Goods and Services Tax (GST) Launched
On July 1, India launched its ambitious pan-India indirect tax regime, the Goods and Services Tax (GST) to bind the
country into a regime of one nation, one tax, one market . The Goods and Services Tax (GST) was first proposed
17 years ago.
Press Information Bureau, has launched a special page for the Goods and Services Tax. The webpage can be
accessed on http://pib.nic.in/gst.
GST Council has reduced the tax rate on fertiliser to 5 per cent from previously decided 12 per cent.
Finance Minister Arun Jaitley has launched Aaykar Setu an e-initiative for the Income tax Department to
directly communicate with the taxpayers and aimed at providing information on useful tax services.
IT major Dell EMC and enterprise solutions provider SAP have announced a comprehensive digital Enterprise
Resource Planning (ERP) solutions GST in a Box solution for micro, small and medium enterprises (MSMEs) to get
GST ready.

The Finance Ministry has announced that gifts of above Rs 50,000 value in a year, when given by the employer to
the employee without consideration and outside the contractual agreement, will come under the ambit of Goods
and Services Tax (GST)
Businesses with turnover of up to Rs 20 lakh (Rs 10 lakh in special category states) are exempt from GST.
Buying and selling of second-hand goods will not attract Goods and Services Tax (GST) if sold at a price cheaper
than the purchase price
The government has launched a GST training programme to skill around two lakh youths in six months to handle
tax compliance issues like invoice making. The people would be trained under the Pradhan Mantri Kaushal Vikas
Yojana (PMKVY).

CBDT softens cash transaction norms

The Central Board of Direct Taxes (CBDT) has exempted certain cash transactions from the purview of the Rs. 2-lakh
restriction introduced in this year s Budget as part of efforts to promote the digital economy. The Finance Act 2017 banned
cash transaction of 2 lakh rupees or above with effect 1st of April this year.

Five categories of transactions have now been kept out of this restriction through an executive order from CBDT. These
are:

money received by a business correspondent on behalf of a bank or cooperative bank;

receipt by a white label ATM operator from retail outlet sources on behalf of a bank or cooperative bank;

receipt from an agent by an issuer of prepaid instruments; and

receipt by a company or institution issuing credit cards against bills raised in respect of one or more credit cards.

Also, money received on account of an award or reward instituted by Central or State government would now not be
covered under the 2-lakh cash transaction limit.

FM launches new pension scheme PMVVY for senior citizens

The Union Minister for Finance, Defence and Corporate Affairs has formally launched the Pradhan Mantri Vaya Vandana
Yojana (PMVVY) for elderly with 8 per cent fixed rate of interest on their savings in New Delhi.

PMVVY is a Pension Scheme announced by the Government of India exclusively for the senior citizens available from 4th
May, 2017 to 3rd May, 2018. It can be purchased offline as well as online through Life Insurance Corporation (LIC) of India
which has been given the sole privilege to operate this scheme

Scheme provides an assured return of 8% p.a. payable monthly (equivalent to 8.30% p.a. effective) for 10 years.

Pension is payable at the end of each period, during the policy term of 10 years, as per the frequency of monthly/
quarterly/ half-yearly/ yearly as chosen by the pensioner at the time of purchase.

The scheme is exempted from Service Tax/ GST.
