Definitions
8. Match Officials: means collectively all Referees and the fourth official.
When applicable, it also includes the reserve assistant Referee.
10. Mental Preparation Expert: is a person who provides the Referee with
mental support in relation to all aspects surrounding the game. He helps the
Referee to focus on his work and create an environment conducive to bringing
out the best in him.

12. Referee: is a person who has full authority to enforce the Laws of the
Game in connection with the match to which he has been appointed. Any
reference to Referees in these regulations applies to both men and women
as well as to assistant Referees, futsal Referees and beach soccer Referees.
16. Team Officials: means all coaches, assistant coaches, managers, media
officers, medical staff (doctors, physiotherapists, etc.), representatives and
further individuals appointed by a Member Association to be present in the
controlled stadium area forming part of a team delegation.
NB: Terms referring to natural persons are applicable to both genders. Any
term in the singular applies to the plural and vice-versa.

The duties of the Referees Committee are defined by the Executive Committee
of the Member Association in terms of reference containing primarily the
following rights and duties:

g) To prepare and produce teaching materials in line with the Laws of the
Game issued by IFAB
2. Each Member Association, through its relevant body, will establish a service
fee, including daily allowances and travelling expenses, to be paid to the
Referees for every match.

a) They shall have passed the FIFA Fitness Test specific to each Referee
category according to the Fitness Tests in the Annexe. If there is any
divergence between the Fitness Tests in the Annexe and the FIFA Fitness
Test in the FIFA Regulations governing the registration of international
referees, assistant referees, futsal referees and beach soccer referees on
FIFAs lists, the latter shall be authoritative.
c) They shall have passed a test on their technical knowledge of the Laws
of the Game issued by the IFAB.

12 Appointment of Referees
1. The criteria for the promotion and demotion of Referees must be approved
by the Referees Committee.
3. The Referees Committee shall decide how many Referees are to be demoted
to the lower category or subcategory and how many are to be promoted to the
upper category or subcategory every season.
The Referees Committee shall establish a Referee Assessor panel to analyse the
performance of the Referees in the matches in their category. The prerequisites
for appointment as a Referee Assessor shall be outlined in an annexe to these
regulations. Consequently, the Referees Committee shall establish a Referee
report template to record the relevant information and marks of the Referees.
All records are the property of the Member Association and should be kept by
the refereeing department for further reference in the long term.
15 Sponsor advertising
2. Advertising is permitted only on the shirt sleeves and the total surface area
of the advertising shall not exceed 200 cm. The front of the shirt is reserved
for official badges and the emblem of the Member Association and shall
remain free of all types of advertising. Advertising on the collar or back of the
shirt is also prohibited.

The Member Association shall create academies or schools for the development
of refereeing. These academies or schools shall run organised education and
assistance programmes, taught by expert instructors and experienced Referees.
17 Objectives
1. The Referees who officiate at the highest level in the Member Association
should have the support of a team of experts composed of at least one Referee
Instructor, a fitness instructor, a Mental Preparation Expert, a football coach
and a medical doctor.

1. FIFA and the Confederations shall periodically provide the Member Association
with teaching materials to support Referee education programmes. It is
mandatory for the associations to follow the guidelines drawn up by FIFA for the
use of these materials in order to ensure uniform interpretation and application of
the Laws of the Game.
3. Each Member Association may also produce its own teaching materials
provided that they are in line with the Laws of the Game and approved by the
competent body.

Introduction
The fitness test for football referees and assistant referees consists of two tests.
Test 1 measures the capacity to perform repeated fast runs over 40 m. Test 2
measures the capacity to perform repeated high-intensity runs over 150 m.
Test 1: Procedure
1. Electronic gates (photocells) at the start and the finish are used for the test.
If it is not possible to record the times electronically, an experienced physical
instructor should control the time with a manual chronometer.
3. The start will be dynamic with the front foot on a line that is 1.5 m away
from the start.
4. The referees line up one by one. Once the test leader signals that the
electronic timing gates are set, the referee can decide when to start.
6. If a referee or assistant referee fails one trial out of the six, then he is given
one more trial (and one only) immediately after the sixth trial. If he fails two
trials, the match official has failed the test.

Test 2: Procedure
2. The referees will repeat the 150 m running and 50 m walking 20 times,
equal to 4,000 m or ten laps of a 400 m athletics track.
3. Each referee must arrive before the whistle in the walking area that is
marked by four cones (3 m in front and 3 m behind the 150 m mark). If a
referee fails to put one foot in the walking area on time, the observer signals
and the referee receives a warning. If a referee fails to put one foot in the
walking area on time for a second time, the observer signals and the referee
must stop.
4. The referees must not start running before the next whistle. For this purpose
the assistant test leaders are positioned at the start positions with a flag in their
hands. They block the lane on the track until the next whistle by keeping the
flag in a horizontal position. On the whistle, the flag goes down so that the
referees can start running.
6. One chronometer and one whistle are needed for this test, as well as clearly
indicated running and walking areas.

Introduction
The FIFA fitness test for futsal referees consists of three tests.
Test 1 measures the endurance for an extended match of two 20-minute halves
(real time).
Test 2 measures speed and ability to accelerate and decelerate over short
distances.
Test 3 measures the ability to change direction quickly and use different and
match-specific types of runs.

1. The referee runs 40 m between two lines 10 m apart in accordance with the
reference times.

soccer pitch.

2. The referee runs to the 10 m line as fast as he can, touching the line with
at least one foot.

line as the starting line) for the second time.

to the right as far as cone B.

5. Tests physiques: tests visant valuer les aptitudes physiques des arbitres.
Chaque groupe darbitres doit passer un test physique spcifique.
12. Arbitre: personne ayant pleine autorit pour faire appliquer les Lois du

1. Chaque association membre est tenue de crer une commission des arbitres
qui lui est directement subordonne, conformment lart. 13, al. 1 des
Statuts de la FIFA.
1. La commission des arbitres doit tre compose dun prsident, dun vice-
prsident et de membres jugs ncessaires lexcution de ses tches. Ses
membres ne doivent pas tre affilis un quelconque club ou ligue ni aucune
autre organisation de football.
Les fonctions de la commission des arbitres sont dfinies par le comit excutif
de lassociation membre et sont principalement les suivantes:

2. Les arbitres doivent tre nomms pour des matches correspondant leur
niveau et leur exprience, selon une procdure planifie. Ils doivent tre
choisis parmi ceux qui ont russi les tests mdicaux, physiques et techniques,
sous le contrle de professionnels qualifis.
2. la fin de chaque saison, la commission des arbitres doit prparer, avec laide
du dpartement des arbitres, un classement des arbitres de chaque catgorie et
sous-catgorie, en fonction des notes attribues par les inspecteurs darbitres.
2. La publicit est autorise uniquement sur les manches des maillots et sur une
surface qui ne doit en aucun cas excder 200 cm. Le devant des maillots est
rserv aux insignes officiels et lemblme des associations membres, et ne
doit comporter aucune publicit de quelque sorte que ce soit. La publicit est
galement interdite sur le col ou le dos du maillot.
3. La publicit des sponsors sur les maillots des officiels de matches est
autorise la seule condition de ne pas crer de conflit dintrts avec celle
arbore par les deux quipes en lice. Dans le cas contraire, les officiels de
matches ne pourront pas arborer la publicit des sponsors.

dveloppement de larbitrage, dans lesquelles des instructeurs spcialiss et des
arbitres expriments dirigent des programmes dducation et dassistance.

Les tests physiques doivent tre mens par des prparateurs physiques qualifis.
Par ailleurs, un ambulancier ou un secouriste diplm doivent se tenir sur le site
durant toute la sance de tests.

Definiciones
5. Prueba de condicin fsica: manera de evaluar el estado fsico de los rbitros. Cada
grupo de rbitros deber someterse a una prueba de condicin fsica especfica.
6. Lista internacional: lista internacional de rbitros publicada por la FIFA cada ao.
Esta lista es vlida del 1 de enero al 31 de diciembre de cada ao.
8. Oficiales de partido: todos los rbitros y el cuarto oficial. Si cabe, tambin se refiere
al rbitro asistente de reserva.
10. Experto en preparacin mental: persona que brinda un apoyo mental al rbitro
en relacin con todos los aspectos del juego. Ayuda al rbitro a concentrarse en su
trabajo y crear un entorno propicio para que pueda dar lo mejor de s mismo.

rbitros en este reglamento se aplica tanto a hombres y mujeres, as como a los rbitros
asistentes, rbitros de ftsal y rbitros de ftbol playa.
13. Asesor de rbitros: persona que evala y valora el desempeo de los rbitros,
dando consejos y comentarios constructivos con la finalidad de mejorar el desarrollo de
los rbitros, y utiliza adems un sistema de puntuacin.
14. Comisin de rbitros: grupo de personas que rigen la organizacin de los rbitros,
brindan asesoramiento y asistencia en todos los asuntos relacionados con el arbitraje y
los rbitros.
16. Oficiales del equipo: todos los entrenadores, entrenadores asistentes, directores
tcnicos, oficiales de los medios, personal mdico (mdicos, fisioterapeutas, etc.),
representantes y otras personas nombradas por una asociacin miembro para que estn
presentes en el rea controlada del estadio y que formen parte de la delegacin de un
equipo.
Nota: Todos los trminos que se refieren a personas fsicas se aplican indistintamente a
hombres y a mujeres. El uso del singular incluye tambin el plural y viceversa.

Introduccin
Las pruebas de condicin fsica para rbitros y rbitros asistentes de ftbol estn
divididas en dos partes. La 1 prueba mide la capacidad de realizar carreras
rpidas repetidas por una distancia de 40 m. La 2 prueba mide la capacidad de
realizar carreras de gran intensidad por una distancia de 150 m.
1 prueba: Procedimiento
3. Se debe salir de forma dinmica, con el pie de adelante sobre una lnea que
est a 1.5 m de distancia del punto de partida.
4. Los rbitros forman una lnea. Una vez que el jefe de la prueba seala
que las puertas electrnicas de cronometraje estn listas, el rbitro decide el
momento en que se empieza la prueba.

Dieses Reglement gilt fr alle Mitgliedsverbnde. Diese sind allein und un-
ter Ausschluss aller anderen Krperschaften wie Ligen, Gewerkschaften,
Regierungen etc. fr die Entwicklung und Umsetzung dieses Reglements auf
ihrem nationalen Gebiet verantwortlich.

1. Jeder Mitgliedsverband ist gemss Art. 13 Abs. 1 lit. e der FIFA-Statuten ver-
pflichtet, eine ihm direkt unterstellte Schiedsrichterkommission zu bilden.

11 Schiedsrichterkategorien
1. Das Aufbieten von Schiedsrichtern ist ein wesentlicher Teil der Schiedsrich-
terfrderung und wird von der Schiedsrichterkommission in Absprache mit
der Schiedsrichterabteilung vorgenommen. Klubs, Ligen oder andere Organe
des Mitgliedsverbands drfen das Aufgebot von Schiedsrichtern in keiner Art
beeinflussen.
15 Sponsorenwerbung
2. Werbung ist auf die rmel der Trikots und auf eine Flche von insgesamt
200 cm beschrnkt. Die Vorderseite des Trikots ist fr offizielle Abzeichen
und das Emblem des Mitgliedsverbands reserviert und darf keine Werbung
aufweisen. Ebenfalls verboten ist jegliche Werbung auf dem Kragen oder der
Rckseite des Trikots.
3. Sponsorenwerbung auf den Trikots der Spieloffiziellen ist nur erlaubt, wenn
sie nicht in Konkurrenz zur Trikotwerbung der beiden teilnehmenden Teams
steht. Besteht eine solche Konkurrenz, haben die Spieloffiziellen auf Sponso-
renwerbung zu verzichten.

Test 1: Ausfhrung
3. Der Start erfolgt dynamisch. Der vordere Fuss steht auf einer Linie, die 1,5 m
vom Start entfernt liegt.
4. Die Schiedsrichter stellen sich in einer Reihe auf. Gibt der Testleiter das Zei-
chen, dass die elektronische Zeitmessung bereit ist, kann der Schiedsrichter
jederzeit starten.

Test 2: Ausfhrung
3. Jeder Schiedsrichter muss vor dem Pfiff die Gehzone erreichen, die durch
vier Markierungen (3 m vor und 3 m hinter der 150-Meter-Linie) begrenzt wird.
Steht ein Schiedsrichter nicht mit mindestens einem Fuss in der Gehzone, gibt
der Beobachter ein Zeichen, und der Schiedsrichter wird verwarnt. Steht ein
Schiedsrichter zum zweiten Mal nicht mit mindestens einem Fuss in der Geh-
zone, gibt der Beobachter ein Zeichen, worauf der Schiedsrichter anhalten muss.
4. Die Schiedsrichter drfen erst beim nchsten Pfiff wieder losrennen. Die Helfer
stehen deshalb mit einer Fahne in der Hand auf den Startpositionen und blockie-
ren bis zum nchsten Pfiff mit horizontal erhobener Fahne die Bahn. Bei Ertnen
des Pfiffs geht die Fahne nach unten, so dass die Schiedsrichter losrennen knnen.
6. Fr diesen Test werden nur eine Stoppuhr und eine Pfeife bentigt. Zudem
sind die Lauf- und Gehzonen klar zu markieren.

2. Beim Start steht er mit dem vorderen Fuss hinter der Startlinie. Er sprintet
nach vorne zur 10-Meter-Linie. Er muss die Linie mit mindestens einem Fuss
berhren, bevor er sich umdreht und zur Startlinie zurcksprintet. Es folgt ein
zweiter Durchgang.
3. Die Zeit wird gestoppt, wenn der Schiedsrichter die Ziellinie (gleich Startlinie)
berquert.

Test 1 misst die Ausdauer der Schiedsrichter bei Spielen von dreimal 12 Min.

Soccer-Sandplatz durchgefhrt.

2. Er sprintet nach vorne bis zur 10-Meter-Linie und berhrt diese mit mindes-
tens einem Fuss.
3. Dann dreht er sich um, rennt so schnell wie mglich zur Startlinie zurck
und legt die ganze Strecke nochmals zurck.
4. Die Zeit wird angehalten, sobald der Schiedsrichter die Ziellinie (gleich Start-
linie) nach Abschluss des zweiten Durchgangs berquert.

5. Er rennt um diese herum und dann seitwrts nach links bis zur Markierung H,
wo die Zeit gestoppt wird.
