase reverse energy
sources are selectable from Q2 or Q3 or no source. The configured reverse energy sources
apply to all phases.
For 3 phase 4 wire variants, phases A, B and C are
monitored.
For 3 phase 3 wire systems, phases A and C are monitored.
32 A1700 Programmable Polyphase Meter Users Manual - Chapter 6
_____________________________________________________________________________________

The following events are recorded:

1. An event flag is set in the status indicators for each phase detecting a reverse run event
2. The time and date of the five most recent reverse run events (all phases) are stored
3. The total number of reversals (all phases) is stored
4. 'Reverse Running (top line) Phase x (bottom line)' can be displayed while the meter is recording
the phase reverse energy event (in autocycle display mode only)
