Code Sharing Session

On 18th July 2017, the National Council of Churches, Singapore (NCCS) and the
Charity Council co-organised a Code of Governance Sharing Session with churches
at St. Andrews Cathedrals New Sanctuary. The turnout of the event was very
assuring, with 380 participants coming from approximately 170 faith-based
organisations. This reflects the churches desire to better understand the Code of
Governance as well as to enhance knowledge on how to strengthen governance
capabilities.

In his opening remarks, NCCS General Secretary, Rev Dr Ngoei Foong Nghian said
that churches and Christian organisations have a long history of good governance
based on biblical principles and respected the law of the land. The gathering would
provide opportunity for the Charities Council to hear views which may help fine-tune
and improve on the Code of Governance for the good of all. This was followed by an
opening prayer led by Bishop Terry Kee.

Charity Council Chairman, Dr Gerard Ee, welcomed the crowd emphasising that
good governance is a cornerstone of a successful and sustainable charity, and faith-
based organisations are held to highest standard of accountability due to the call to
good stewardship. Commissioner of Charities, Dr Ang Hak Seng, also addressed the
crowd assuring them of the enablers available to guide the churches in
implementation. He also noted on the need for continuous engagement between the
charities and the COCs Office.

The presentation on the refinements of the Code of Governance for Charities and
IPCs was presented by Professor Tan Wee Liang, Charity Council member. It was
followed up a panel discussion and Q&A session moderator by NCCS Honorary
Treasurer, Mr Chan Fook Kay. The panel members were:

Prof Tan Wee Liang, Charity Council Member

Mr Sim Guan Seng, Managing Partner, Baker Tilly TFW
Mr Bernard Lubbe, Chief Finance Officer, Cru Asia Limited
Ms Sim Hui Ting, Deputy Commissioner of Charities

It was a robust discussion and the participants went back with greater clarity on the
refinements of the Code of Governance. For the presentation materials by Prof Tan,
