The German Development Cooperation through GIZ is looking for an Advisor on Public
Procurement within its project Modernization of local public services in the Republic of
Moldova.
The Advisor will support the Project Manager and project team on the day-to-day activities
implementation.
The main responsibilities shall include:
Advising team members and partners on procurement matters according to GIZ
rules and procedures and those applied in cooperation with the partners;
Establishing and maintaining experience exchange with other projects and develop-
ment partners in the area of public procurement;
Providing professional advice and implementation guidance to the Line Manager,
team members, partners and RDAs staff on the provisions of local and international
legislation on public procurement;
Updating project documentation on public procurements for procedures and pro-
cesses as a result of any modifications in local or international legislation;
Developing ready-to-use strategies and technical concepts, including guidelines,
manuals and procedures;
Preparing appropriate input for various project reports including annual reports.
Required qualifications:
Bachelor and/or Master Degree in Law, Public Administration, Finance, Procurement,
or closely related field;
At least 3 years of professional experience in a comparable position and experience in
working with EU PraG procurement rules and practical application of EU Public Pro-
curement Regulations;
Knowledge of and working experience in public sector procurement procedures;
working skills in project and program management;
Fluency in Romanian and English is a must; knowledge of German and Russian would
be an asset;
Strong IT skills, analytical and report writing skills;
Valid driving license and driving experience.
