OOS” Series of 1999 Subject: DOST Guidelines on the Longevity Pay Privilege under R.A. 8439 entitled : “Magna Carta for Scientists, Engineers, Researchers and other S&T Personnel in Government ”. 1.0 PURPOSE These guidelines shall serve as the bases for the entitlement and payment of the longevity benefit for DOST and other S & T personnel in government. 2.0 DEFINITION OF TERMS a) Longevity pay (LP) — shall be the amount to be paid to DOST and other S & T personnel for every 5 years of continuous & meritorious service in the government. b) S&T Personnel - shall be those personnel as defined under Sec. 5 of RA. 8439, ©) Continuous service ~ shall mean service without gap. The following are examples of cases which do not result in gap in service. + Leave with pay (ie. sick leave, vacation leave, matemity leave, etc.) * Privilege leaves authorized by the CSC Without monetary equivalence (ie. birthday leave, anniversary leave etc.) * Leave without pay but authorized by the head of agency (ie. prolonged sick leave without pay; study leave on personal time or outside the DOST scholarship program and preparations/review for board or bar examination pursuant to CSC MC 42 Series of 1991 re: Policies to Professionalize the Civil Service; CSC MC°13 Series 1992 re: Prescribing the Establishment of Educational Support Program of Government Postal Address: P.O. Nos. 837-29-39 (DL) 837-20-71 to 82 (TL) Telex No. (75) 66819 Fax. no. §37-29-37 Agencies; and Rule 8, Sec. 2 of the Administrative Code of 4987 re: Career and Personnel Development Plan) Supporting documents and necessary requirements which shall be determined by the head of agency shall be complied with d) Meritorious service — shall mean, service with a performance rating of “very satisfactory” for the last two semesters immediately preceding the date of entitlement of said benefit. 3.0 COVERAGE S&T personnel in goverment who occupy plantilia positions whether permanent or temporary, and those with contractual, casual or similar positions charged to lump sum appropriations now existing or hereafter created. 4,0 ENTITLEMENT AND COMPUTATION OF LONGEVITY PAY (LP) S&T personnel as defined in this guidelines shall be entitled to a monthly longevity pay equivalent to 5% of his/her present actual monthly salary for every 5 years of continuous and meritorious service in government. Reckoning of “years of service” for purposes of percentage to be applied in the computation of LP shall include the entire government service, even prior to the effectivity of the law, but entitlement shall commence only after the implementation of the law. (Illustrative examples attached). 5.0 AMNESTY Records of Performance. Amnesty from presentation of records of performance or performance rating from the date of original appointment until 1997 shall be granted. Thereafter, entitlement to this benefit shall be based primarily on the records/documents required. An appropriate/comparable performance rating standard for the DOST system personnel shall henceforth be developed and implemented by the DOST. Agencies outside of DOST are also expected to develop and implement a performance rating standard. Said performance rating standard shall henceforth be the basis for the payment of LP. X entered government service in Dec. 20, 1993, he shall be entitled to receive the LP equivalent to 5% of his present and actual monthly salary in 1999, covering his first 5 years of continuous service and after obtaining a “yery satisfactory” in the last two semesters of 1998. b. Ifon Jan. 20, 1999 X ‘s present monthly salary as SG 11 is P10,000, he shall be entitled to receive a LP of P500 per month. If his salary increases due to promotion/increase to P12,000 on June 1999, his LP also increases to P600 for the period. c. For the purpose of computation, if X has qualified as an S & T worker as of February 4, 1998 and was promoted after said date, say July 1, 1998, the basic salary to be used from February 4, 1998 to June 30, 1998 will be the old rate while the basis for the computation of longevity pay from July 4, 1998 and onwards will be the new basic salary. 4. If X fails to render a meritorious service in year 2000 by obtaining only a “satisfactory” performance rating, he is not entitled to the LP benefits because he has not complied with the requirement of “very satisfactory” performance. This means that he will not receive any LP for the year 2001 and the counting of his next phase of “ 5 years of continuous and meritorious service “ shall be deferred, e. Example for 6.0: If X has 10 years of continuous government service but has qualified as an S & T worker only on June 30, 1998, he shall be entitled to longevity pay equivalent to 10% of his basic salary. X shall start receiving his 10% jongevity pay only on June 30, 1998. 7 6.0 COMPLIANCE TO 12 UNITS OR APPROPRIATE TRAINING REQUIREMENTS FOR DOST. PERSONNEL, - For purposes of longevity pay, employees are given up to June 30, 1999 to comply with the 12 units or appropriate training requirement Thereafter, geniitlement to longevity pay shall commence only after the date of qualification and government service prior fo this shail not be considered. For purposes of Payment of longevity pay to those who qualified after February 4, 1908 but before July 1, 1999, previous continuous government service shall be considered but payment shall take effect only upon the date of qualification 7.0 DATE OF EFFECTIVITY This guidelines shall take effect immediately and shall include the grant of LP in 1998.
