Before using ATS010, read carefully chapter 1 Safety notes" in order to avoid malfunctions or dangerous
operating conditions.

For ATS010 set-up we suggest to read Chapter 5, which includes:


- a check list to do before starting
- a guided starting procedure, which allows detaching wiring problems or unit installation problems
- a trouble-shooting table

However we suggest reading all this user manual before operating with ATS010.

1. Safety notes
If there are doubts about safety use, the unit must be put out of service.
A safe use isnt possible if:
1. unit shows visible damages
2. unit doesnt work
3. unit is stored for a long period or damaged during transport

ATS010 is designed for automatic operation of circuit breakers and for signalling.

Openings and closing operations can occur according to time delays settings without any warning.

Before - operating on circuit breakers,


- doing maintenance on circuit breakers or electrical circuits supplied by circuit breakers,
its necessary to prevent ATS010 from operating on circuit breakers.

During maintenance we suggest to provide a mechanical lock of circuit breakers in open position.

WARNING ! Even if the unit seems to be in stand by status, switch it off before operating on circuit
breakers. The unit could operate circuit breakers without warning.

3. Functionality description
3.1 Device and system description

ATS010 is used in systems with two isolated supply lines connected to the same busbar, the first used as
normal supply line, the second used for emergency power supply derived from Gen set.
ATS010 is connected to:
- normal and emergency line circuit breakers in order to get their status and to send opening and closing
commands
- Gen set control device in order to get Gen set status and to send start and stop commands
- other possible signals coming from the plant in order to condition the switching logic
- normal line busbar in order to detach possible anomalies and to emergency line to check voltage
presence

3.2 Basic Switching Logic


The following diagram shows SACE ATS010 basic automation logic. In the following paragraphs inputs,
outputs, selectors and setting trimmers will be described.

3.3 Device functionality through user interface

3.3.1 Operating mode selector


By front selector its possible to choose one of the following six operating modes.
The selector acts electromechanically on the outputs and all operating modes, except for Automatic,
work even in case of microprocessor fault.
That allows getting the maximum reliability of transfer switch unit, as ATS010 can be commanded in
manual mode in any emergency condition.

TEST
Gen Set is started by relevant output contact. Automatic transfer switch logic is on.
This operating mode is useful to test Gen set start and check emergency line power supply status.

AUTOMATIC
Transfer switch logic is on. In case of normal line anomalies, transfer switch procedure from normal to
emergency line begins and viceversa in case of normal line return.
Transfer switch logic can be disabled in case of selector in Automatic position in the following ways:
- Opening Logic enabling contact described below
- By Logic ON/OFF pushbutton; relevant signalling led switch to red
With selector in Automatic position and logic disabled its possible to operate directly circuit breakers
without using the selector.

NORMAL ON
Emergency line circuit breaker is forced to open position and Normal line circuit breaker is forced to close.
Gen set is stopped and transfer switch logic is disabled.
This position is useful when the user wants to carry out maintenance on emergency line or on Gen set (in
these cases we suggest to install mechanical lock in open position for emergency line circuit breaker).

NORMAL & EMERGENCY OFF


Normal and emergency line circuit breakers are open.
Its useful in case of maintenance on the plant (in these case we suggest to install mechanical lock in open
position for both circuit breakers).

Gen-Set START
Gen-set start command is activated. Circuit breakers are open and transfer switch logic is disabled.
When emergency line voltage is present and switching is enabled, its possible to switch the selector to
Emergency ON position in order to force supply from emergency line.
Switching to emergency line is allowed when these signals are present:
- Emergency line: ON
- Start Gen set: ON

- NOT AUTO Gen set: OFF
- NOT ENABLED Gen set: OFF
- ALLARM Gen set: OFF
- No alarms on circuit breakers.

EMERGENCY ON
Power supply is forced from emergency line. Before switching to this position, Gen-Set START
operating mode must stand until switching is enabled, as previously described.

3.3.2 Logic ON/OFF Pushbutton


This pushbutton acts on a two-status contact inside ATS010 and allows to enable and to disable the
automation logic. This functionality is active only with selector in Automatic position.
Its useful to disable the logic when its necessary to operate directly on circuit breakers independently
from ATS010.
There is also an electrical input useful to enable/disable the logic from remote.

3.3.3 Reset Pushbutton


It allows the reset/restart of ATS010 logic, after automation logic has been stopped due to one of the
following reasons:
- trip alarm coming from circuit breakers
- exctracted/removed circuit breaker signal
- time-out on circuit breakers commands

3.3.4 Dip-switch selector on device side


A dip-switch selector on left side allows setting the following parameters:
- Rated voltage
- Single-phase or three-phase operation of net sensor
- network frequency
- transfer switch strategy

3.3.4.1 Rated voltage

The values of rated voltage refer to:


- phase to neutral voltage in case of single-phase operation
- phase to phase voltage in case of three-phase operation
The mono/three phase setting is realised with dip number 6.

3.3.4.2 Network frequency


Network frequency, 50Hz or 60Hz, is set by dip number 7. Frequency thresholds will be automatically set
to 10% around the rated value.

3.3.4.3 Transfer switch strategy


According to the application two different switching strategies can be used.

With strategy 1 switching sequence is the following one:


- normal line anomaly detection
- normal line circuit breaker opening and Gen set starting
- waiting for presence of Gen set voltage and emergency circuit breaker closing
Strategy 1 can be used only with safety auxiliary power supply available.

With strategy 2 before commanding circuit breakers ATS010 waits for availability of normal line or
emergency line voltage. Switching sequence is the following one:
- normal line anomaly detection
- Gen set start
- waiting for presence of Gen set voltage and normal line circuit breaker opening
- Gen set circuit breaker closing
This transfer switch strategy is necessary when power supply for auxiliary accessories is derived directly
from network and from Gen set.

The logic is explained in detail in chapter 4 for both of transfer switch strategies. Connection schemes
differ according to strategy used.

3.3.5 Setting trimmer

On ATS010 side 7 trimmers allow to set minimum and maximum voltage thresholds and time delays.

Minimum and maximum voltage thresholds

A fixed threshold at +5% and 5% around rated voltage is the standard.


Trimmers allow to set the following range:
Minimum voltage: from 5% to 30% of uninterrupted voltage value
Maximum voltage: from +5% to +30% of uninterrupted voltage value

Transfer switch delays configuration

T1 Delay time from net anomaly detection (which lasts for all T1 time delay) to Normal line circuit
breaker opening Setting range from 0 to 32s. It allows avoiding unwanted trip in case of short
voltage drops.

T2 Delay time from net anomaly detection to Gen-set start comand. Setting range from 0 to 32s. As
T1 allows avoiding unwanted Gen set starts in case of short voltage drops.

T3 Delay time from normal line return to Gen-set stop comand. Setting tange from 0 to 254s. It
allows Gen-set cooling before its stop.

T4 Delay time from normal line return to emergency line circuit breaker opening comand. Setting
range from 0s to 254s. It allows waiting for normal line voltage stability before starting inverse
switching procedure.

T5 Delay time from switching enable comand to emergency circuit breaker closing comand. Setting
range from 0 to 32s. It allows waiting for emergency voltage stability before switching to
emergeny power supply.

3.3.6 Signalling led

ATS010 Status

POWER ON : green led in case of power supply presence

red led in case of watchdog alarm

Normal and emergency line status

alternative red/green led for inverted voltage sequence
lightning red led for minimum or maximum frequency alarms

For emergency line a green led signals voltage presence.

Circuit breakers status

ON: red led for circuit breaker close

ALARM red led for anomaly detected on circuit breaker (inconsistency between commands sent
and circuit breaker status)

TRIP red led in case of circuit breaker tripped

WITHDR yellow led in case of extracted or removed circuit breaker

Gen set status led

START green led in case of Gen set starting command sent

NOT AUTO red led in case of Gen set functioning not in automatic mode (Gen set cant start from
remote)

ALARM red led in case of Gen-set alarm

NOT ENABLED red led in case of switching to Gen-set not enabled

3.4 Inputs description

3.4.1 Voltage sensor for normal supply line


A three-phase voltage sensor integrated in SACE ATS010 allows detection of network anomalies. Phases
can be directly connected up to 500Vac of rated voltage. For higher values connect voltage transformers
and set the secondary voltage on ATS010 (typically 100V).
The net sensor is able to detect the following anomalies:
- Minimum and maximum voltage
- Phase loss
- Voltage unbalance
- Voltage sequence inverted
- Minimum and maximum frequency
Net sensor monitors the normal supply line in order to start switching procedure from normal to emergency
line in case of network anomalies. Equally, net sensor enables the reverse switching procedure when
normal supply line returns.

3.4.2 Voltage sensor for emergency supply line


This single-phase sensor is connected downstream the generator and allows monitoring emergency voltage
presence.

3.4.3 Circuit breakers status


Two inputs are connected to normal and emergency line circuit breakers auxiliary contacts (CB open =
open contact).

3.4.4 Circuit breakers position


In case of withdrawable circuit breakers the auxiliary contacts for CB inserted are connected to these inputs
(withdrawn = open contact). In case of withdrawn circuit breaker transfer switch logic is disabled. When a
CB is re-inserted, the automation logic can be restarted by a reset command (by pushbutton on the front of
the device or by the relevant input from remote).
If fixed circuit breakers are connected this inputs must be closed in short-circuit.

3.4.5 Circuit breakers trip
The signalling contacts for trip of normal and emergency line circuit breakers are wired to these inputs. In
case of CB trip, the automation logic is disabled. When fault is repaired, logic can be restarted by Reset
command.

3.4.6 Automation logic enable/disable


When this input is closed in short-circuit, automation logic is enabled. Anyway, logic can be automatically
disabled due to:
- alarms
- command failure
- by pushbutton on ATS front
Its useful for integrating general alarms coming from the plant in order to stop the automation logic of
ATS010.

3.4.7 Gen set status


Three inputs are dedicated to Gen-set monitoring in order to control switching procedure to emergency line
and to provided dedicated signals.

Gen-set alarm (GEN. ALARM)


A Gen-set alarm prevents switching to emergency line.
In case of power supply from emergency line, when gen-set alarm occur, CB-E opens and automation logic
waits for normal supply line restore.
This input can be used to wire in parallel several alarms coming from Gen set: oil pressure loss,
overtemperature, etc
Alarm is signalled by Alarm led on ATS front and the relative electrical contact is closed.

Gen set automatic operation (GEN. AUTO)


In case of normal line anomaly, Gen-set is started only if is set for automatic operation (short-circuited
input). Automatic operation can be disabled in case of Gen-set maintenance in order to prevent unwanted
starting.
Gen set automatic operation is signalled by Not Auto led on ATS front (red light if not automatic)

Switching to emergency line enabled (SW.ENABLE)


Transfer switch to emergency line is enabled only if this input is short-circuited. Its useful for preventing
unwanted switching in case basic conditions are not present, for instance:
- correct emergency line voltage value
- correct frequency voltage
- correct synchronisation between more gen-set in parallel
Switching to emergency line is not allowed when signalled by Not Enabled led on ATS front (red light).

3.4.8 Reset from remote


More reset pushbutton on the ATS front there is an entry to command logic reset also from remote by a
pushbutton.
The device has to be set again in automatic mode for one of the following reasons:
- trip alarm coming from circuit breakers
- withdrawn/racked out circuit breaker signal
- alarm of command not executed by circuit breakers (time-out on command)

3.4.9 Forced switching to emergency supply line
Some industrial processes, for short-time periods, needs power supply from Gen-set instead of normal line
in order to avoid any possible supply anomalies and to guarantee higher reliability.
Forced switching to emergency line can be easily carried out keeping closed this input. This operation starts
the complete transfer switch procedure to emergency line:
- Gen-set start
- Normal line circuit breaker opening
- Emergency line circuit breaker closing
Power supply from emergency line remains till command presence. When command is disarmed, it starts
reverse transfer switch procedure to normal supply line.

3.5 Outputs description

3.5.1 Opening/closing command to circuit breakers intrinsic safety


Output relays command circuit breakers by motor operators (in case of moulded case circuit breakers) or
shunt opening/closing releases (in case of air circuit breakers). Output relays configuration has been
designed in order to allow commanding of any type of motor operator through a direct connection. Please,
check in chapter 5 rated voltages allowed for motor operators and shunt closing/opening releases.
SACE ATS010 has been integrated with electrical interlock realised with power relays in order to
guarantee high safety for circuit breakers commanding. Also software for automation logic is designed in
order to avoid unwanted operation of circuit breakers.

In order to guarantee a higher reliability, automation logic monitors the correct operation after a command
has been sent. If 5s later from commands the feedback about CB status is not present, ATS010 considers it
as a failed command and operates as follow:
- Automation logic is stopped
- Led signaling for CB alarm
- Alarm and Logic disabled contacts are closed
A reset command is necessary to restore the automation logic (by front pushbutton or by remote).

If closing/opening command operates correctly, SACE ATS010 switch it off 1s later.


The following pictures show the logic operation in case of normal line circuit breaker opening. CB-E
closing and CB-N or CB-E opening commands operates in the same way.

3.5.2 Gen-set start / stop
A changeover contact commands Gen-set start and stop.

3.5.3 Low priority load Connection / Disconnection


A changeover contact allows commanding low priority loads disconnection when normal line circuit
breaker opens. Loads are connected during reverse switching to normal line when CB-N closes.

3.5.4 Alarm signaling


A contact (NC without auxiliary power supply) signals the presence of an alarm coming from circuit
breakers, Gen set or from ATS010 itself. This contact operates with instinsic safety and its open during
normal operation; when close, an alarm is present or there is no auxiliary power supply for ATS010.

3.5.5 Logic status


This contact is closed when automatic transfer switch logic is active. If the contact is open it means logic is
diseabled (due to: alarm presence, microprocessor fault, no power supply, etc).

4. Logic operation
4.1 Detailed description

A static diagram with 6 possible status describes the complete logic operation. Switch from status to status
and relevant conditions are described in the attached tables. Status 1 means input presence, 0 input not
present, X non-conditioning (0 or 1).

There are 6 possible status according to circuit breakers and Gen set status:
1. N + OFF: normal line circuit breaker close, Gen set off
2. N + ON: normal line circuit breaker close, Gen set started
3. Open + OFF: both circuit breakers open, Gen set off
4. Open + OFF: both circuit breakers open, Gen set started
5. E + ON: Gen set circuit breaker close, Gen set started
6. E+OFF: Gen set circuit breaker close, Gen set off (this status is present only with strategy 2 and only
in case of necessity)

Its also possible a ATS locked status (waiting for reset) for which:
- Logic is locked (no operations can be done on circuit breakers)
- Alarm signal (ATAL) and logic disabled (ATIN) are activated

Use the following pages as a checklist.

5.1. Before set up

PLANT AND CB CHECK

Be sure the specific plant can accept ATS010 operation:

 Gen set must operate isolated from normal line


 Rated voltage and net frequency must be included in the allowed range
 ATS010 power supply must be guaranteed even if network and Gen set voltage are not present

Be sure circuit breakers controlled by ATS have the correct characteristics


 Circuit breakers must be mechanically interlocked
 Circuit breakers type must be included in the allowed range
 Circuit breakers must be fitted with the accessories required (see 5.4)

WIRING CHECK

Electrical schemes for ATS010 connected to Isomax and Emax circuit breakers are included with this
manual.

 If an independent power supply for auxiliary circuits is available, follow the scheme indicated as "With
safety power supply"
 If auxiliary circuits are supplied directly by network or Gen-set, follow the scheme indicated as
"Without safety power supply"

Connections to Gen set control device


 Gen-set start/stop
 Gen-set alarm signal. In absence of this signal do not connect the input.
 Gen-set in automatic / manual mode. In absence of this signal put in short-circuit the input.
Other inputs
 Switching to Gen-set enable. In absence of this signal put in short-circuit the input.
 Transfer switch command from remote.
 Logic enabled.
 Reset command from remote.
Connections to normal and emergency line circuit breakers
 Motor operator or shunt opening / closing releases
 Open /close signal

 Trip signal. In absence of this signal (e.g. switch-disconnectors) put in short circuit the input.
 Circuit breaker inserted signal. In case of fixed circuit breaker put in short circuit the input.

UNIT CONFIGURATION

Set DIP-Switch on the side panel (look 3.3.4.)

 Monophase or triphase functioning


 Frequency: 50 Hz or 60 Hz
 Functioning voltage
Monophase: set the voltage value between phase and neutral
Triphase: set the phase to neutral voltage value

 Transfer switch strategy


 If motor operators or shunt opening / closing releases are supplied directly from normal and
emergency line, choose only strategy 2 operating mode

Configure trimmer on side panel (see 3.3.5.)

 Maximum and minimum voltage thresholds


 Time delays

These settings can be modified after ATS010 start-up.

5.2. Set up
Following this procedure the user will be able to set up ATS and at the same time to check that installation
has been done in the correct way.
After every step, check result is correct.
Otherwise look at Trouble-shooting table (5.3).

 Start set-up with ATS010 not supplied and with both circuit breakers open
attention: alarm signal contact is close !
 Put selector to Norm-Emer. OFF
With selector in this position during starting phase ATS010 will keep open the circuit breaker

 Supply ATS010
All the front panel LEDs will flash for a moment.
At the end of this sequence only LED Power (green) is on
Breakers LEDS are off
If normal line voltage is present without anomalies, the green LEDS R,S,T are on (in single-
phase operating mode only green LED R is on).

 For circuit breakers in withdrawable or plug in version: put both circuit breakers in withdrawn position
and then again in connected position
LED Whitdrawn for each circuit breaker will be on when circuit breaker is withdrawn and off
when the circuit breaker is connected
 For circuit breakers with protection release: make a trip test on each circuit breaker
Trip LED turns on during test and off after trip reset
 Put Gen-set in manual mode and then in automatic mode
LED Not Auto turns on when Gen-set is in manual mode and turns off when its in automatic
mode
 Switch on and off the input for switching enable to Gen-set
LED Not Enabled turns on when switching is disabled and turns off when enabled
 Switch on and off the input for Gen-set alarm
LED Gen-set alarm turns on and off
 Switch the front selector to Gen-Set Start position
LED Start turns on, signaling that ATS010 output contact is active
Gen set starts
Emergency Line green LED turn on signalling the presence of emergency line voltage
 Switch selector to Emergency ON position
Emergency line CB close.
Load is supplied by Gen set.
Emergency line CB status led turns red signalling that its closed.
 Switch back selector to Gen-Set Start position
Emergency line CB opens. Status led turn off

 Switch selector to Norm.-Emergency Off position


Green LED for gen-set startturns off, signaling that ATS010 is sending stop command to Gen-
set
Emergency Line green LED turns off, signaling emergency line voltage is not present
 Switch selector to Normal ON mode
Normal line CB closes.Normal line circuit breaker LED ONturns red.
 Switch selector to Normal-Emergency OFF position
Emergency line circuit breakee, opens.
LED ON relative to emergency circuit breaker lights off.
 Switch again selector to Normal ON mode
Normal line CB closes.Normal line circuit breaker LED ONturns red..
 Switch selector to Automatic position

If automatic logic is disabled, Logic ON/OFF LED is red.


In this case acts on pushbutton Logic ON-OFF to enable the logic (LED turns green).

ATS010 starts operating in automatic mode:


- if normal line voltage is OK,normal line circuit breaker remains close

- otherwise the unit starts the switching sequence to Gen-set
 Act on pushbutton Logic ON-OFF in order to disable and enabled the logic
ATS Status LED turns yellow when logic isnt active and its off with logic active
Output contact for Logic Status is close when automatic logic is active and open when logic is
disabled.
 Open and close Logic Status input:
ATS Status LED turns yellow when logic isnt active and its off with logic active.
Output contact for Logic Status is close when automatic logic is active and open when logic is
disabled.

 Close the input for forced switching to emergency line:


ATS010 performs switching procedure:starts Gen set, commands circuit breakers and begins
feeding load by emergency line.
When transfer switch command from remote is desactivated (open contact),if normal line
volktage is OK, ATS010 performs inverse switching procedure to normal line.
 Send Reset command from remote (closing the relevant input):
ATS010 performs a reset cycle lighting in sequence all front panel LEDS and then restores the
previous status.

 If necessary use trimmers to set time delays, maximum and minimum voltage thresholds, as required
from your plant.

The set up is complete ! Now ATS is providing monitoring of power supply for your plant !

5.3. Trouble-shooting table
