Statement of Work (SOW)

Roving Director of Management and Operations (Intermittent)


Inter-America and the Pacific Region

Will be assigned to various posts throughout the Inter-America and the Pacific (IAP)
Region on an as-needed basis under the direct supervision of the Chief Administrative
Officer of IAP Region.

1. Responsible for post administrative operations including budget formulation and execution,
human resource management, procurement, contracts, property management, supervising
computer system administration, and general services support.

2. Works closely with cashier operations, ensuring that vouchers are prepared in a consistent,
secure, accurate manner. Ensures Imprest fund transactions including payments, collections,
interim advances, and replenishments are accurate prior to Country Directors (CDs)
signature. This should be done in a timely manner so that post has a constant cash flow.

3. Ensures that proper procurement processes are followed for the acquisition of goods and
services and for the execution of contracts and leases and that the integrity of the procurement
process is upheld at post prior to the CDs signature.

4. Ensures timely vendor payments. Ensures that financial matters are handled in accordance
with established regulations and policies.

5. Provides financial and administrative support to the Peace Corps Trainees and Volunteers
(PCTs and PCVs). Ensures the payment of PCT and PCV allowances and reimbursements are
managed in a timely manner.

6. Provides training and mentoring to administrative and general services staff as needed.
Provides training to all staff, including post leadership and at headquarters, on topics such as
time management, federal budget processes, best practices for customer service, personnel
management, travel policies, energy efficiency, financial management and budget development
and execution.

7. Provides performance assessments of administrative and general services units as requested


and formulates recommendations to improve performance.

8. Receives general direction from the Country Director. Work assignments are performed with
minimum supervisory guidance and control. Completed assignments are reviewed for
responsiveness to direction given by the Country Director and conformance with Peace Corps
and IAP Region directives and policies.

9. Function as Overseas Contracting Officer at Peace Corps posts in accordance with Warrant
issued by OACMs Chief Acquisition Officer.
10. The Contractor will provide a written report within one week after the conclusion of each
assignment that includes a description of accomplishments; an assessment of the performance of
the administrative and general services units; recommendations to improve performance, if
needed; and a list of any outstanding issues or future actions to be taken. The Contractor will
give a presentation of his/her findings and recommendations to selected HQ staff within one
week of the completion of an assignment, as requested.

11. May be required to assume responsibilities of the Country Director in the Country Directors
absence.

May be required to perform the following inherently governmental functions:

o May be designated a principal or alternate cashier after consultation with


CFO/GAP, pending final approval by FSC Charleston or Bangkok.
Responsibilities as a cashier include performing limited cash disbursements as
directed by the DMO, proper disbursing and collecting of funds, proper
accounting for funds advanced, safeguarding funds advanced, and accepting
personal responsibility and financial liability for funds after successful completion
of the requisite training for performing cashier duties. (See MS 760 and OFMH
13)
o May be designated a sub-cashier after approval by CFO/GAP. Responsibilities
as a sub-cashier include performing limited cash disbursements as directed by the
DMO, proper disbursing and collecting of funds, proper accounting for funds
advanced, safeguarding funds advanced, and accepting personal responsibility and
financial liability for funds after successful completion of the requisite training for
performing sub-cashier duties. (See MS 760 and OFMH 13)
o May be designated as a receiving officer if assigned by the Country Director
and with the approval of the Regional Director. Responsibilities as a receiving
officer include accurate review of goods or services, their accompanying invoices,
and the purchase order/contract to ensure that the specifications, quality, amounts,
price, timeliness, etc. of the goods are consistent with the terms and conditions of
the contract/purchase order after successful completion of the requisite training to
perform receiving duties. (See MS 511, the Personal Property Management
Handbook and OFMH 19)
o May be designated as a property officer if assigned by the Country Director, in
coordination with the Office of Management, and with the approval of the
Regional Director. Responsibilities as a property officer include carrying out
functions to safeguard and control all U. S. government property assigned to the
Peace Corps office; ensures that property duties are assigned appropriately, and
that staff are well-trained in how to carry out their duties; oversees maintenance
and utilization of property, and the annual and semi-annual inventory and loss
reports. The Property Officer can be held financially liable for neglecting to
safeguard and control Peace Corps personal property. (See MS 511 and the
Personal Property Management Handbook)
o May be designated as a Contracting Officer after successful completion of the
requisite Overseas Contracting Officer Training and receipt of an individual Peace
Corps Overseas Contracting Officer warrant issued by the Chief Acquisition
Officer. Responsibilities as an Overseas Contracting Officer include executing,
modifying, and/or terminating contracts, lease agreements, and other procurement
actions in accordance with individual warrant. Must follow all regulations, rules,
procedures, and guidance as supplied by the CFO/Acquisition and Contract
Management (CFO/ACM) and/or as specified in the Overseas Contracting
Handbook in execution of Overseas Contracting Officer duties and
responsibilities. The Overseas Contracting Officer can be held financially and/or
criminally liable for neglecting to carry out Overseas Contracting Officer duties in
accordance with applicable laws and regulations. (See Overseas Contracting

Designated with limited supervisory responsibilities.

In the event a security clearance is required by the Peace Corps and the contractor fails to receive
or maintain the appropriate clearance, this contract will terminate upon notification to the
Contractor that the clearance has been denied or revoked.

To the extent Contractor is allowed to operate a US government owned, leased, or rented vehicle
(GOV) to perform their job duties, the Contractor must operate that vehicle safely at all times
and only operate it for official business purposes as defined in 31 USC 1334.

Contractor is encouraged to refrain from texting or from engaging in any behavior that distracts
attention from driving safely at any time. Except in an emergency situation, Contractor shall not
text message (i) when driving a GOV; (ii) when driving a privately-owned vehicle (POV) while
on official government business; or (iii) while using electronic equipment supplied by the
government while driving any vehicle (even during off-duty hours).
