DISCUSSION: © The first meeting of the Contingency Planning and Exercise Sub-group (CP&E) was held at FB] HQs on August 24, 1998. Representatives from the FBI, DoD, DoE, NRC, EPA and HHS attended. Minutes are attached at the TAB, + This sub-group will be divided into two working groups. ‘The first working group will focus ‘on contingency planning and will be co-chaired by FBI and FEMA. The second working g0up will focus on exercises and will be co-chaired by FBI and DoD. This concept has been briefed to and approved by the NSC. + The first meeting focused on contingency planning and policy. The agenda included briefings con the following topics: terrorism annex to FEMA's Federal Response Plan; FBI's CONPLAN; DoD's Domestic Deployment Guidelines; the National Capitol Response Plan; FBI's WMD Incident Contingency Plan; and the FB/DOE/NRC/DoD Site Specific Plans. ‘+ The next meeting of the Contingency Planning and Policy working group is scheduled for September 24, 1998, 10:00 at FEMA HQs. The interagency Exercise working group is scheduled tentatively to meet October 6, 1998, more details will be provided at a later date, © On 19 August, OASD (SO/LIC) held the initial internal DoD CP&E sub-group meeting where we discussed DoD objectives and milestones for DoD participation in the interagency CP&E sub-group. We are currently distributing the attached minutes of the most recent interagency CP&E sub-group meeting to the DoD members in order to inform them of the recent developments and obtain their comments.
