5 2. Sector refers to the part of the access network that provides the land side modem.
6 3. This standard uses the following verbal forms: Shall and shall not identify
7 requirements to be followed strictly to conform to the standard and from which no
8 deviation is permitted. Should and should not indicate that one of several
9 possibilities is recommended as particularly suitable, without mentioning or
10 excluding others; that a certain course of action is preferred but not necessarily

1 1 INTRODUCTION
2 1.1 Scope
7 Compatibility, as used in connection with this Standard and [1], is understood to mean that
8 any access terminal is able to open data connections in any HRPD system. Conversely, all
9 HRPD systems are able to open connections with any access terminal.
10 Test methods are recommended in this document; however, methods other than those
11 recommended may suffice for the same purpose.
13 1.2.1 Definitions
14 Access Attempt. A sequence of one or more access probe sequences on the Access Channel
15 containing the same message. See also Access Probe and Access Probe Sequence.
16 Access Channel. A Reverse Channel used by access terminals for communicating with the
17 access network. The Access Channel is used for sending signaling messages when the
18 access terminal has not been assigned a Traffic Channel. The Access Channel is a slotted
19 random access channel.
20 Access Channel Capsule. Portion of the access probe that carries data.
23 Access Network. The network equipment providing data connectivity between a packet
24 switched data network (typically the Internet) and the access terminals. Connectivity is
25 typically provided at the Link Layer (PPP). An access network is equivalent to a base station
26 in [1] and [4]. In the context of transmitter testing, an access network applies to operation
27 with a single carrier and single sector active only.
28 Access Probe. One Access Channel transmission consisting of a preamble and a capsule.
29 The transmission is an integer number of frames in length and transmits one Access
30 Channel message. See also Access Channel Capsule, Access Channel Preamble, Access
31 Probe Sequence, and Access Attempt.
32 Access Probe Sequence. A sequence of one or more access probes on the Access Channel.
33 The same Access Channel message is transmitted in every access probe of an access
34 attempt. See also Access Probe and Access Attempt.
35 Access Terminal. A device providing data connectivity to a user. An access terminal may be
36 connected to a computing device such as a laptop personal computer or may be self-
37 contained data device such as a personal digital assistant. An access terminal is equivalent
38 to a mobile station in [8].

1 ACK Channel. The ACK Channel is used by the access terminal to inform the access
2 network whether a data packet transmitted on the Forward Traffic Channel has been
3 received successfully or not.
7 Adjacent Channel Leakage Power Ratio. The ratio of the on-channel transmit power to
8 the power measured in one of the adjacent channels with no active channel in the adjacent
9 channel.
15 Band Class. A set of frequency channels and a numbering scheme for these channels.
18 CDMA Channel. The set of channels transmitted between the access network and the
19 access terminals within a given CDMA frequency assignment. See also Forward Channel
20 and Reverse Channel.
21 CDMA Channel Number. A number corresponding to the center of the CDMA frequency
22 assignment.
23 CDMA Frequency Assignment. A 1.23 MHz segment of spectrum. For Band Class 0, the
24 channel is centered on one of the 30 kHz channels of the existing analog cellular system.
25 For Band Classes 1, 4, 6, 7, 8, and 9 the channel is centered on one of the 50 kHz channels.
26 For Band Classes 2, 3, 10, 11, and 12 the channel is centered on one of the 25 kHz
27 channels. For Band Class 5, the channel is centered on one of the 20 or 25 kHz channels.
28 Code Channel. A subchannel of the Forward MAC Channel, Control Channel or Forward
29 Traffic Channel. Each subchannel uses an orthogonal Walsh function.
32 Connection Layer. The Connection Layer provides air link connection establishment and
33 maintenance service. The Connection Layer is defined in [1].
34 Control Channel. The portion of the Forward Channel that carries control information. See
35 also Synchronous Capsule and Asynchronous Capsule.
36 Control Channel Capsule. A block of data carried over the Control Channel that contains
37 messages.

1 Control Channel Cycle. The Control Channel cycle is defined as a 256 slot period
2 synchronous with System Time, i.e., there is an integer multiple of 256 slots between the
3 beginning of a cycle and the beginning of System Time.
6 Cyclic Redundancy Code (CRC). A class of linear error detecting codes which generate
7 parity check bits by finding the remainder of a polynomial division.
8 Data Channel Payload Size. The number of information bits in a Reverse Data Channel
9 physical layer packet.
10 Data Rate Control Channel (DRC Channel). The Data Rate Control Channel is used by the
11 access terminal to indicate to the access network the requested Forward Traffic Channel
12 data rate and the selected serving sector on the Forward Channel.
13 Data Source Control Channel (DSC Channel). The Data Source Control Channel is used
14 by the access terminal to indicate to the access network the selected serving cell on the
15 Forward Channel.
16 dBc. The ratio (in dB) of the sideband power of a signal, measured in a given bandwidth at
17 a given frequency offset from the center frequency of the same signal, to the total inband
18 power of the signal. For HRPD, the total inband power of the signal is measured in a 1.23
19 MHz bandwidth around the center frequency of the signal.
20 dBm. A measure of power expressed in terms of its ratio (in dB) to one milliwatt.
21 dBm/Hz. A measure of power spectral density. The ratio, dBm/Hz, is the power in one
22 Hertz of bandwidth, where power is expressed in units of dBm.
23 dBW. A measure of power expressed in terms of its ratio (in dB) to one watt.
25 DRC Error. A received DRC symbol is classified as a DRC error when the DRC cover is
26 correctly decoded and the DRC value is incorrectly decoded. See also DRC symbol and DRC
27 miss.
28 DRCLock Channel. The portion of the Forward MAC Channel that indicates to the access
29 terminal whether the access network can decode the DRC sent by the access terminal or
30 not. The DRCLock Channel and the RPC Channel are time-division multiplexed and
31 transmitted on the same MAC Channel.
32 DRC Miss. A received DRC symbol is classified as a DRC miss when the DRC cover is
33 incorrectly decoded, or when the DRC symbol is classified as an erasure. See also DRC
34 symbol and DRC error.
35 DRC Symbol. Unit of information carried over the DRC Channel. The DRC symbol is a two-
36 tuple where the DRC value specifies the requested data rate for transmission on the
37 Forward Traffic Channel, and the DRC cover specifies the selected serving sector. See also
38 DRC error and DRC miss.

1 Eb. Average energy per information bit for the Reverse Data Channel at the sector RF input
2 ports.
3 Eb/Nt. The ratio in dB of the combined received energy per bit to the effective noise power
4 spectral density for the Reverse Data Channel at the sector RF input ports.
5 Ec. Average energy per PN chip for the Pilot Channel, DRC Channel, ACK Channel, or
6 Reverse Data Channel at the sector RF input ports.
7 Es. Average energy per information symbol for the DRC Channel or ACK Channel at the
8 sector RF input ports.
9 Es/Nt. The ratio in dB of the combined received energy per symbol to the effective noise
10 power spectral density for the DRC Channel or ACK Channel at the sector RF input ports.

12 Effective Isotropic Radiated Power (EIRP). The product of the power supplied to the
13 antenna and the antenna gain in a direction relative to an isotropic antenna.
14 Effective Radiated Power (ERP). The product of the power supplied to the antenna and
15 the antenna gain relative to a half-wave dipole in a given direction.
18 Erasure. A symbol erasure is a received symbol not classified as the transmitted symbol nor
19 as another valid symbol.
20 Error. When referring to packet error, an error event occurs when a packet FCS does not
21 check. When referring to a symbol error, an error event occurs when the symbol is
22 classified as a valid symbol different from the transmitted symbol.
28 Forward Channel. A CDMA Channel from an access network to access terminals. The
29 Forward Channel is transmitted on a CDMA frequency assignment using a particular pilot
30 PN offset.
31 Forward MAC Channel. A Forward Channel used for medium access control. Forward MAC
32 Channel consists of Reverse Power Control Channels, DRCLock Channel and Reverse
33 Activity Channel.

3 Forward Test Application Protocol (FTAP). A Test Application protocol allowing Forward
4 Link performance characterizations. See [3].
5 Forward Traffic Channel. A Forward Channel used to transport user and signaling traffic
6 from an access network to an access terminal.
7 Frame. A basic timing interval in the system. For the Access Channel, Control Channel,
8 and Forward and Reverse Traffic Channels, a frame is 26.66 ms long.
9 Frame Check Sequence (FCS). The Frame Check Sequence of the Physical Layer packets is
10 a CRC. See CRC.
14 High Capacity Mode. A transmission mode used by the access terminal on the Reverse
15 Data Channel to achieve high capacity.
17 High Rate Packet Data (HRPD). A CDMA technique optimized for data communications.
18 I0. The total received power spectral density, including signal and interference, as
19 measured at the sector RF input ports.
20 Ioc. The power spectral density of a band-limited white noise source (simulating
21 interference from other users and cells) as measured at the sector RF input ports.
22 Ior. The total transmit power spectral density of the Reverse Channel at the access terminal
23 simulator antenna connector.
24 or. The received power spectral density of the Reverse Channel as measured at the sector
25 RF input ports.
29 Line Impedance Stabilization Network. A network inserted in the supply mains lead of
30 apparatus to be tested that provides, in a given frequency range, a specified load impedance
31 for the measurement of disturbance voltages and that may isolate the apparatus from the
32 supply mains in that frequency range.
34 Low Latency Mode. A transmission mode used by the access terminal on the Reverse Data
35 Channel to achieve low latency.

5 Packet Activity. The ratio of the number of active frames to the total number of frames
6 during channel operation.
7 Packet Error. A packet error event occurs when a decoded packet's FCS does not check
8 upon decoding.
19 Pilot PN Sequence. A pair of modified maximal length PN sequences with period 215 PN
20 chips used to spread the Forward Channel and the Reverse Channel. Different sectors are
21 identified by different pilot PN sequence offsets.
22 Pilot/RRI Channel. The composite Reverse Pilot Channel and RRI Channel. The Pilot
23 Channel's first 256 chips in every slot are punctured by the RRI Channel.
27 Power Control Bit. A bit sent in every slot on the Reverse Power Control Channel that
28 signals the access terminal to increase or decrease its transmit power.
32 Received Signal Quality Indicator (RSQI). A Reverse Traffic Channel measure of signal
33 quality related to the received Data Eb/Nt. See also Eb and Nt.
34 Reverse Activity Bit (RAB). Reverse Activity Bit is transmitted on the Reverse Activity
35 Channel of the Forward MAC Channel to perform flow control of the Reverse Traffic
36 Channel.

1 Reverse Activity Channel (RA Channel). The Reverse Activity Channel is transmitted on
2 the Forward MAC Channel to transmit the Reverse Activity Bit. See also Reverse Activity Bit.
3 Reverse Channel. The CDMA Channel from the access terminal to the access network.
4 From the access network's perspective, the Reverse Channel is the sum of all access
5 terminal transmissions on a CDMA frequency assignment.
6 Reverse Data Channel. The Reverse Data Channel is transmitted on the Reverse Traffic
7 Channel to transport user and signaling traffic from a single access terminal to one or more
8 sectors.
16 Reverse Power Control Channel (RPC Channel). The Reverse Power Control Channel is
17 transmitted on the Forward MAC Channel to signal the access terminal to increase or
18 decrease its transmit power.
19 Reverse Rate Indicator Channel (RRI Channel). The Reverse Rate Indicator Channel is
20 transmitted on the Reverse Traffic Channel to indicate the rate at which the data is being
21 transmitted on that channel.
22 Reverse Test Application Protocol (RTAP). A Test Application protocol allowing Reverse
23 Link performance characterizations. See [3].
24 Reverse Traffic Channel. A Reverse Channel used to transport user and signaling traffic
25 from a single access terminal to one or more sectors. The Reverse Traffic Channel consists
26 of the Pilot Channel, the DRC Channel, the RRI Channel, the ACK Channel, and the Data
27 Channel.
32 Sector. The part of the access network that provides the land side modem.
34 Serving Sector. The sector which is responsible for sending data to the access terminal.
35 Under fixed rate mode, this is the sector specified in the FixedModeRequest Message. Under
36 variable rate mode this is the sector to which the access terminal is currently directing its
37 DRC.

1 Subtype (Physical Layer). A set of Forward and Reverse Channel transmission formats
2 that are characterized by physical layer parameters such as transmission rates and
3 modulation characteristics.
4 Symbol Erasure. A symbol erasure event occurs when the decoded symbol is not classified
5 as the transmitted symbol nor as another valid symbol upon decoding.
6 Symbol Error. A symbol error event occurs when the decoded symbol is classified as a valid
7 symbol different to the transmitted symbol upon decoding.
8 Synchronous Capsule. A Control Channel capsule transmitted by the sector at the time
9 such that the first slot of the capsule coincides with the first slot of the Control Channel
10 Cycle plus Offset slots. The value of Offset is specified in the Offset field of the Control
11 Channel Header. See also Control Channel Capsule.
12 System Time. The time reference used by the system. System Time is synchronous to UTC
13 time (except for leap seconds) and uses the same time origin as Global Positioning System
14 (GPS) time. All sectors use the same System Time (within a small error). Access terminals
15 use the same System Time, offset by the propagation delay from the sector to the access
16 terminal. See also Universal Coordinated Time.
28 Walsh function. One of the 2N time orthogonal binary functions (note that the functions
29 are orthogonal after mapping '0' to 1 and '1' to 1).
30 s . Microsecond (10-6 second).
31 1.2.2 Terms
32 ACKChannelGain. The ratio of the power level of the ACK channel (when it is transmitted)
33 to the power level of the reverse Pilot/RRI Channel. This value is set by the access network.
34 Data_Channel_Gain. The ratio of the power level of the Reverse Data Channel (when it is
35 transmitted) to the power level of the reverse Pilot/RRI Channel. This value is not a settable
36 parameter by itself, see 1.3.
37 Data_Chip_Bit. Number of PN chips per Reverse Data Channel bit, equal to 256 when the
38 data rate is 4.8 kbps, equal to 128 when the data rate is 9.6 kbps, equal to 64 when the

1 data rate is 19.2 kbps, equal to 42.67 when the data rate is 28.8 kbps, equal to 32 when
2 the data rate is 38.4 kbps, equal to 21.33 when the data rate is 57.6 kbps, equal to 16
3 when the data rate is 76.8 kbps, equal to 10.67 when the data rate is 115.2 kbps, equal to
4 8 when the data rate is 153.6 kbps, equal to 5.33 when the data rate is 230.4 kbps, equal
5 to 4 when the data rate is 307.2 kbps, and equal to 2.67 when the data rate is 460.8 kbps.

37 1. For each observed radiated signal, raise and lower the search antenna to obtain a

39 polarized. Then rotate the turntable to maximize the reading. Repeat this procedure

6 center of the half-wave antenna should be at the same approximate location as the
7 center of the equipment being tested.
8 4. Feed the half-wave antenna replacing the equipment under test with a signal
9 generator connected to the antenna by means of a non-radiating cable. With the
10 antennas at both ends horizontally polarized and with the signal generator tuned to
11 the observed radiated signal, raise and lower the search antenna to obtain a
12 maximum reading on the field-strength measuring meter. Adjust the level of the
13 signal generator output until the previously recorded maximum reading for this set
14 of conditions is obtained. Record the signal generator power output.
17 a. First reducing the readings obtained in steps 4 and 5 above by the power loss
18 in the cable between the generator and the source antenna, and
19 b. Then correcting for the gain of the source antenna used relative to an ideal
20 isotropic antenna. The reading thus obtained is the equivalent effective
21 isotropic radiated power (EIRP) level for the spurious signal being measured.
22 7. Repeat steps 1 through 6 above for all observed signals from the equipment being
23 tested.
26 The test site shall be on level ground that is covered with an earth-grounded, conductive
27 surface that is at least 2 meters by 2 meters in size. The ground plane shall extend at least
28 0.5 meter beyond the foot print of the equipment under test.
29 A vertical conducting plane is optional for a standard (open area) test site and is only
30 required for measurements made on table-top devices. If a vertical conducting plane is used,
31 it shall be at least 2 meters by 2 meters in size and shall be electrically attached to the
32 conductive ground plane at maximum intervals of one meter along its entire length.
34 A Line Impedance Stabilization Network (LISN) shall be used for equipment that is tested on
35 a standard test site and connects directly to the public utility power line, or receives power
36 from a device that connects to the public utility power line. The LISN shall be placed on top
37 of or directly underneath the conductive ground plane and shall be electrically grounded to

1 it. Power line filters between the power source and LISN may be used to reduce the ambient
2 noise level on the public utility line.
5 Floor standing equipment shall be placed directly on the conductive ground plane. If a
6 vertical conducting plane is used, the equipment under test shall be located 40 cm from the
7 vertical conducting surface. All other conductive objects (including the LISN) shall be
8 located at least 80 cm from any surface on the equipment under test.
10 Table top equipment shall be placed on top of a non-conductive platform, with nominal long
11 dimension of 1.5 meters, and located 80 cm above the horizontal conducting ground plane.
12 The equipment under test shall be placed 40 cm from the vertical conductive surface, with
13 all other conductive objects located at least 80 cm from any surface on the equipment
14 under test.
16 A radio noise meter employing a quasi-peak detector shall be used to test for radio noise
17 between each current carrying conductor and the ground conductor. Each current carrying
18 conductor shall be tested individually with all unused connections on the LISN terminated
19 in a 50W resistive load. The ground (safety) conductor on the equipment under test shall be
20 individually connected to the power source through the LISN. Any adapters used between
21 the LISN power socket and the equipment under test shall be no more than 20 cm long and
22 shall contain only one input and only one output.
23 The equipment under test shall be tested in various modes of operation with numerous
24 cable orientations. The emissions level shall be recorded for the mode of operation and cable
25 orientation that maximizes the radio noise level. This maximizing technique shall be
26 repeated for measurements on each current carrying conductor.
28 When measuring AC power line conducted emissions, the measurements shall be made at
29 frequencies between 450 kHz and 30 MHz.
31 For equipment that cannot be tested at a standard (open area) test site, an AC power line
32 conducted emissions test may be performed at the end users location or at the
33 manufacturing plant. Refer to 5.6 of [5] for specifications and requirements of such tests.

3 Single tone desensitization is a measure of the ability to receive a HRPD signal on the

7 tone level requirement simulates a non-CDMA narrow-band interferer. For licensed

3 The received signal quality indicator (RSQI) refers to a measurement of signal quality

6 4.1.2.1 Definition
7 The frequency tolerance is defined as the maximum allowed difference between the actual
8 CDMA transmit carrier frequency and the specified CDMA transmit frequency assignment.
9 This test shall apply to every band class that the sector supports.
11 Frequency shall be measured using appropriate test equipment with sufficient accuracy to
12 ensure compliance with the minimum standard. Frequency should be measured as part of
13 the waveform quality test of 4.2.2.
15 For all operating temperatures specified by the manufacturer, the average frequency
16 difference between the actual CDMA transmit carrier frequency and specified CDMA

9 The Forward Traffic Channel Physical Layer packets can be transmitted in from 1 to 16
10 slots. When more than one slot is allocated, the transmit slots shall use a 4-slot interlacing.
11 That is, the transmit slots of a packet shall be separated by four slots, and slots of other
12 packets shall be transmitted in the slots between those transmit slots.
13 If a positive acknowledgement is received on the reverse link ACK Channel informing that
14 the Physical Layer packet has been received before all of the allocated slots have been
15 transmitted, the remaining untransmitted slots shall not be transmitted and the next
16 allocated slot shall be used for the first slot of the next Physical Layer packet transmission.
17 These tests verify that the sector transmits the slots of the Forward Traffic Channel packets
18 using 4-slot interlacing for those rates whose packets are more than one slot long. In
19 addition, these tests verify that the sector stops the transmission of the slots of the Forward
20 Traffic Channel packet being transmitted upon reception of a positive acknowledgement

1 5 GENERAL REQUIREMENTS
3 5.1.1 Definition
4 The temperature and voltage ranges denote the ranges of ambient temperature and power
5 supply input voltages over which the access network will operate and meet the
6 requirements of this Standard. The ambient temperature is the average temperature of the
7 air surrounding the access network equipment. The power supply voltage is the voltage
8 applied at the input terminals of the access network equipment. The manufacturer is to
9 specify the temperature range and the power supply voltage over which the equipment is to
10 operate.
12 The access network equipment shall be installed in its normal configuration (i.e., in its
13 normal cabinet or rack mounting arrangement with all normally supplied covers installed)
14 and placed in a temperature chamber. Optionally, the equipment containing the frequency
15 determining element(s) may be placed in the temperature chamber if the frequency stability
16 is to be maintained over a different temperature from that specified for the rest of the
17 access network equipment.
25 During the entire duty cycle, the transmitter frequency accuracy, timing reference, output
26 power, and waveform quality shall be measured as specified in Section 4.
27 Turn the access network equipment off, stabilize the equipment in the chamber at room
28 temperature, and repeat the above measurements after a 15-minute standby warm up
29 period.
30 Turn the access network equipment off, stabilize the equipment in the chamber at the
31 coldest operating temperature specified by the manufacturer, and repeat the above

9 5.2.1 Definition
10 The term "high humidity" denotes the relative humidity at which the access network will
11 operate with no more than a specified amount of degradation in performance.
13 The access network equipment, after having been adjusted for normal operation under
14 standard test conditions, shall be placed, inoperative, in a humidity chamber with the
15 humidity maintained at 0.024 g H20/g Dry Air at 50 C (40% relative humidity) for a period
16 of not less than eight hours. While in the chamber and at the end of this period, the access
17 network transmitting equipment shall be tested for frequency accuracy, timing reference,
18 output power, and waveform quality. No readjustment of the access network equipment
19 shall be allowed during this test.
21 Under the above humidity conditions, the operation of the access network equipment shall
22 conform to the limits specified in Table 5.1.3-1.
24 5.3.1 Definition
25 The AC power line conducted emissions tests shall be performed on all equipment that
26 directly connects to the public utility power line. For equipment that receives power from a
27 device that is directly connected to the public utility power line (such as a DC power supply),
28 the conducted emissions tests shall be performed on the power supply device, with the
29 equipment under test connected, to insure that the supply continues to meet the current

2 equipment that contains an internal power source or battery supply with no means for
