About the College

With an increasing demand for competent teachers, the College of Teacher Education (CTE) of
Jose. P. Laurel Polytechnic College started to offer elementary and secondary education programs after it
had been integrated as an autonomous campus of Batangas State University as the result of the creation of
Republic Act 9054 which was approved on March 21, 2001 by Gloria Macapagal Arroyo, former president
of the Republic of the Philippines. Prior to this integration, the institution had been a Regional Leader
School for 1989 Secondary Education Development Programme (SEDP) for Technology and Home
Economics and later a recognized teacher education institution for industrial education by the Commission
of Higher Education (CHED). The previous initiative of the institution for quality teacher education
program and its integration with the leading state university in the region innovates the pre-service teacher
training program in the community.

In 2002, the college admitted enrollees for both elementary and secondary education programs with
specializations in English, Filipino, Mathematics, General Science, and Music, Arts, Physical Education
and Health (MAPEH) under the supervision of Mrs. Norma T. Tagle as its college dean and registrar. This
pioneer batch of both programs completed their academic requirements and graduated in 2006 having Dr.
Jimmy V. Eroa as the executive director and Mrs. Mary Ann C. Abril as the college dean. During the
administration of Dr. Nora L. Magnaye as university president, Asst. Prof. Rubilyn M. Latido took over as
the designated associate dean of the college. With untiring efforts from its previous and current associate
deans and supports from its faculty members and university officials, the college strived to be recognized
in terms of producing quality prospective teachers. This initiative includes engaging students in holistic
learning experiences and exposing them to curricular and extra-curricular challenges which secure
consistent favorable performance in the Licensure Examination for Teachers and employment rate of its
graduates.

On April 16, 2012, the college underwent the Accrediting Agency of Chartered Colleges and
Universities in the Philippines (AACCUP) Preliminary Survey Visit and passed its first level of
accreditation in December of the same year.

On March 20, 2014, the college passed the accreditation conducted by CHED through its Regional
Quality Assessment Team (RQAT) in compliance with the provisions of Republic Act No. 7722, otherwise
known as the Higher Education Act of 1994 and by the virtue of Resolution No. 153-2000 Series of 2000,
it was granted government recognition to operate Bachelor in Elementary Education (BEEd) and Bachelor
in Secondary Education (BSEd) Programs. This strengthens the college offerings for specializations in
Content Courses for elementary education and English, Filipino, Mathematics, Biological Science, Social

The BEEd and the BSEd leveled up as manifested by the educational practices rendered by the
instructors, professors, and students in the department under the supervision of Dr. Expedito V. Acorda,
Executive Director, and Dr. Amado C. Gequinto, Dean of Colleges that enabled the college to attain its
Level II accredited status by the AACCUP.

Currently, the college does not only offer undergraduate programs but also graduate program on
Master of Arts in Education with specializations in Mathematics Teaching and Educational Management
(Thesis and Non-Thesis) as a response to its commitment to Continuing Professional Education (CPE), a
thrust promoted by PRC and CHED, and to the growing needs for professional growth of a number of
faculty members from different basic education institutions in the community and neighboring places.

College Goal
The College of Teacher Education (CTE) aims to develop future elementary, secondary and
technology teachers who are imbued with the idealism of the humanist, with a sense of respect for the
advancement of Philippine life and culture, and with a genuine desire to facilitate learning and be conveyors
of knowledge and values in all disciplines.

General Objectives
The College of Teacher Education aims to:
1. provide greater understanding of the thrusts of government in its role of nation building through a
general education program that instills love of country, culture, integrity, dignity of work and
spiritual vigor;
2. provide opportunities as formation center of quality and excellence in the different programs like
BEED and BSED to students in Region IV and neighboring areas; and
3. provide adequate reservoir of teachers trained to teach in the elementary, secondary and tertiary

The Bachelor of Elementary Education (BEEd) program aims to produce elementary teachers who have
the ability to:
1. demonstrate comprehensive and up-to-date knowledge in various learning areas in the
elementary education curriculum by engaging in scholarly and research activities and by
maximizing opportunities for lifelong learning;
2. provide meaningful learning experiences to elementary pupils by using emerging educational
technologies for quality and effective teaching and by creating an environment that encourages
positive social interaction, active engagement and self-motivation;
3. demonstrate competence in teaching and testing through the design, adoption and utilization of
teaching methods, instructional materials, and assessment tools that are appropriate to the
cognitive, affective and psychomotor development of elementary learners;
4. observe the professional code of ethics for teachers and internalize the importance of
continuous professional development, as well as the need to work cooperatively and
harmoniously with all members of the academic community; and
5. establish sustainable partnerships and linkages with the professional community and provide
assistance to the underserved, depressed, illiterate and less skilled members of society through

The Bachelor of Secondary Education (BSEd) program aims to produce secondary teachers who have
the ability to:
1. demonstrate comprehensive and up-to-date knowledge in a specific field of specialization in
the secondary education curriculum by engaging in scholarly and research activities, and by
maximizing opportunities for lifelong learning;
2. provide meaningful learning experiences to secondary students by using emerging educational
technologies for quality and effective teaching, and by creating an environment that encourages
positive social interaction, active engagement, and self-motivation;

level of proficiency in mathematics education.
2. show competence in educational pedagogy and adapt with the innovations in mathematics
instruction and knowledge generation.
3. provide technical and expert leadership and/or assistance in the conduct of socio-civic activities
in the community.
4. keep track of latest trends in the field of specialization and adopt creative and innovative
solutions to mathematics teaching and testing through research and advanced studies.

The Master of Arts in Education major in Educational Management (MAEd-EM) program aims to
produce educators who:
1. demonstrate an in-depth understanding of a complex and coherent body of knowledge and
skills in any area of study in education, which may be applied in many types of school or
educational environments.

Student Outcomes
The following are the skills that teacher education graduates are expected to acquire upon the
completion of their program. These skills are essential in performing their various tasks as educators. After
finishing the program, the BEEd graduates must have the ability to:
a. design lessons, adopt instructional methods, and develop teaching-learning strategies according
to the stages of elementary learners growth and development and in consideration of the
potentials and uniqueness of young learners;
b. discuss and share profound yet age-appropriate insights on the subject areas learning goals,
instructional procedures and content in the elementary education curriculum;
c. select, develop, and/or adopt updated technology, instructional materials and both traditional
and non-traditional assessment techniques, utilizing assessment data to improve teaching and
learning;
d. utilize research skills in solving problems and generating innovative ways of teaching and
testing;
e. be involved in community-oriented activities by rendering free service in the specific area they
are needed;
f. show commitment, dedication and competence in performing their tasks and responsibilities as
mandated by relevant laws and regulations;
g. possess positive interpersonal skills, as well a good oral and written communication skills; and

While the BSEd graduates must have the ability to:

SARAH Q. AGON, LPT
Adviser, TaNGLaW

Educational Philosophy
Education brings total transformation. Imparting this in everyones life is a
choice and commitment. Teaching is the best way I can offer to fulfill this aim.
My teaching practices should empower students to take ownership of their
education and help them realize that they are responsible for their learning
outcomes in becoming citizens who are purposeful members of their families
and the global community.

Ms. Agon is an Instructor I of Filipino language and literature for teacher

education programs at Batangas State University JPLPC-Malvar. Her
scholarly interests covers Stylistics, Philippine Mythology and Folklore,
Philippine literature, Teaching of Literature, Translations of Text, and
Literary Criticism. She is also the Adviser of TaNGLaW, an accredited
student organization for pre-service Filipino language teachers in the college.
She is currently taking Masters of Arts in Education, major in Filipino at
Batangas State University Main Campus.

JUNDELLE MARIE S. BAGIOEN, LPT

Educational Philosophy
Teaching is an art, a science, an expression of values; an adventure. It is the
exploration of students uniqueness and potentials and with proper provision
of guidance and honest feedbacks, for the maintenance of an effective and

Jundelle Marie S. Bagioen is an Instructor I of Social Studies

Malvar. Her interests in research include instructional material development,
teaching strategies of Social Studies and local history. She is the designated
In-Charge of the Extension Service of the College of Teacher Education in the
same university. She is currently a student of Master of Arts in Education

Educational Philosophy
Teaching is a craft. It is the art of utilizing ones expertise to bring out
students potentials in becoming highly-valued members of their families and
the global community. This begins with the recognition of their uniqueness
and individuality in designing and providing first-hand and vicarious
experiences that can hone them to be life-long learners.

Mr. Baez is an Assistant Professor of language and literature for

teacher education programs at Batangas State University JPLPC-Malvar. His
scholarly publication and interests cover stylistics, mythology and folklore,
childrens literature, teaching of literature, and educational management. He
is also the Research Coordinator of the College of Teacher Education in the
same university. Aside from holding a masters degree in teaching major in
English, he is also an educational management student for Doctor of
Education program at Laguna State Polytechnic University San Pablo City
Campus.

GLENDA M. DIMAANO, LPT

Head, Extension Services

Mrs. Dimaano is an Assistant Professor of psychology, guidance and

counseling, and values education for teacher education programs at Batangas
State University JPLPC-Malvar. She is the head of the Extension Services of
the campus. Currently, she is writing her thesis for the degree, Master of Arts
in Education, at Philippine Womens University.

OLIVER B. GONZALES, LPT

Educational Philosophy
Education is a life long experience whose goal is to achieve social
harmony, need gratification and personal bliss.

Mr. Gonzales is an Instructor for teacher education programs and a

student of masters degree in education major in Mathematics Teaching at

setting that demands quality citizens. The only requirement is for an individual
to embrace his uniqueness and utilize it with a direct purpose.

Ms. Latido is an Instructor I teaching Technology and Livelihood

education for teacher education programs at Batangas State University
JPLPC-Malvar. She is fond of anything that deals with lifestyle blogs, creative
crafts, commercial cooking and baking. She is also the adviser of TELIVEC
of College of Teacher Education. She is currently pursuing her degree in
Master of Arts in Education major in Technology and Home Economics at
Laguna State Polytechnic University San Pablo City Campus.

RUBILYN M. LATIDO, LPT, Ph.D

Educational Philosophy
She believes that a teacher, being the prime mover of the educational wheel,
needs to be knowledgeable, updated, competent, and creative in facilitating
the teaching-learning process among the key-participants known today as the
millennial learners, who are of diverse biological and cultural nature, traits,
capabilities and needs.

Dr. Latido is an Associate Professor teaching professional education

courses in the Teacher Education Program (TEP) at Batangas State University
JPLPC-Malvar. She finished her undergraduate program, BSEd major in
English and completed her professional education courses as well in BEEd.
She is a Doctor of Philosophy (Ph.D.) graduate major in Educational
Management. She has rich and remarkable teaching experiences in the basic
education: elementary level, secondary level, and in the tertiary level.

GENALYN P. LUALHATI, LPT, DEM

Educational Philosophy
To teach is to provide students with tools to cultivate their own gardens of
knowledge through presenting curriculum based on their needs and interests,
makes learning relevant to life and lastly, incorporating themes, integrated
units, projects, group/individual work, and hands-on activities that can mold
them to be caring and active members of the society.

Dr. Lualhati is an Instructor III of science and professional courses

for teacher education programs at Batangas State University JPLPC-Malvar.
She has been the Head Secretariat of Gender and Development of the campus
from June 2014 to December 2016. She holds doctorates degree in
educational management and masters degree in educational management at
the Polytechnic University of the Philippines, Sta. Mesa, Manila. Her life
priorities are faith, family, friends and profession, with great emphasis on
competence, caring and balance.

NORA V. MARASIGAN, MAEd
Adviser, SIPNAYAN

Educational Philosophy
My goal as a teacher is to provide instruction to all students in my classes. I
believe that the imparting of knowledge should not be done through rote
memorization but rather through the development of conceptual
understanding. Acquisition of content knowledge is vital but provision of the
necessary skills is even more crucial to help students succeed in school and in
their daily lives. In so doing, they become independent, critical thinkers and
problem solvers.

Ms. Marasigan is an Associate Professor of mathematics for teacher

education programs at Batangas State University JPLPC-Malvar. Her
scholarly interests cover number theory, abstract algebra, modern geometry,
problem solving, advanced statistics, probability, calculus, and
instrumentation in mathematics. She is a researchbased faculty of the College
of Teacher Education in the same university. Aside from holding a masters
degree in mathematics education, she is also a mathematics education student
for Doctor of Philosophy program at the Philippine Normal University
Manila.

TEEJAY D. PANGANIBAN, LPT, MPES

Coordinator, Culture and Arts

Educational Philosophy
Teaching is a never ending process of establishing a successful adult
learning environment, one that values and enables learning for both students
and teacher. This process starts in making students responsible for their own
learning because the greatest learning occurs when adults take responsibility
for determining what they learn.

Mr. Panganiban is an Instructor I of music, arts, and physical

education and health courses for teacher education programs at Batangas State
University JPLPC-Malvar. At present, he is the Coordinator of Culture and
Arts of the campus. Aside from this, he is also the Head Coach of the Sepak
Takraw Association-Men, adviser of the BatStateU-JPLPC Marching band,
and The Levites Chorale. He finished Master in Physical Education and Sports
at Polytechnic University of the Philippines, Sta. Mesa, Manila and currently
enrolled in Doctor in Educational Management at the same university. His
other interests are playing piano, singing, picture and video editing, and basic
computer troubleshooting.

CHONA T. PANGILINAN

Educational Philosophy
Learning is more than knowing facts; education is about providing an
authentic environment that students are able to take control of their own
learning by building or refining their previous ideas to new deeper
understandings connected to meaningful content.

Ms. Pangilinan is an Instructor of biological science and

mathematics subjects for teacher education programs at Batangas State
University JPLPC-Malvar. She also had served Stonyhurst Southville
International School-Batangas for two consecutive years as a science teacher
in secondary level. Her scholarly interests cover biological science and

RACHELLE M. QUINCO, LPT

Department Chairperson

Ms. Quinco is an Instructor of professional and science courses for

teacher education programs at Batangas State University JPLPC-Malvar. Her
scholarly interests covers curriculum development and educational
management. She is also the Department Chairperson of the College of
Teacher Education in the same university. She is also pursuing her Master of
Arts in Education major in Science and Technology at Laguna State
Polytechnic University San Pablo City Campus.

CONRADO DM. REYES, LPT

Mr. Reyes is an Assistant Professor of Social Studies courses for teacher

education programs at Batangas State University JPLPC-Malvar. He is also
the Head of the Office of NSTP in the same university. He holds a masters
degree in History from the University of Sto. Tomas.

LIWANAG C. RUBICO, LPT, MATEL

Educational Philosophy
To teach is to influence every child to adhere cognitive facets, moral
development and fortified skills aiming to accentuate global and holistic
learners living in a virtuous life.

Mrs. Rubico is an Instructor of Language and Professional Education

subjects for teacher education programs at Batangas State University JPLPC-
Malvar. She holds a bachelors degree in Secondary Education major in
English from University of Makati and a masters degree in Teaching the
English Language, a non-thesis program at De la Salle University-Manila. She
had served St. Thomas Academy for twenty years as classroom teacher and
curriculum head of the English Department.
Her advocacy in teaching reflects her lifetime commitment that aims
towards quality teaching through touching the lives of her students by
transforming them to become potential individuals in the society.

Educational Philosophy
Teaching is the process of attending to peoples needs, experiences and
feelings, and making specific interventions to help them learn particular
things. My teaching philosophy is that everyone has the right for quality
education. It is my desire to teach and to be a life-long learner and constantly
learning during classroom interaction. I am committed in providing a class
environment full of rigorous and very active environment where everyone has
a say, everyone gives their opinions and mind, and a safe environment for
everyone.

Mr. San Miguel is an Instructor of physical education at Batangas State
University JPLPC-Malvar. He teaches Physical Education and MAPEH
courses. He is inclined with sports activities such as track and field,
swimming, and basketball. He is also the Sports Coordinator in the said
campus. Currently, he is writing his thesis for a masters degree in Physical
Education and Sports.

and further enhancing his or her intelligence and talents. With these being

passion of this vocation. Just like any form of art, teaching is meant to feed
the mind, nurture the heart, and most importantly inspire a life.

Ms. Sarmiento is an Instructor of language and literature for teacher

education programs at Batangas State University JPLPC-Malvar. Her
scholarly interests cover stylistics, mythology and folklore, teaching of
literature, and creative writing. She is earning her masteral units in Fine Arts,
major in Creative Writing at De La Salle University Manila.
