1.0 Purpose
The purpose of this method statement is to outline the works sequence for Sub-Base
and Base Course work activities and surveying activities during the construction
process.
2.0 Scope
This method statement defines the responsibilities and describes the activities and
procedures to be implemented for Sub-Base and Base Course work activities for the
Construction, Completion and Maintenance of Roads, Bridges, Storm Water Drainage,
Sewers and Other Services for Roads Connecting Sabah al Ahmad and Khiran New
Towns -RA239 Project to comply with the contract specification and other applicable
standards.

6.1 Sub base and base course materials shall conform to GS Clause 303.02.
The contractor shall have the option to select the appropriate type, capacity and
number of equipment necessary to complete the work in safe working means and to
comply with the construction schedule.
7.1 Mixing Plant for the sub base and base course materials

7.3 Hand tools as well as other equipment will be provided/used according to the
need of work demand.
8.1 The Project Manager and Deputy Project Manager will coordinate with Site
Engineer to ensure that the necessary resources to implement the approved
Method Statement, HSE plan have been allocated to the task.

8.2 The Site Engineer (SE) will ensure that the site preparation activities are
conducted according to the approved Method Statement, and HSE plan.
8.2.1 Ensure all necessary approvals and work permits are obtained prior to
start the work.
8.2.2 Convey all technical data to civil foreman and to ensure that the
foreman understood the activities to be executed.
8.2.3 Arrange & ensure the required manpower to execute the work.
8.2.4 Ensure that work is done in accordance with this method statement and
with approved drawing and specification.
8.2.5 Ensure safe working procedures are followed in accordance with the
site safety plan.
8.2.6 Prepare the necessary Request for Inspection (RFI's) to arrange the
consultant Engineer for inspections.
8.2.7 Organize the work in a safe manner to ensure that safety and protective
equipment are being properly utilized.
8.3 The Material Engineer (ME) will ensure that the materials being used are in
accordance with the Project Specifications and approved Material Submittals.
He will be in charged with the field laboratory and will undertake the
necessary tests as required for the project with the assistance from Laboratory
Technicians.

8.6.2 Ensure that all engaged personnel have right PPE and all equipment
are experienced enough to execute hand excavation, and backfilling
activities.
8.6.3 Supervision the different activities during the construction process.
8.6.4 Control the workmanship quality by directing and instructing his crew
workers and his operators during the execution of the work.
8.6.5 Responsible for proper execution of the work, ensuring conformance
with approved drawings.
8.6.6 Ensure that, all the tools & equipment are available at site to execute
the work.
9.0 Procedures
9.1.1 Sub-base and base course material sample for testing from each
source shall be taken by the Material Engineer in the presence of the
Engineer and shall be tested in the Site Laboratory or with
independent testing laboratory.
9.1.2 Prior approval of the Engineer is required for all materials to be
incorporated in the works.
9.1.3 The sub base and base course material will be mixed and brought
from central mixing plant with a moisture control system so that the
material may be spread without further mixing or processing or can
be mixed with a travel mixer which are capable of uniform mixing.

indicated in GS Section 2 (Earthworks), and that the surface thereof
conforms to the levels and slopes indicated in the approved drawings.
In all cases the approval of the Engineer shall be obtained before
commencing spreading of material for the sub-base course.
9.2.2 The sub-base material shall be tested for moisture content before
spreading. If the moisture content is less than the optimum moisture
content, adequate amount of water shall be added to obtain the
optimum content, likewise, to provide allowance for moisture lost
due to evaporation in spreading, raking, leveling, and compacting
process.
9.2.3 Preliminary trials shall be conducted at the start of the works to
determine the optimum number of passes of compaction and to
control the pre-wetting and water spraying for optimum moisture
content.
9.2.4 The underlying surface shall be pre-wetted to increase bonding with
the new layer.
9.2.5 The material shall be spread in layers on the prepared sub grade by
motor grader.
9.2.6 Compaction shall start immediately thereafter, by means of
pneumatic and steel rollers or vibratory rollers.
9.2.7 Compaction shall start at the extreme edge sides proceeding gradually
toward the road axis.
9.2.8 Rolling shall continue until the surface has been thoroughly and
uniformly compacted to the required thickness as indicated on
approved drawings.
9.2.9 Cautions will be taken in order not to cause any disturbances to
surrounding existing installations and/or structures.
9.2.10 The finished surface of the sub base shall be protected properly, and
necessary repairs shall be carried out prior to laying the base course
layer.
9.3.1 The base course laying and spreading shall start only after approval
of the sub-base layer by the Engineer.
9.3.2 Similar sequence as that of the sub-base layer works shall be
implemented for the base course works.
9.3.3 After getting approval from the Engineer, the final base course layer
shall be sealed by applying the prime coat to avoid drying out.
