Which two councillors have come to blows?

A monitor has been appointed to
Moorabool Shire Council, and the
ratepayer is footing the bill.
Unlike nearby councils
plagued by governance issues,
however, Moorabools monitor is
self-appointed.
Terry Bramham, a solicitor with
Macquarie Local Government
Lawyers, has been overseeing
council meetings for at least two
weeks in a governance monitoring
role.
The Moorabool News started
asking questions about the monitor
when he was noticed taking notes
at a council meeting however,
councillors deflected questions
until after the matter was revealed
at a closed special meeting of
council, held on Wednesday 19
July.
A report on the matter, written
by council CEO Rob Croxford,
stated Terry Bramhams role is to
observe Council Meetings with
the objective to provide feedback
regarding performance.
The move was included as part of
the Councillor Development and
Cr. Dudzik
Assistance Program which has a
heavy focus on councillor dispute
resolution.
The report also includes
recommendations of three
providers of mediation and conflict
resolution services for councillors.
Councillors have been tight-lipped
on why the process has begun, but
the Moorabool News understands
that it has been instigated by
Mayor David Edwards in response
to conflict between two fellow East
Ward councillors. Names have

not been revealed but leaves Crs
Keogh, Bingham and Dudzik on
the list.
The new program includes a
clause which would provide the
Mayor with an extra option in
dealing with conflict between
councillors.
In the event the Mayor is unable
to negotiate agreement between
the Councillors the service
providers could also be engaged
by the Mayor or Councillors in
dispute as an informal measure.

Failing that the formal process is
implemented.
No information is available on
how much the monitor will cost
council, but costs are anticipated
to be high with Terry Bramham
attending at least two council
meetings per week.
In addition to working with
Councillors, Mr Bramham would
also review Officer reports to assess
whether these are meeting the
needs of Council. It is anticipated
Mr Bramham would be engaged
over the next 3-4 months.
The program also includes
mentoring for councillors, which
is expected to be absorbed into
current allowances for mentoring
and which are expected to be
itemised in the end of year
financials generated by council.
It is suggested that a mentoring
resource be established for
Councillors to make confidential
contact with and engage services
that range from personal support,
councillor development and
strategies for dealing with stress
and complexity.
Improving councillors culture
is at least one aim of the program.
The intent of the proposed
Councillor Development and
Assistance Program is to support
skill acquisition, establish and
promote a positive culture, along
with offering workplace (OHS) and
counselling options.
The program will also aim to
ensure that good governance is
instituted which is demonstrated
in decision-making, compliance
with legislation, and constructive
relationships.

Tax time just got a whole

apprentices.
Accountable Accountants
in Bacchus Marsh is offering
free tax returns for fulltime
apprentices as of June 30 this
year.
Spokesperson, Kristen
Walsh said the process was
as easy as dropping off or
emailing through the appro-
priate documents.
We encourage all appren-
tices to send us through
their group certificates and
one of our accountants will
respond by calling them and
chatting over the phone,
she said.
The return will then be
processed, with refunds ex-
pected to occur around 14-
days later.
Ms Walsh said the free ser-
vice had been provided to
the community for the last
three years.
A lot of younger people
in the community will be
doing their tax for the first
time and this is our way
to guide them through the
process. We find that a lot
of apprentices go on to do
sub-contracting or own
their own business, but are
unsure about things such
as what theyre entitled to,
work cover, allowances and
superannuation.
This service helps us build
rapport with our clients
while helping them through
the journey of their career.
Our clients will come to us as
young ones but in 20-years
time, they may be the owner
of a really good business,
and while its a simple tax re-
turn now, it may be financial
loans or income protection
later down the track.
Accountant, Tim Haw-
thorne said apprentices were
encouraged to call Account-
able and ask as many ques-
tions as possible.
While it is easy to do a
return online, people often
miss out on some impor-
tant returns. Apprentices
can claim quite a lot back
on their vehicles, so it is im-
portant to keep a log book.
These are the things we can
help with, as some people
are unaware of what they
can and cant claim.
The free service is avail-
able for anyone who is a
fulltime apprentice, not
just tradesmen. This could
include apprentice chefs or
hairdressers.

Nigel Robert Dawkins had
a passion to help others and
his community.
He was known by many as
the owner of Nigels Shoes -
the renowned Main Street
store that operated in Bac-
chus Marsh for a quarter of
a century.
A town icon, Nigel passed
away on Saturday July 22,
aged 75.
His remarkable life was
remembered by hundreds
of people, both local and
further afield, at Michael
Crawford Funerals Chapel
on Thursday July 27.
Nigel was born in Pad-
dington, London on De-
cember 15, 1941. He spent
his early years in the Shirley
Childrens Home, with no
knowledge of his mother,
father or siblings.
In 1948, at just six-years-old,
he boarded a ship and trav-

started a new life at Lady
Northcote Childrens Farm
School at Rowsley, near Bac-
chus Marsh.
It was here that he learnt
how to do farm work and

fund road works at schools, theyll fund parking
areas inside the school, but on the road reserves,
its government policy not to fund roadworks.
So, lets bite the bullet and do it.

New train stop

for Ballarat line?

A park-and-ride station could be
built at Leigh Creek, Gordon, or
Bungaree.
The possibility was raised at the
recent meeting of the Ballarat Rail
Advocacy Committee (BRAC), of
which Moorabool Shire Council is
a member.
BRAC members discussed the
short, medium and long-term future
of the Melbourne-Ballarat-Ararat
rail line, with representatives from
fellow councils Brimbank, Ararat,
Ballarat, Melton, and Pyrenees.
The Committee focused on unmet
community needs and the critical
social and economic drivers
for further rail investment and
considered additional works that
need to be undertaken urgently
once the current upgrade project
is completed including the
electrification of the line between
Sunshine and Melton (and
potentially, Bacchus Marsh), and
track quadruplication to separate
stopping and express services.
Other items discussed included
the need to eliminate several
dangerous level crossings, the need
for longer trains with more seats to

ease overcrowding on peak period
services, progressive duplication of
the line to Ballarat, more express
services, improved feeder bus
services and the perennial problem
of inadequate commuter car
parking at stations.
Moorabool Shire Council Mayor
David Edwards, who attended
the forum, said that working
collaboratively towards a common
goal is critical for local communities
to be heard at a State level.
Moorabool Shire Council sees
great benefit in the BRAC, and
looks forward to working with
the other Councils to improve
journey times and capacity along
the Ballarat Line, Mayor Edwards
said.
Of course, its important that at
least the current levels of service
available to residents using the
service at Bacchus Marsh and
Ballan are maintained throughout
the collaboration process.
Mayor Edwards told the
Moorabool News that also on
the agenda is an additional train
station, on the outskirts of Ballarat
and in Moorabool, that will
help meet growth in commuter
numbers.
One of the things we will
investigate is a park-and-drive,
that might be at Leigh Creek, it
might be at Bungaree, it might be
at Gordon or somewhere else we
havent made any decisions yet.
Theres a lot more work to do,
but we do know that we need to
duplicate the line all the way to
Ballarat, and we need the four lines
between Sunshine and Melton.
Park-and-ride stations allow the
government to buy larger parcels
of land in areas where prices are
lower than cities, with the larger
pieces of land used for car parking
for commuters.

removal is illegal
Officers from the Department of Environment, Land, Water
and Planning (DELWP) recently executed a search warrant
on a property near Daylesford, alleged to have been involved
in the illegal removal of a commercial quantity of firewood
from the Wombat State Forest.
DELWP Regional Manager Forest and Fire Operations, Peter
Kambouris said a search warrant executed last week has
resulted in the seizure of a four-wheel drive ute, a hydraulic
splitter, a chainsaw and small hand tools allegedly used in

committing various offences against the Forests Act 1958.
The search warrant was conducted as part of Operation
Block Splitter and was executed with the support of Victoria
Police, a State-wide compliance program targeting the illegal
removal of commercial quantities of firewood from Victorias
public land.
Firewood is a diminishing resource not only within the
Wombat State Forest but across Victoria, especially where
there are smaller areas of disconnected public land.
Mr Kambouris said the illegal collection of firewood has the
potential to negatively impact on the environmental values
within the forest through the removal of habitat, including
the felling of hollow bearing trees, some of which are more
than 100 years old.
Officers will continue to investigate reports of suspected
illegal firewood suppliers and those caught could face the
potential loss of plant and equipment used in committing
the offence, as well as up to $7,928 for each offence and the
risk of imprisonment for up to one year if the matters are
prosecuted in Court.

unauthorised activity relating to firewood on Victorian
public land, report it by calling DELWP on 136 186 and
mention Operation Block Splitter or call Crime Stoppers on
1800 333 000.

Man pleads for life in prison

A Magistrate had to talk
down a distressed man as
he begged for 16 years in
prison, an amount of time
the 63-year old felt would
surpass his death.
Magistrate Robinson con-
vinced Paul Wood to have
a meeting with the Bacchus
Marsh Magistrates court
duty lawyer before escalat-
ing the case further.
Mr Wood was facing a
charge of Make Threat to
Kill, after an encounter with
his siblings earlier this year.
During a trip to Apollo
Bay, Wood and his siblings
began an argument, which
escalated to a point where he
threatened to wipe [them]

ing to f***ing kill [them]
and that they didnt know
how many ways [he can] do
it, whilst holding his hand
in the shape of a gun, and
recreating the act of a gun
firing in the courtroom.
Upon returning from his
meeting with the duty law-
yer, Wood appeared calmer
and more susceptible to the
suggestions of Magistrate
Robinson.
The case was adjourned for
12 months, with the clause
that if Wood commits no
further crimes within that
period the charges will be
dismissed.
Wood thanked Magistrate
Robinson for his kindness as
the case concluded, however
he added that if any of my
siblings act like that again I
will reciprocate.

Leisurely approach to fitness Letters to the Editor

Moorabool Shire Council-
lors have been handed a re-
ality check on just how much
it costs to operate a gym.
It costs more than $200,000
per year, as councillors
found out at the July coun-
cil meeting a number well
above their original alloca-
tion of $11,000.
A report tabled at the July
meeting, prepared by coun-
cil officers, was the latest
in the long-running prob-
lem that council has with
the Bacchus Marsh Leisure
Centre.
Since taking over operation
of the facility (July 1) from
Belgravia Leisure, council
has come under fire for cut-
ting services including the
closure of the creche and
reduction of group fitness
classes, among others.
Service users have consist-
ently been attending council
meetings to passionately
voice their support of con-
tinuing the services.
The July report recom-
mended that the gym oper-
ate just 40 hours per week,
8am-4pm Monday to Friday
and closed on weekends,
with 16 group fitness classes
per week.
Its down on the 92 hours,
inclusive of weekends, that
the gym was operating.
The report also sought clari-
fication on the councillors
previous resolution earlier
this year, which was to op-
erate the gym itself, still 92
hours per week - with an
additional $11,000 budgeted
for costs.
But the costs are much high-
er than that figure.
Implementation of the
resolution of the Council at
its meeting on the 7 June,
is forecast to involve an ad-
ditional net cost of up to
$218,327 for the gym and
fitness programs. The net
cost for the Health and Fit-
ness Programs is currently
not budgeted for in the draft
2017/2018 Council budget,
read the report.
In the end, it didnt matter
what the cost was or what
the alternatives will be.
Councillors voted to seek
Expressions of Interest from
community groups willing
to operate the service un-
der a peppercorn lease with
council.
Expressions of interest close
today, 1 August - council
also committed to spend
$6,000 to help get a com-
munity group-run service
started with existing centre
members.
Meanwhile, some services
are still going such as netball
and basketball but the gym
doors remain locked.
A report on the EOI sub-
missions is expected to
come before a future council
meeting.

Dear Editor,
I see the Moorabool Council
agenda for Wednesday 2 Au-
gust includes an amendment
from the Minister for Plan-
ning for upgrading of the
Melbourne-Ballarat railway
through the shire, including
duplication of many kilo-
metres of track for passing
loops and new second plat-
forms at Ballan and Bacchus
Marsh.
I would be delighted to
have the council respond to
the amendment with action
in support for a platform at
Gordon.
That response would be in
accord with the Councils
published development pol-
icy for Gordon.
The station at Gordon
would attract passengers
form Gordon, Mt Egerton,
Millbrook, Wallace areas etc.
The combined population
of which would exceed that
of Ballan.
A re-opened station at Gor-
don would take pressure off
car parking at Ballan station
and reduce traffic peaks and
reduce commuter traffic
west of Ballan around train
times.
There would be a signifi-
cant economic benefit for
commuters.

The economy - Modern v Ecological

Amidst the continuous
infighting among the
members of our federal
government you might not
be aware that the Federal
Government recently failed
to provide its quarterly pol-
lution data for more than
six months. Then, under
much pressure, the Gov-
ernment finally revealed
the quarterly emissions
data for December 2016.
The data released showed
that annual emissions for
the year to December 2016
increased by 1.4% com-
pared to the previous year.
This isnt just a once-off.
Australias climate report
card reveals no decrease in
emissions since the March
2015 quarter, which was
eight updates ago. Little
wonder the government
wants to keep the data se-
cret! And remember the
reason for allowing this
to happen, as a result of
removing the carbon tax,
was to lower the electricity
bills which, as we all know,
did not happen. In fact, the
reverse has happened.
We all know now that the
quickest and easiest way
to reduce our emissions
is to rapidly transition to
renewable energy and stor-
age. Thats what makes it
so baffling to see the Gov-
ernments continuous sup-
port for the Adani mega
coal mine in the Galilee
Basin - which would only
push Australias emissions
higher. If the Galilee Basin
were a country on its own,
it would emit more than 1.3
times Australias annual
emissions from all sources,
and rank in the top 15 emit-
ting countries in the world.
The fight over the Adani
coal mine has been com-
pared to the fight to save
the Franklin Dam. People
power won that battle, and
together we have the pow-
er to stop this mine.
On the US front, as you
know Donald Trump an-
nounced recently that the
US was pulling out of the
Paris Climate Agreement.
To illustrate just how cal-
lous this leader of the free
world is; as negotiators
headed to Copenhagen in
December 2009 to forge a
global climate pact, con-
cerned U.S. business lead-
ers and liberal luminaries
took out a full-page ad in
the New York Times call-
ing for aggressive climate
action. In an open letter
to President Obama and
the U.S. Congress, they
declared: If we fail to act
now, it is scientifically ir-
refutable that there will be
catastrophic and irrevers-
ible consequences for hu-
manity and our planet.
One of the signatories of
that letter: Donald Trump.
Also signed by Trumps
three adult children, the
letter called for passage
of U.S. climate legislation,
investment in the clean
energy economy, and lead-
ership to inspire the rest of
the world to join the fight
against climate change.
We support your effort
to ensure meaningful and
effective measures to con-
trol climate change, an
immediate challenge fac-
ing the United States and
the world today, the letter
tells the president and Con-
gress. Please allow us, the
United States of America,
to serve in modelling the
change necessary to pro-
tect humanity and our
planet. Need I say more?
And finally for an interest-
ing look at the foolishness
of our modern economy
when you compare it to the
ecological economy cen-
tral to all who live on our
planet. Can you imagine
lions in the savannah hunt-
ing all day to accumulate
as much of a surplus of
meat as possible, hiding it
in a cave and every once
in a while giving some to
the vultures and hyenas?
Its a laughable scenario. In
reality, the lions hunt for as
much food as they need,
then spend the rest of the
day resting and playing.
They leave some of their
kill behind for other spe-
cies in the ecosystem to eat.
If the lions accumulated
more than they need, it
would disrupt the entire
food chain. They would
decimate the species that
they prey on. The vultures
and hyenas would not have
enough to eat and
would start dying off.
And the numbers of vul-
tures and hyenas in the
savannah would affect the
numbers of many other
animals through their
predatory patterns, which
in turn would affect other
species. The lions greed
would not only decimate
some species and deprive
others of vital nutrition,
but they might very well
find themselves starving
in the end, as the whole
system breaks down. This
is what is happening in our
current system. Due to the
structure and rules of our
economy, a small minority
has accumulated most of
the wealth and this concen-
tration is weakening the
whole system.

Boy band album debut

Bacchus Marsh based band
Hollow Everdaze are cel-
ebrating the release of their
debut album Cartoons
with a performance at the
Curtain on Russell Street in
Melbourne.
The performance on Sat-
urday 5 August, will mark
the day their album will be
available in stores.
Cartoons is the first full
length album the band has
released, and its release co-
incides with a peak period
in the bands popularity. The
boys have found popularity
in sections of Eastern Eu-
rope, and College radio in
America, with a rotation of
songs played on 87 separate
college radio stations and
a spot at 123 on the college
radio charts. They have also
found success back home
making multiple appear-
ances on Triple RRR in the
past three months for a live
set and an interview, as well
as receiving a four and a half
star rating from the Brag in
Sydney. They have also sup-
ported the likes of American
Football, who are believed to
have taken a shining to the
band.
The album has been
brought to life by the label
Deaf Ambitions, which is
run by a friend of the band.
It has already reached high
praises from themusic.com.
au writer Chris Familton,
who described the album
as a collection of lush, sun-
kissed pop nuggets that
swoon, sway and deftly
swagger through 60s eccen-
tricity, 80s/90s British indie
[with hints of] modernism
[the likes] of a band such as
Spoon.
The band has been together
for almost a decade after
meeting at Bacchus Marsh
High School, with Daniel
Baulch and Jackson Kay be-
ing the only two remaining
from the original line-up.
Daniel and Jackson spear-
head the creative process
with the help of Myles An-
derson, a recent addition
to the band as the violinist.
The band has faced adver-
sity throughout their decade
long career, the biggest be-
ing a fire that burned down
their band room, with a
large quantity of their in-
struments inside just over
two years ago. The boys ex-
pressed how thankful they
were for the help from the
community to raise funds
and rebuild the band room,
allowing them to bounce
back and release Cartoons.

at the door on the night for

Last week, Bacchus Marsh athletes returned to Myrniong
Reserve for their weekly Cross Country meet. In extremely

This Saturdays Cross Country meet will be held at Bostock
Reservoir, Ballan commencing at 10.30am. The following
week, Saturday 12 August, will be the final run for the
Centre. A handicap program will be conducted, with end of
season awards presented at the conclusion of all races.
As the Cross Country season draws to an end, the BMLAC
Committee is already preparing for the start of the 2017/18
Track & Field season, which will commence on Saturday 7
October at Masons Lane Reserve. A Come & Try Day will
be held on Saturday 16 September from 10am-12pm for all
5-15 year old children interested in participating in Little
Athletics this season.
