Victor Goddard,the first Deputy Director of Air Intelllgence, d who later served
on the Air Council.A great deal of fiction has been written about the part he

What has been the main cause of the alleged cover-upis the fact that no
Government Department and none of the fighting Services.have been made
responsible for reports on UFO’s.The reason for that Is that by no stretch of
Imagination Is action by the U FO’s been against the Country or It’s Interests.the
In pursuance of my aim from preventing FSR overstating their case I have
corresponded with ex-RAF Directors,of IntelUgence to ark them what their
views were about U FO’s and what,lf any,Government Dep;u’tment was
responslble.The various ex-heads of Intelligence that I wrote to on this sUbject
had all been men who had been under me when I was In the RAF.Thelast
man
to whom I wrote sald,as others had said,Government cover-up \!Vas
nonsense;he agreed that I had got hold of the right view of UFO’s which he
believed In as I do.
This was clarified by Sir Victor Goddard In another letter dated 21st October
1983.
"You may say that no branch of the fighting Services Including their Head
Offices or the Ministry of Detence has ever been responsible for holding
of the reports of UFO’s In the British Isles or elsewhere in the World many

simple reason that the Armed Forces are Intended to protect the
Commonwealth and the British Empire and It’s Interests against the Forces of
other Countrles.Nothlng that has been attributed to UFO’s has ever been
shown to be a threat to this Country as described. reliably
All of which confirms the MOD (Air)statements that they have neither the
resources nor man power for full UFO Investlgatlon/Research.lt also explains

This sighting I Interesting betause soon after this one occured,an array of Crop
Circles were dl covered In Llttleton,Chester.
Thlsslghtlng as observed by twp people,a father and daughter,and Is In
greater detail tan the lastThis sighting consisted of two or three bright yellow
IIghts,slmllar taircraft IIghts.Thelr description was of very very bright lights
and observed an elevation of 60 degrees.The lights were acting very’
erratically and he distance from the observers could not be accurately ,J
declded.The II hts were observed by the naked eye and from outdoors. /.;
This sighting as reported to the Ministry of Defence and also to the Pollee in
Chester.lnter tingly BUFOSC can confirm this sighting was logged with the ..
Ministry of De ce at 9:40pm,some ten minutes after the sighting.
Because ofth height of these IIghts,there was no sound heard and they were
observed for a proximately three minutes.
It would,app slghtlngs being seen In the Chester areas are being directly
forwarded to t e Ministry of Defence In London,butlocal Pollee appear to be
.playlng down these reports,certalnly appearing to do so In the Press.Alth~ugh
they sometlm s stated nothing was reported to them,we can confirm through
the Ministry 0 Defence In London,that slghtlngs were being reported to the
Pollcel!
During this sl htlng there was a slight Westerly wind and there were aircraft
approaching anchest8r (Rlngway)Alrport,so It Is possible these lights were
the mls-ldentlcation of aircraft arriving at Manchester Airport,however the
erratic behavl ur would bring this theory Into questlon.The angle of descent
would be con Istent with aircraft landing at Manchester Airport and !;he time,the
lights were s could be conslstent,taklng Into consideration the turning
angles of alrc approaching the AirporlBU FOSC have made studies of aircraft
to and from M chester from the Chester areas.

The final evaluati n from BUFOSC is that this WAS probably an aircraft sighting,ilthough one
ponders the offi ialdom from the Ministry of Defence .Whywere these sightings reported to
them if they wer only mundane scheduled aircraft flights??
