1. Project Background
Abbay-3 small scale irrigation project is one of the projects under Agriculture
Growth Program (AGP), which is located in Amhara region, Bahirdar zurya
Wereda at Huletu Yegomiya and Maj Debre Negest Kebele. The project is
designed for the development of 1,388 hectares of irrigable land. The water
resource of this project is Abbay River using the intake structure by diverting
the water on the right side of the river bank.
This irrigation project includes Diversion weir head work structure and its
appurtenant parts, irrigation infrastructure network and other structures.

Based on the site prevailing conditions design review work was done in a
manner to accommodate the design flow against the original dimension, flood
protection work and irrigation layout based on topography, social and right of
way and economy. Hence, the following design review work is done:-

The original approach canal design depth which is 0.70m is not adequate
to accommodate the discharge (2m3/s) flowing in the canal. Modification
is done to accommodate the discharge and to fit with the site conditions.

Flood protection design work is done which was not considered in the
previous design.

Cross drainage works designed on main canal.

Main canal dimensions were reviewed in order to accommodate the


design discharge.

Design work was done for vertical and inclined drop structures on main
canal.

Flume and road crossing structures; were designed on main canal and,

Design modification for division boxes has been accomplished.

Finally, all the design approaches, analysis, cost comparison and all the
necessary drawings including conclusion and recommendations are presented
after approval by the client and attached herewith in the annex part.

2. Project Information
2.1 General
The contract agreement for the construction of Abbay- 3 small scale irrigation
project was signed between the employer, ANRS, Water, Irrigation and Energy
Development Bureau the contractor, Hamere-Noah Construction, on the 30 th of
August, 2013. The following table shows the detail information of the project.

2.2 Variation Works
2.2.1 Variation Works Based on Activities
The project is designed for the development of 226ha but irrigable command area
increases to 1,388 hectares. As a result there was variation works like main canal
excavation, backfilling, masonry, plastering and other related activities.

3. Project Status
3.1 Technical Performance

The overall performance is as follows:

The design work of the project for main canal, overflow canal and related
structures along main canal has been completed and submitted.

The technical performance for the project is summarized in table below.

The overall accomplishment of the physical works for Abbay-3 SSIP is


calculated to be 78.02% at the end of May, 2017 against 100% time elapsed for
the irrigation infrastructures.

The physical progress of this project is approximately 78.02%.

B. Financial Performance

The financial performance of the Abbay-3 SSI project has a variation as


compared to the original contract. This is as a result of the variation of works
due to new item works and design changes and also variation of unit rates due
to time. All these new items of works, design changes and adjusted & new unit
rates are approved by the client. As compared to the original contract the
financial status of the project increases as shown in the annex part of the
project addition. The final financial statuses of the project works up to the end
of May 2017 are described in Table below.

The financial status of the project is calculated using the above table description
of cost of each item of works. So the financial progress of this project is 112.72%
against the original contract amount that all the activities done up to May 31 st
2017.
Executed works of Abbay-3 SSI project for each item of works are paid the
contractor up to the end of May 2017 as shown table below. All the advance
payment was repaid by deducting proportionate amounts from contractors
payment.

Table above shows the detail of financial status in Abbay-3 SSI project that paid
to the contractor to the end of May 2017.

3. Outstanding Activities
i. Excavation, cart away, masonry work and concrete works on head work
structures at cut off and diverting canal.
ii. Excavation, cart away, masonry work, plastering and concrete works in
the irrigation system infrastructure works at main canal, division box,
drops and pass ways. But nothing done in the secondary canal, tertiary
canal and turn outs.
iii. Excavation, cart away, masonry work and concrete works on the flume
structures at CH 6+024, Yeshemat and Yedokit rivers.
The remaining outstanding items of works are listed based on each item of
works based on the contract.

9. Flume Structure
No any activity done at Ch 6+024, Yeshemat and Yedokit rivers.
10. Crossing Structure for Irrigation Water across Main Canal at Different
Locations
There are existing canals which crosses the main canal. At these sections
crossing structures required but not done till now. There is also floods in
the right side of the main canal which requires drainage structures to
protect the flood that interrupts the function or damages the main canal
3. Major Problems Encountered
3.1 Major Problems
Right off way problems
There were right of way problems on the main canal local as the
canal passes through local peoples land and their houses. There
was still construction area that has not got a solution due to this
right off way problem.

Quarry problem.
There was a quarry problem for the production of stone masonry
till end of December 2016 and has been solved on January 2017.
Incapability of the contractor to proceed in accordance with the schedule.
The contractor cannot execute the works according to the plan and
the project progress is behind the schedule.
Excess water released from the right side of existing irrigable command
area and the main canal root base in swampy area and not easily
accessible.

3.2. Solution Given


Most of the right of way problems along the section of main canal have
been solved by discussing with the client and local governmental
representatives.
Quarry problems were solved by discussing with the client, Tis Abay
wereda administrative and Wereda mines and energy office representatives.
The consultant was written a letter continuously to the contractor and the
client to precede the work according to his schedule.
One of the reasons to delay the contractor performance is the excess water
released from the right side of existing irrigable command to the main canal
and making this canal section swampy area. Some of this problem is
solved by discussing with local community not to release excess water to
the construction area and the contractor was used continuous pumping
strategy. Till now this problem is not solved and most of the constructed
main canal section is full of water.
4. Conclusion and Recommendation
4.1 Conclusions
The progress of Abbay-3 small irrigation project is behind the schedule as
clearly seen on the project final physical and financial report because of
different issues. Due to the instruction given by the project owner with a letter,
the extension construction period for both the contractor and consultant have
been completed at end of May 31, 2017 before completion as a result of project
termination.

As part of the contract, our office realized that as there are the design gaps of
the project. Accordingly the design review work was done for the headwork and
irrigation infrastructure on main canal.
Based on the site existing conditions design review work was done in a manner
to accommodate the design flow against the original dimension, topography of
the canal route and flood protection work. Hence, the following design review
work is done:-
The original approach canal design depth is changed from 0.70m to 2m
including free board.
Flood protection design work was done which was not considered in the
previous design.
In addition to this, drainage structure is designed to convey the surface
runoff over the approach canal.
Irrigation infrastructures dimension is reviewed in order to accommodate
the design discharge.
Flume structures were designed in different river sections and swamp
areas.
Road crossing structure/Box culvert/, were proposed and designed on
main gravel road running from Bahir-Dar to Tis Abbay.
In general the design review work was affecting the total project cost and
considered as a variation works and indicated in the financial project status.
The quantities of the various items have been worked out as per the final
design review to check the total project cost variations. We found that the total
variation cost due to this design review work has been submitted to the client.
4.2 Recommendations
This irrigation project has remaining activities like head works, secondary and
tertiary canals the project to be functional. So our office strongly advised the
client to finalize this project by settling right off way problems and contractual
issues.
Finally, we have preparing and submitting this project completion report by
distinguishing the remaining project outstanding tasks according to the

contract for the future to implementing and functional the whole irrigation
system to the local community.
