NEW USER REGISTRATION MODULE ADVISORY FOR

IMPLEMENTATION

Advisory to all the users for registering at ICEGATE Website

1. Directorate of Systems is in the process of implementing a New User Registration


module for registering users such as Custom Brokers (License Holder/F-card and
G-card holders), IEC holders (and IEC authorized persons), Shipping Lines,
Shipping agents, Airlines, Air Agents, Console Agents etc.

2. All the Custom Brokers, Shipping lines, Shipping agents, Airlines, Air Agents,
Console Agents, IEC holders who wish to file documents at ICEGATE through
RES are advised to register at new Registration Module at the earliest.

3. All the users are advised to use their Digital Signature (Class III Individual Type)
token plugged into their systems before starting the registration process. It is
mandatory for all the users to upload their digital signature certificates at the
time of registration.

4. PAN data validation: at the time of registration itself particulars of pan of


registrant shall be verified online from PAN data of Income tax department. The
user shall also upload copy of PAN.

5. Validation of data of registrant from their directory of ICES: The


moment, registrant shall enter his registration no. of ICES in data field and click;
his data from ICES directory would be fetched and displayed to him for
verification. Once the registrant affirms his data, further process of data
capturing and registration would start. In case registrant feels to have any

rectification in existing ICES directory data, he may approach Directory Manager
or Policy branch as the case may be, for rectification of data.

6. The new Registration Module distinguishes Principal and their employee and
enables principal to provide approval before allowing registration of employees
and disable from registration directory as soon as his employee quit him. As an
employee of CHA only G card holder would be permitted to get registered since
registrant would be required to sign documents digitally where as H Cards are
not entitled to sign documents.

7. The new process shall keep a check on impersonation and repudiation etc. The
CHA (Principal) has been given access at the application with proper role
mapping so as to enable them to approve or to disable their employees.

8. This module also captures additional ID of the registrant. Aadhaar would be


preferred ID so as to keep alive the possibility of e-sign in future.

9. The following documents are mandatory at the time of registration:

10. At the time of registration only the following ID proof documents will be
considered valid:
Driving license
Passport
Aadhaar Card
Voter ID card
The users are therefore advised to share any one the above mentioned
ID proofs. It is advised to prefer Aadhaar Card so as to keep
possibility of e-sign in alive in future.

11. If anything is changed in the ICES directory, the user needs to update the same in
ICEGATE through a link which will be provided at the ICEGATE portal.
ICEGATE will not be responsible to stop the user from filing in case the user
license has been debarred. The users are therefore advised to update the changes

at ICEGATE end. This is not valid for G-card users, IEC authorized persons and
Banks.

12. In case of Custom Broker, if the G-card holder no longer works with the License
Holder/F-card holder, the ability to disable the G-card holder lies with the
License Holder/F-card holder. The License Holder/F-card holders are therefore
advised to disable the G-card holder from ICEGATE Registration module.
ICEGATE will not be responsible for any consequences or legal action.

13. In case of IEC holder, if the IEC authorized person no longer works with the IEC
holder, the ability to disable the IEC authorized person lies with the IEC holder.
The IEC holders are therefore advised to disable the IEC authorized person from
ICEGATE Registration module. ICEGATE will not be responsible for any
consequences or legal action.

14. After completing the registration process successfully, the users are advised to
wait for the registration request to get approved by the department.

For License Holder /F-card holders or IEC holder:

In case of approval, an acknowledgement e-mail with their login


credentials (User ID and Password) will be send to the email id of
the user provided at the time of registration.
In case of rejection, Reason for rejection will be send to the email id
of the user provided at the time of registration.

For G-card holders/ IEC authorized person:

In case of approval, an acknowledgement e-mail with their login


credentials (User ID and Password) will be sent to the email id of
the user provided at the time of registration.
In case of rejection, Reason for rejection will be send to the email id
of the user provided at the time of registration.
